Councillor Paul Dietsche (arrived 4.12pm) and Member Amber Moke (arrived 4.15pm) were delayed due to  extraordinary circumstances,  therefore the Chairperson, under Standing Order 7.5,  used their discretion to start the meeting at 4.12pm once a quorum had formed.


 

 All members present opened the meeting with a Karakia Tīmatanga.

 

Member Amber Moke joined the meeting at 4.15pm.  The Chairperson welcomed Amber to her first Committee meeting.  Amber, Te Hapū  o Ngāti Wheke, outlined her areas of interest and expertise. Committee members and support staff introduced themselves.

 

The agenda was dealt with in the following order.

·    The Water Zone Committees triannual reports will be presented at the Christchurch City Council meeting 12 December 2023. The Zone Facilitator will circulate a copy of the report, and members are invited to attend the meeting to listen to the presentation. The meetings are livestreamed and recorded for those not able to attend.

·    Coastal Hazard Adaptation planning  - feedback closes on 10 December 2023.

·    Allandale community event  - predator control and buffer zone focus.

The Chairperson requested that item 4 of the minutes of the 19 September 2023 meeting include note that the Committee workshop scheduled on 15 August 2023 went ahead.

9.   Recommendations for allocation of CWMS Action Plan Budget in Banks Peninsula Zone

 

Officer Recommendations

That the Banks Peninsula Water Management Zone Committee:

1.        Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:

a.        $60,000 to Wairewa Rūnanga for Whakaora ai te wai o Te Pātaka, a collaborative approach to a Wairewa Integrated Catchment Management Plan, involving Wairewa Rūnanga and major landowners.

b.        $5,000 as the Committee’s contribution towards a joint project with Christchurch West Melton Zone Committee and Whaka-Ora Healthy Harbour to gather, document and share practical knowledge about erosion and sediment control and soil conservation on the Port Hills.

c.        $5,000 to Environment Canterbury Zone Delivery team for Wairewa native riparian planting assistance to landowners adjacent to Wairewa tributaries in lower catchment.

d.        $3,500 to Wainui Residents Association for Our Community Spaces, a project to restore and regenerate the habitat for native birds, fish and plants in the Wainui Stream catchment.

e.        $1,500 to Banks Peninsula Conservation Trust towards operational support.

In order to continue to provide meaningful support to the Banks Peninsula Conservation Trust, the Committee resolution differed from the Officer recommendation as follows:

Reduced recommended funding allocation to

·        Wainui Residents Association - Our Community Spaces $3,500 to $3,000

10  Other Matters

 

a.     Committee Year End event – options were discussed. The Chair and Zone Facilitator will advise final arrangements.

b.     Akaroa and Bays Forum will be held on 5 December 2023 – with a focus on water quality.

c.     Canterbury Regional Policy Statement – the Committee will provide input, based on the priorities outlined in the Long Term Plan early input submission. A draft will be circulated to members for comment.

d.     Soil Conservation and Revegetation Programme – the Committee will consider if this is something it wishes to be involved in.

e.     Committee Membership– noting the refresh process, and  that the Chair and Deputy Chair appointments for 2024 will be addressed at the February 2024 meeting

f.      Chairperson thanks – the Chair thanked Committee members for their contributions during the year.

g.     Wairewa Catchment Group initiative – once this has been formally established, and funding agreements are in place a media release will be arranged.

 

Members closed the meeting with a Karakia/Whakamutunga.

1.   Purpose of Report Te Pūtake Pūrongo

1.1    The purpose of this report is for the Banks Peninsula Water Management Zone Committee to:

1.     Agree the System to appoint the Chair and Deputy Chair.

2.     Elect the Chair and Deputy Chair for 2024, as set out in the Terms of Reference (Attachment A); and

3.     Advise members of future meeting dates and times.

 

2.   Officer Recommendations Ngā Tūtohu

That the Banks Peninsula Water Management Zone Committee:

1.        Determines that the Chair and Deputy Chair be appointed by using [System A OR System B] voting as set out later in this report.

2.        Elect {Name} as the Chair and {Name} as the Deputy Chair of the Banks Peninsula Water Management Zone Committee for 2024 in accordance with the Terms of Reference (Attachment A to this report).

