2.     Northcote Road Pedestrian and Cycle Facilities Investigations

Purpose / Origin of the Information Session

·    The purpose of this report is to update the Waipapa Papanui-Innes-Central Community Board on the proposed way forward for using the approved $100k better-off grant for project investigations for Northcote Road.

·    The investigations and grant are in response to community feedback on traffic issues in the Northcote Road corridor between the railway crossing near Vagues Road and Main North Road.

Background

·    The Waipapa Papanui-Innes-Central Community Board received community feedback raising concerns about road safety along Northcote Road and the surrounding area.  The feedback was received from residents along Fenchurch Street and pupils from both St Bede’s and Marian College.

·    Initial investigations have been completed to get a better understanding of the issues and to assist in identifying the potential scope of further investigations and a subsequent project to address these issues.

·    Since the community feedback, improvements have been completed in the Northcote Road area through actions undertaken by Council Operations Team and by Marian College and Pak’nSave as part of their resource consent conditions. 

These improvements include:

·    CCC – No-stopping lines on Fenchurch Street

·    Pak’nSave – Improvements to the Main North Road, QEII Drive and Northcote Road Intersection particularly for pedestrians.  An extension of Lydia Street to Main North Road to include separate footpath and includes speed humps to control vehicle speeds.

·    Marian College - a new signalised crossing has been installed on Northcote Road close to its intersection with Lydia Street.  A raised crossing has been installed on Lydia Street opposite the school entrance.

·    From observations of conditions during peak times, the highest safety risk remaining in the area is for cyclists using the Northcote Road corridor.  The risk is greatest on the northern side of Northcote Road between Fenchurch Street and Main North Road where there are no cycle lanes and a high volume of traffic approaching the main North Road intersection.

Key Issues

·    The proposed way forward is to use the $100k budget to investigate widening of the existing footpath along the length of the Northcote Road between the railway crossing and Main North Road on both sides to provide a shared pedestrian and cycle path.

·    The project would provide an improvement over the existing situation by providing a consistent shared path width of between 2.5m to 3.0m, with no pinch points along the entire corridor.  To provide this consistent width a narrow strip of land along the frontage of 4 properties is required to be purchased.

·    Other project options have been considered however the scale of the projects mean that $100k would be insufficient to complete the investigations.  Any on-road improvements for cycling would require road widening and property purchase meaning costs are likely to be significant.

Purpose / Origin of the Workshop

The purpose of this workshop is to enable the Submissions Working Group to consider making a submission on the Council’s Draft Annual Plan 2025/26, and optionally on the Development Contributions Policy Review 2025, and Local Water Done Well.

Background

Draft Annual Plan 2025/26

An Annual Plan outlines the activities, services and capital projects the Council will deliver and how it will fund them, including the required rates. It also highlights any key changes from the Long Term Plan for the year.

This Draft Annual Plan covers the second financial year of the Long Term Plan, from 1 July 2025 to 30 June 2026.

Development Contributions Policy Review 2025

The Council has had a development contributions policy since 2004. Development contributions are collected to fund infrastructure required to support growth including the provision of roading, water supply, wastewater, parks, swimming pools and libraries along with public transport and active travel infrastructure.

The current Development Contributions Policy was adopted in 2021 and now requires review.

The policy sets out the methodology used to recover the cost incurred by Council for providing growth infrastructure from those who benefit from the provision of that infrastructure, such as private developers.

Local Water Done Well

Local Water Done Well is a government-led reform aimed at addressing long-standing water supply, wastewater and stormwater infrastructure challenges across the country. It is intended to address inconsistencies in water service delivery and ensure that every community has access to safe, reliable, and sustainable water services. It provides some local flexibility on how this is achieved; however, the reform puts a strong emphasis on compliance with central government rules and regulations.

Key Issues

Draft Annual Plan 2025/26

Consider the consultation questions:

·   What do you think of our proposed average rates increase of 7.58% across all ratepayers (which is lower than the 8.48% signalled in the Long Term Plan 2024–34) and an average residential rates increase of 7.40%?

·   Do you have any comments about our proposed spending on our transport network, including the staged approach to delivering Papanui ki Waiwhetū Wheels to Wings major cycle route, or the proposal to defer the Lincoln Road (Curletts to Wrights) Public Transport project from 2026/28 to 2029/30?

·   Do you have any comments about our proposed spending on our three waters network?

·   Do you have any comments about our proposed spending on our parks and reserves?

·   Do you have any other comments about spending on our capital programme in general, for example our facilities?

·   Should we pause the collection of the targeted rate for the Christ Church Cathedral reinstatement for the remaining three years we were due to collect it, and factor the saving into our proposed rates increase of 7.58%?

·   Should we increase our rating for renewals by a further $2 million a year ($12 million in total over six years) in order to keep our borrowing costs lower over time? This would result in an additional rates increase of 0.25% in 2025/26 but will generate $2.6 million of overall rates savings over the next six years, and $21.3 million over 30 years.

·   Do you have any comments on our proposed changes to fees and charges?

·   What do you think of our proposal to change how we charge for trade waste? Which option do you prefer: Option 1: Three-tiered volume rate (the Council’s preferred option); Option 2: Two-tiered volume rate; or Option 3: Fixed volume rate. Why do you prefer this option?

·   Reducing rates: Tell us about the services you value the most and would not want reduced. Tell us about the services you could manage without. Tell us about the services where there could be an opportunity for savings.

·   Do you have any feedback on the draft Climate Resilience Fund Policy, specifically how the Fund will work, what the Fund can be used for and how long it will be held in reserve before being used?

·   Should we proceed with our proposal to grant the Air Force Museum $5 million towards an extension of its site?

·   Should we allocate up to $200,000 for a scoping study for a central city shuttle service?

·   The Council has a small number of properties which are no longer being used for the purpose for which they were originally acquired. Do you have any feedback to help us decide the future or next steps for these properties?
