Presented by: Holly Gardiner, Senior Policy Planner, & Darren Bridgett, Team Leader City Planning · Staff provided an overview of the topic. · Staff discussed the statutory process, timeline, and key terms. She talked through the Current District Plan approach, and noise limits. Raised the issues identifies, and examples of approaches that other cities take, also: · the options and preferred option. · Hagley Park noise limits. · proposed night-time noise limits, and noise insulation environments, and keeping road noise limits consistent with PC 5E. · costs & benefits, and next steps. · John Higgins raised separate central city noise work happening concurrently. · Staff responded to Councillor questions. · Discussion of whether proposed plan would mean for venues such as Dux Central to undertake their preferred activities. ACTION: Staff to provide technical data regarding whether this would increase compliance for current venues facing issues. · Discussion topics included: · whether St Asaph can be included within the higher category one area. · consultation start date. · need for accessibility in how consultation is presented to the public. · 10 venues on St Asaph Street’s inclusion into category one. · the proposed orange circle is based off current levels. · amount of options may be too many. Preference for simplification. · whether the preferred option being more permissive or restrictive to getting people to live in the central city. · external facades and balconies. Note no change to external design elements. · 65 when other cities are using 60dBL Aeq. · importance for providing areas of existing residential which may be impacted. · road noise limits being existing. · ACTION: Staff to provide further information on what is exempt from the noise standards. · Discussion of impacts of existing properties and venues. · Discussion of simplification not excluding options such as 2 & 3. · ACTION: Staff to provide a drop in for Councillors on this prior to it coming back.
