2.     Council submission on the Resource Management national direction packages

Purpose and Origin

·    The purpose of this session to provide elected members with an overview of the draft Council submission staff have prepared in response to the proposed changes to national direction under the resource management system.

·    Elected members were previously briefed on the proposed national direction changes at an Information Session on Tuesday 17 June 2025.

Timing

This information session is expected to last for 50 minutes.

Outcome Sought

·    We are seeking feedback from elected members on the draft Council submission on the proposed changes to Resource Management national direction. This feedback will enable staff to take a final submission to the Finance and Performance Committee for approval on Wednesday 23 July 2025.

ELT Consideration

·    The General Manager for Planning, Strategy and Regulatory Services will review the draft Council submission that will be distributed to elected members after the session.

Next Steps

·    Following the Information Session, staff will distribute the draft submission to elected members for feedback. Feedback is due by Friday 11 July 2025.

·    Following elected members feedback, staff will address this in the submission.

·    The final draft submission will be taken to the Finance and Performance Committee on Wednesday 23 July 2025 for approval.

·    Once approved, staff will lodge the submission on Friday 25 July 2025.

Key points / Background

·    The Government is consulting on four packages of national direction:

-       Package 1: Infrastructure and Development

-       Package 2: Primary Sector

-       Package 3: Freshwater

-       Package 4: Going for Housing Growth

·    The submission we are presenting on in this information session covers our feedback on Packages 1, 2 and 3. We are writing a separate submission on Package 4, as this was released after the first three packages and has a later submission deadline.

·    The draft Council submission contains the cover letter, alongside 3 technical appendices – one for each package.

·    Given the breadth of issues, we are proposing that the cover letter summarises our key feedback across the packages as a whole, and provides high level indications of the proposals we support and do not support.

·    Generally, we are supportive of enabling growth and infrastructure, but have concerns that the proposed changes do not strike the right balance between growth and managing adverse environmental impacts. We also raise concerns that some proposals reduce local decision-making.

·    In relation to Package 3 on freshwater, we are not supportive of the options in the discussion document. Our preference is to retain the current Te Mana o te Wai framework and hierarchy of obligations. We would like to seek your feedback on this approach.

3.     Plan Change Programme update

Purpose and Origin

This briefing is to provide the Council with an update on the plan change programme, acknowledging that recent briefings have been provided on Plan Change 14 Housing and Business Choice and Plan Change 21 Central City Noise.

Council was last briefed on the broader programme on 30 April 2024 and since this time work has continued to advance on Council led plan changes. In addition, four private plan change requests have been lodged with Council.

Timing

This information session is expected to last for 45 minutes.

Outcome Sought

Elected Members will have a good understanding of the plan change programme and have provided direction on the priorities going forward.

ELT Consideration

ELT will consider this matter in review of the agenda for this Information Session.

Next Steps

Staff will present plan changes to Council for approval ahead of notifying any plan change and engaging with the Community.

Key points / Background


Council has sought changes to the District Plan to address issues including coastal hazards, heritage, effects at the interface between industrial and residential zones, noise in the Central City, the run-off of sediment into rivers and streams and managing significant indigenous biodiversity. 

It is timely to update the Council on the plan change programme and other work in light of further announcements on changes to national direction and proposed amendments to the Resource Management Act. A number of private plan changes have now been lodged which will be covered in the workshop.
