Key points / Background |
· The adoption of updated noise contours may provide some increased opportunity for greenfield development. The delay in the adoption of updated noise contours in the RPS has the potential to delay development opportunities. · There is an opportunity to incorporate updated contours into the District Plan and enable the continued growth of both the City and the Airport. |

3. Development Contributions Rebate Schemes |

Purpose and Origin |
· The Council has a Development Contributions Rebate Policy which provides for the Council to adopt development contribution rebate schemes to help achieve certain strategic goals. · During discussions on the Development Contributions Policy review, some elected members expressed interest in exploring rebate scheme opportunities alongside the review of the Development Contributions Policy. |

This information session is expected to last for 45 minutes. |
Outcome Sought |
· Elected members will be briefed on matters related to the Development Contributions Rebate Policy and related rebate schemes. · This session is an opportunity to canvass elected member preferences for a new development contributions rebate scheme. · Staff will progress work on development contribution rebate schemes based on the direction indicated by elected members. |

The Development Contributions Steering Group maintains oversight of the Development Contributions Policy and related functions. The Steering Group is chaired by the General Manager Strategy, Planning & Regulatory Services. |

Key points / Background |
· The Council’s Development Contributions Rebate Policy was established to enable the Council to promote strategic objectives by providing rebates for strategically desirable development. · The Council currently has schemes for two development types – social housing and papakainga. Previously, the Council operated rebate schemes for central city residential and non-residential development. These schemes closed in December 2021 and June 2020, respectively. · A development contributions rebate is a tool the Council could use to address specific concerns that have been raised in the consultation process on the Development Contributions Policy. · If possible, staff intend to align the decision making for both the draft Policy and a new rebate scheme. That way, decision making on development contributions can be made as a package. |

Key points / Background |
In late 2023, Christchurch City Council began working with Taumata Arowai on a project to gain a better understanding of the presence of viruses in Canterbury groundwater. Christchurch City Council’s drinking water supply abstracts groundwater from a number of wells within the city’s boundaries and as such the virus rules that Taumata Arowai develops have the potential to impact the operation and/or compliance of the Christchurch City supply. An understanding of the presence of viruses in Canterbury groundwater, informed by research will provide information for the preparation of new virus rules.

Key points / Background |
· Heritage New Zealand Pouhere Taonga (Heritage NZ) is the government agency responsible for identifying, protecting and promoting New Zealand’s unique historical and cultural heritage. Formerly known as the Historic Places Trust, their work, powers and functions are prescribed by the Heritage New Zealand Pouhere Taonga Act 2014. The Arts Centre Te Matatiki Toi Ora site was formerly used by Canterbury College (now the University of Canterbury), and Christchurch Boys’ and Christchurch Girls’ High Schools. There are 23 buildings on site, of which 22 are listed by Heritage New Zealand with 21 categorised as Historic Place Category One. |
