The agenda was dealt with in the following order.

Meeting started at 9:30am.

1.   Apologies Ngā Whakapāha  

Councillor MacDonald is an apology.

Councillor Moore attended by zoom. Councillor Moore did not return after the morning tea break.

Councillor Gough left at 9:57am and returned at 1:32pm.

Councillor Johanson is an apology for the sessions after lunch.

Councillor Scandrett is an apology for the sessions after lunch.

Councillor Harrison-Hunt is an apology from 2:30pm.

3.   Council staff survey results 2025

 

Presented by Lucy Yousef - Organisational Capability Partner and Aimee Martin - Senior Research Analyst

·         Every question increased by two percent or more.

·         Staff to provide specific question breakdown, including which questions have changed, to Councillors.

·         Staff will provide staff turnover information to Councillors.

·         Staff responded to Councillor questions.

 

Morning tea break started at 10:47am. Meeting restarted at 11:16am.

 

4.   Water Management Committee 2024 Review and next steps

 

Presented by Cameron Smith – Senior Strategy Manager, Environment Canterbury and Craig Pauling - Chair, Environment Canterbury

·         Existing zone committees or something similar staying in place is a discussion between mana whenua, regional and local territorial authorities.

·         There has been no consultation outside zone committees. Once the structure is decided, that will determine and outside consultation.

·         Staff to provide information on what Council resources are needed for these committees.

·         Draft report is online.

·         Discussion with Councillors.

 

5.   Council submission on the Land Transport Management (Time of Use Charging) Amendment Bill

 

Presented by Hugh Wilson - Senior Policy Planner – Transport and Helaina Gregg - Principal Policy Advisor

·         This legislation was signalled in the Government Policy Statement on land transport 2024.

·         Staff will circulate draft submission for feedback.

·         Councillor Templeton has asked to recommend wording change from scheme regions to scheme districts.

·         Councillor Fields would like exemptions for people where it is not practical (for example those who live in Akaroa).

·         Staff have asked for clarification whether representatives would be staff or elected members.

·         Staff responded to Councillor questions.

6.   CNZ - Strategic Framework (Brand, Destination Management Plans and Economic Ambition) - One Year Review

 

Presented by Alison Adams - Chief Executive ChristchurchNZ and Lauren Quaintance - Chair of ChristchurchNZ Holdings Ltd.

·         Public presentation is on the strategic framework

·         Councillor Donovan requested to hear about more opportunities in the freedom camping and camping space.

·         Councillor Keown asked about the T-shirts, which can be purchased online. CNZ will send this link to Councillors after the information session.

·         Staff responded to Councillor questions.