3.        Notes that the Committee will be meeting in 2024 between 4pm and 6.45pm on the following Tuesdays:

3.   Report Te Pūrongo

The Zone Committee

3.1       The Banks Peninsula Water Management Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009 (CWMS).

3.2       The Committee is a joint committee of Christchurch City Council, and Environment Canterbury.

3.3       The purpose of the Committee is to uphold the mana of the freshwater bodies within their zone by facilitating enduring land and water management solutions that give effect to the Canterbury Water Management Strategy vision, principles, and targets in their zone.

3.4       Committee functions include:

·   Facilitating community engagement and collaboration.

·   Facilitating the provision of advice through to councils and others contributing to freshwater management.

·   Enhancing delivery capability and coalition of the willing – working with stakeholders across all sectors to extend the resources available to implement the CWMS.

·   Progress annual reporting to the CWMS partners on progress towards delivery of the zone-specific priorities and CWMS target areas identified in the Committee’s Action Plan.

3.5       The purpose and functions of the Committee are fulfilled by preparing a Zone Committee Action Plan to cover a three-year period that focuses on 3 to 5 priorities.

3.6       The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Council’s freedom to deliberate and make decisions.

Operating Philosophy

3.7       The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.

3.8       Operating Philosophy

3.9       The Committee will always operate in accordance with the requirements of the Local Government Official Information and Meetings Act 1987 and Standing Orders of Territorial Authorities.

3.10    The Committee will observe the following principles:

·   Be culturally sensitive observing Ngāi Tahu tikanga.

·   Apply a Ki Uta Ki Tai (from the mountains to the sea) holistic approach that also enables cultural elements including mahinga kai philosophies held by mana whenua to be encompassed.

·   Consider and balance the interests of all water interests in the region in debate and decision making.

·   Work in a collaborative solution-focused approach using best endeavours to reach solutions that take account of interests of all sectors of the community.

·   Contribute knowledge and perspectives but not promote the views or positions of any interest or stakeholder group.

·   Promote a philosophy of integrated water management to achieve multiple objectives of the range of interests in water.

·   Seek consensus in decision-making. If neither unanimous agreement can be reached nor a significant majority view formed, in the first instance seek assistance from an external facilitator to further Committee discussions and deliberations. Where the Committee encounters fundamental disagreements, despite having sought assistance and exhausted all avenues to resolve matters, recommend that respective Councils disband them and appoint a new Committee.

Elections

3.11    Each year, the Committee shall appoint the Chair and Deputy Chair from the membership by simple majority. There is no limit on how long a person can be in either of these positions.

3.12    The current Chair is Gina Waibl and the Deputy is Trudi Bishop.

 

Process to Elect a Chair and Deputy Chair

3.13    A local authority or a committee (if the local authority has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:

a.     [System A]; or

b.     [System B].

System A

3.14    requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the local authority or committee present and voting; and has the following characteristics:

i.      there is a first round of voting for all candidates; and

ii.     if no candidate is successful in the round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and

iii.    if no candidate is successful in the second round there is a third, and if necessary subsequent round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and

iv.    in any round of voting, if 2 or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

System B

3.15    requires that a person is elected or appointed if he or she receives more votes than any other candidate; and has the following characteristics:

I.           there is only 1 round of voting; and

II.          if 2 or more candidates tie for the most votes, the tie is resolved by lot.

Meeting Dates and Times

3.16    The Committee will formally meet at least four times per annum and will hold workshops and host additional community engagement opportunities as required throughout the year. At times, the workload will be substantially higher.

3.17    The Committee can decide on the location of meetings to encourage greater engagement on issues in particular areas.

3.   Report Te Pūrongo

3.1       The Zone Committee’s Action Plan 2021-24 outlines the priorities for the Committees and the actions it will undertake over the three-year period. A copy of the Action Plan 2021-24 can be viewed online and is attached. There is just under five months remaining to a new Action Plan is required to be drafted.

3.2       With the Zone Committee calendar now confirmed, planning for this year can be undertaken to ensure progress continues to be made against the Zone Committee’s Action Plan 2021-24.

3.3       A discussion will be undertaken considering:

·   Actions undertaken to date, including but not limited to:

a.     Soil conservation and revegetation programme

b.     Contact recreation issues and engagement

c.     Catchment group support

d.     Involvement in What’s our Future, Canterbury that includes Regional Policy Statement development

e.     Projects recommended and supported using Zone Committee Action Plan Budget

·   Emerging issues and new work

3.   Report Te Pūrongo

Background

3.1       Both the Banks Peninsula and Christchurch West Melton Zone Committees and Whaka-Ora Healthy Harbour expressed an interest in advocating for a soil conservation programme to become available for the Banks Peninsula ecological region, similar to the Soil Conservation and Revegetation Programme (SCAR) offered to North Canterbury landowners. The Banks Peninsula ecological region includes the Port Hills on both sides and the rest of Banks Peninsula as this area all has similar erosion prone soils – loess soils overlaying volcanic soils and rock.

