1.   Purpose and Origin of the Report Te Pūtake Pūrongo

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to decide on the application for proposed road closures for the Run Akaroa Event. The proposed closures are to provide a safe space for the event to operate when separated from regular road users

1.2       This report has been written because Scenic Sports Limited have proposed to close the following roads on Sunday, 17 May 2026:

1.2.1         From 5am to 6pm.

·     Rue Jolie from Woodills Road to Rue Lavaud

·     Rue Viard from Rue Jolie to Rue Lavaud

1.2.2         From 7am to 1:30pm.

·     Summit Road from Christchurch Akaroa Road - SH75 to Long Bay Road

·     Le Bons Bay Road from Summit Road to 150m North of Summit Road

2.   Officer Recommendations Ngā Tūtohu

That the Road Closure Subcommittee:

1.         Receives the information in the Proposed Temporary Road Closure for Run Akaroa Report.

2.         Authorises the approval of the temporary road closures for the Run Akaroa 2026, proposed to be deployed on Sunday, 17 May 2026 at the times listed below:

a.         From 5am to 6pm.

i.          Rue Jolie from Woodills Road to Rue Lavaud

ii.         Rue Viard from Rue Jolie to Rue Lavaud

b.         From 7am to 1:30pm.

i.          Summit Road from Christchurch Akaroa Road - SH75 to Long Bay Road

ii.         Le Bons Bay Road from Summit Road to 150m North of Summit Road

 

3.   Background/Context Te Horopaki

3.1       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties to the Subcommittee in advance of the scheduled meeting or the organisers may present the information in person to the Subcommittee.

3.2       Public notification was carried out through publication in The Press and on the Council website. The period allowing for objections to be received meets the minimum required of one week. The application was publicly advertised in The Press on 13 April 2026 with objections closing 20 April 2026.

3.3       There were no objections received by Council, as a result of the public notifications process.

3.4       Council did receive an objection from residents of LeBons Bay, prior to public notifications,  concerned with the proposed closure of LeBons Bay and the need to utilise Camerons Track as access for residents and visitors that require access and egress during the proposed closures.

3.4.1         Staff contacted the concerned residents via email and received no response.

3.4.2         Staff agree with the concerns raised by the residents and note that the methodology for the event has now been changed to maintain access to LeBons Bay via managed access on LeBons Bay Road at all times during the proposed event.

3.5       Staff also note that access into and out of each outer bay will be provided by managed access to Pigeon Bay Road, Pipers Valley Road, Little Akaloa Road, Okains Bay Road and Le Bons Bay Road.

3.6       Road closures for this event have not previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.7       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

3.3       At the time of writing this report, there were no objections received by Council, as a result of the public notifications process.

3.4       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

3.4.1         The initial events held at the new stadium were held over the weekend of 24-26 April 2026 and worked as intended, with no significant issues observed across the city.

3.5       Public transport and Christchurch Trams have been involved with events planning and deployments at the stadium and are accommodated within the proposed Traffic Management Plan.

3.6       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.
