The Chairperson opened the meeting with a welcome.

Part B

Paul McMahon declared an interest in Item 12 noting that should a conflict arise he would manage it.

Alex Hewison declared an interest  in Item 11 noting that he knew some of the students but he would manage any perceived conflicts.

David Newton along with local students provided the Board with a presentation on the works carried out by the Trust and thanking the Board for their assistance.

5.1

North Beach Residents’ Association

Phillip Ridge spoke on behalf of the North Beach Residents’ Association regarding Agenda Item 7 in relation to Dog Control in the Greater New Brighton Area and the MDH Development at 79 Marine Parade.

After questions from members, the Chairperson thanked Phillip Ridge for his presentation.

Item 7 of these minutes refers to the Boards resolution on these matters.

That the Waitai Coastal-Burwood-Linwood Community Board:

1.         Receive the correspondence from the North Beach Residents’ Association in relation to dog control education and signage in the Greater New Brighton Area.

2.         Receive the joint correspondence from the North Beach Residents’ Association and North Beach Surf Lifesaving Club in relation to the proposed MDH development at 79 Marine Parade and refer to staff for investigation and response back to the Community Board by way of InfoCouncil Memorandum.

Part C

That the Waitai Coastal-Burwood-Linwood Community Board:

1.              Receive the correspondence from the North Beach Residents’ Association in relation to dog control education and signage in the Greater New Brighton Area.

2.              Notes that staff are aware of the request to meet with the North Beach Residents’ Association and will work with them to organise a meeting to discuss their concerns.

3.              Requests that staff provide advice on:

a.       Enforcement options for repeat offenders

b.      The number of dog parks in the greater New Brighton Area, how well they are being used and how they are being promoted.

c.       The possibility of having additional dog bins installed in hot sports in the greater New Brighton Area.

4.              Receive the joint correspondence from the North Beach Residents’ Association and North Beach Surf Lifesaving Club in relation to the proposed MDH development at 79 Marine Parade and refer to staff for investigation and response back to the Community Board by way of InfoCouncil Memorandum the following points:

a.       Advice on parking options for 79 Marine Parade and the requirements for adequate provision of parking at these types of developments.

b.      The consent status.

8.   Confirmation and Establishment of Community Board Funding Pools

 

Staff in attendance spoke to the accompanying report. Jackie Simons moved an amendment to recommendations 4. and 5. to mirror the same delegation as the Koru Fund.

That the Waitai Coastal-Burwood-Linwood Community Board:

1.         Establish the 2022-23 Waitai Coastal-Burwood-Linwood Discretionary Response Fund with a balance available for distribution of $70,275.

a.         Noting that this amount is a combination of the remaining 2022-23 Discretionary Response Fund balances of the previous Waitai Coastal-Burwood Community Board ($45,182) and the Linwood component of the Waikura Linwood-Central-Heathcote Community Board ($25,093).

2.         Note that the following Board Projects have funds tagged to them:

a.         I Love Brighton - $5,913

b.         Anzac Day $400

c.         Summer with Your Neighbours $3,800

d.         Linwood Youth Project - $30,000

e.         Brooklands Action Plan - $9,328.23

f.          Shape Your Place Toolkit - $5,934

g.         Te Poe Toe Toe Mural - $7,000

3.         Allocate the $3,550 remaining in the 2022-23 Waitai Coastal-Burwood Youth Development Fund to establish the 2022-23 Waitai Coastal-Burwood-Linwood Youth Development Fund.

4.         Agree to delegate approval of grants of up to $350 from the Waitai Coastal-Burwood-Linwood Youth Development Fund to the Waitai Coastal-Burwood-Linwood Community Governance Manager.

5.         Approve the criteria for the Waitai Coastal-Burwood-Linwood Youth Development Fund as shown in section 3 of the agenda report.

6.         Allocate the $9,000 remaining in the 2022-23 Waitai Costal-Burwood Youth Koru Fund to establish the 2022-23 Waitai Coastal-Burwood-Linwood Koru Fund.

7.         Approve three members of the Community Board have the email delegation to approve applications of up to $500 to the Waitai Coastal-Burwood-Linwood Koru Fund.

That the Waitai Coastal-Burwood-Linwood Community Board:

1.         Approve a grant of $500 from its 2022-23 Youth Development Fund to Sienna Gilmore towards her flights to attend the Gymnastics New Zealand Women's Artistic Gymnastic (WAG) Hawaii Participation Tour 2023, from 3 to 16 January 2023. The granted funds are not to be used for any supervisory staff, coaching, tuition, chaperone or management costs to attend and are to be returned if the event is cancelled or postponed beyond 30 June 2023.

2.         Approve a grant of $500 from its 2022-23 Youth Development Fund to Charlotte Thompson towards her flights to attend the Gymnastics New Zealand Women's Artistic Gymnastic (WAG) Hawaii Participation Tour 2023, from 3 to 16 January 2023. The granted funds are not to be used for any supervisory staff, coaching, tuition, chaperone or management costs to attend and are to be returned if the event is cancelled or postponed beyond 30 June 2023.

1.         Requests staff, in anticipation of legislative change, to start the process of gathering the information and resources needed to develop an evidence-based Local Alcohol Policy.

·         Maces/Ruru Roads – would like to see the whole road resurfaced (where resurfacing has not taken place).

·         Future for Local Government Review – would like to see Community Board having a role/input into the submission process.

Information/Briefings sought:

·         Wainoni/Breezes intersection – what happened to the potential land purchase?

·         Linwood and New Brighton CRAF project – update on progress of design and when a decision report is likely for both.

·         Pages Road Bridge Project – advice if a staff briefing can be organised as soon as possible.

·         Oram Avenue Extension – background for new members.

·         Portlink Container Issues – update/briefing from staff regarding the ongoing issues with the containers in Woolston.

·         Maces/Dyers Intersection – Waka Kotahi NZTA Briefing requested to discuss the possibilities of a signalised intersection.

·         Organics Processing Plant – Briefing requested from ECAN in relation to what they are doing in relation to compliance monitoring.

·         Environment Canterbury – meeting with new Councillors requested.

·         Wastewater Treatment Plant – independent review on social recovery – request that a copy is provided to the Waitai Coastal-Burwood-Linwood Community Board.

·         Developing relations with local Māori/Pacifica groups – staff advice sought including information on the previous Hagley/Ferrymead MOU if possible.