3.2       Advocating for a soil conservation programme was one of the initiatives identified at the erosion and sediment control workshop held on 27 April 2023, jointly held by Christchurch West Melton and Banks Peninsula Zone Committees, together with Whaka-Ora Healthy Harbour.

3.3       The Committee has actions in its Zone Committee Action Plan 2021-24 around supporting erosion and soil conservation initiatives:

3.3.1   We will advocate for and be engaged in: The collaborative development and funding of a soil conservation programme.

3.3.2   We will collaborate on practical projects by supporting: Collaborative erosion and sediment control initiatives, that the Committee has jointly identified with the Christchurch West Melton Committee and Whaka-Ora Healthy Harbour.

3.4       Banks Peninsula Zone Committee also included the following in their early LTP input to Environment Canterbury and Christchurch City Council (28 September 2023):

3.4.1   Invest in a Banks Peninsula wide soil conservation programme.

3.5       Rationale: our farming community gets very little support or advice to help them understand and implement techniques to avoid erosion and very little advice and support about what to do once they have erosion on their properties. Erosion has impacts on farm economics as well as causing significant damage to bush remnants, recreation tracks and roads. Sediment has significant impact on the health of our waterways. Investing in soil conservation will help the Banks Peninsula landscape be more resilient to the impacts of climate change.

3.6       On 23 November 2023, the Banks Peninsula Zone Committee was invited to attend Christchurch West Melton Zone Committee’s meeting which included a presentation of the SCAR Programme Report in North Canterbury. The purpose of the item was to give the committees a greater understanding of what a soil conservation programme like this would involve if they wish to continue advocating for something similar to come to the Port Hills (and Banks Peninsula ecological region). A copy of the agenda paper is attached.

3.7       Gina Waibl will provide the Committee with a verbal report back on the Soil Conservation and Revegetation Programme Report provided at the November 2023 meeting of the West Melton Zone Committee (attached) and will lead a discussion on options confirm an approach or next steps for a soil conservation programme in the Banks Peninsula zone.

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with information on the community engagement events/relevant updates and actions from previous meetings.

3.   Report Te Pūrongo

New youth representative for the Banks Peninsula Zone Committee

3.1       Erana Riddell has stepped down as the Youth representative on the Committee. Expressions of interest to find a suitable youth representative we sought from the Environment Canterbury Youth Rōpū, Christchurch Youth Council, Wairewa Rūnanga, Te Hapū o Ngāti Wheke (Rāpaki), Koukourarata, and Ōnuku rūnanga. A selection process will be followed with the intention of appointing a new youth representative to the Committee by the end of April.

Zone Committee Refresh

3.2       A zone committee refresh will take place towards the end of this financial year. Advertising and communications are being finalised and details will be provided in due course as they are confirmed. Zone committee members who are coming to the end of their three-year term will be advised.

Zone Committee Review – update for zone committees - February 2024

3.3       At its meeting in August 2023, the Canterbury Mayoral Forum agreed to a review of Zone Committees to enable and support local leadership and ownership of freshwater management issues into the future.

3.4       Environment Canterbury has commenced planning the 2024 zone committee review. This review will focus on what structure, function and resourcing are needed to support local freshwater leadership into the future.

3.5       The CWMS is underpinned by a collaborative approach between Environment Canterbury, territorial authorities, Ngāi Tahu, sector groups and communities. While the aim is to keep this review simple, it will reflect this collaborative ethos by engaging with key stakeholders under the auspices of the Canterbury Mayoral Forum (as the ‘owner’ of the CWMS).

3.6       The review’s objectives are to answer the following main questions:

a.   What local freshwater leadership is required in the future?

b.   For which actions will key partners (Environment Canterbury, Territorial Authorities and mana whenua) need local leadership to deliver freshwater management outcomes in the future?

c.   What resourcing is required to support local leadership?

3.7       Environment Canterbury is leading the review and will report back to the Mayoral Forum, following engagement with Mayors, zone committee members, and mana whenua representatives. Refer to Table 1 below for key actions and milestones.
