Jen Miller - New Brighton Roading and Infrastructure

Jen Miller did not attend the meeting.  

 

4.2

Papatipu Matahiko

Henry Lawton spoke on behalf of Papatipu Matahiko to introduce the group to the Community Board.

The Chairperson thanked Henry for his introduction.

 

4.3

Youth Development Fund Report Back

Tiaki Wikatene, Youth Development Fund recipient and his mother Raewyn Wikatene provided the Board with an update on Tiaki’s participation in the 2023 Maadi Cup, as part of the Shirley Boys High School team.

The Chairperson thanked Tiaki and Raewyn for their update.

 

 

 

 

 

4.4

Ōpāwaho Heathcote River Network

Malcolm Long on behalf of the Ōpāwaho Heathcote River Network group provided the Board with a presentation on the Lower Ōpāwaho River Guidance Plan and the ways in which the Community Board can assist.

The Chairperson thanked Malcolm for his presentation.

4.5          Arthur Adcock Pine Trees

Ken Bryenton, addressed the Board in relation to the pine trees at Arthur Adcock Reserve and the effects these have on the Bowls Club. Ken indicated that the Bowls Club support the removal of all 13 pine trees and the replanting of native flora.

After questions from members, the Chairperson thanked Ken for his update.

1.          Refer the issues raised to staff and report back options to the Board by way of a decision report.

5.   Deputations by Appointment Ngā Huinga Whakaritenga

Part B

5.1          Avon Park Redevelopment Plan and Legal stopping of Avonside Drive between Kerrs Road and Wainoni Road, as well as Kerrs Road north of #144

Barry Livermore, local resident addressed the Board in relation to Items 8 and 9 of the Agenda (Avon Park Redevelopment Plan and Legal stopping of Avonside Drive between Kerrs Road and Wainoni Road, as well as Kerrs Road north of #144).

After questions from members, the Chairperson thanked Barry for his presentation.

 

Items 8 and 9 of these minutes refer to the Board’s decision and recommendations on these matters.

There was no presentation of petitions.

 

Kelly Barber left the meeting at 5.51pm during consideration of item 8.

 

The meeting adjourned at 6.08pm and reconvened at 6.14pm during consideration of item 8.

8.   Avon Park Redevelopment Plan

 

Staff in attendance spoke to the accompanying report.

 

The Board also took into consideration the deputation from Barry Livermore (Item 5 of these minutes refers).

1.        Approve and adopt the Landscape Development Plan for Avon Park.

That the Waitai Coastal-Burwood-Linwood Community Board:

1.        Approve and adopt the Landscape Development Plan for Avon Park and ask staff to provide the Board with a Briefing to cover the following points:

a.      List of significant trees to be removed

b.      Parking options/plan for the wider area

c.       Sense of what sports are prepared to go where.

2.          Ask staff look at options to work with the local community and stakeholders around the detailed design process for the park.

9.   Legal stopping of Avonside Drive between Kerrs Road and Wainoni Road, as well as Kerrs Road north of #144

Part A

That the Waitai Coastal-Burwood-Linwood Community Board recommends that the Council resolve to:

1.        Commence the road stopping process under the Local Government Act 1974 procedure for:

a.        Avonside Drive between Kerrs Road and Wainoni Road, and

b.        Kerrs Road north of #144

2.        In the event that there are no objections received through the road stopping procedure authorise staff to complete the road stopping.

3.        In the event there are objections, authorise staff to manage those in accordance with the Local Government Act procedures.

4.        Delegate authority to the Property Consultancy Manager to do all things necessary at his sole discretion to manage and conclude any of the actions required from resolutions 1 to 3 above. 

5.        Reduce the speed limit to 30km/h along Torlesse Street, Braemar Place and Kerrs Road north of Wainoni Road at the same time (or before) the closure.

6.        Install traffic counters on Torlesse Street following the closure.

7.        Request that officers re-engage with residents around suitable mitigation measures if traffic counts on Torlesse Street are found to be higher than reasonable for a local road, and report back to the Waitai Coastal-Burwood-Linwood Community Board.

10. Proposed Unsolicited Property Acquisition by the Crown - Part 502 Ferry Road

Community Board Decided CCBCC/2023/00022 Original Officer Recommendation accepted without change

Part A

That the Waitai Coastal-Burwood-Linwood Community Board recommends that the Council:

1.        Approves the acquisition by the Crown of approximately 950m2 of land at 502 Ferry Road (described as Pt RS 32 and held in Record of Title CB204/99 and shown as Section 1 on the plan at paragraph 5.3) for educational purposes, subject to;

a.        Public consultation in accordance with Section 138 Local Government Act 2002,

b.        The sale to be at market value as determined by an independent registered valuer,

c.        The Crown being responsible for securing any and all required resource, building or other statutory consents required to operate from the Land.

2.        Resolves to depart from policy and deal unilaterally with the Crown. 

3.        Authorises the Manager Property Consultancy to negotiate, conclude and administer all the agreements necessary to facilitate the recommendations above on terms and conditions acceptable to him, and in doing so make any decisions necessary to give effect to this.

11. Pedestrian Safety Improvements - Burwood Road

That the Waitai Coastal-Burwood-Linwood Community Board approves:

1.        The installation of a pedestrian refuge island on Burwood Road approximately 23 metres north of its intersection with Rothesay Road in accordance with Agenda Attachment A.

2.        Kerb alignment changes, tactile pavers, a bus stop seat, green coloured pavement surfacing and all other associated pavement markings in accordance with Agenda Attachment A.
