2.   Transport Growth work in the Waimāero area

 

Community Board Information Session/Workshop Notes

Staff from the Transport Asset Planning team briefed the Board on proposed projects to support growth, predominantly in the Harewood Ward. The main proposals include:

·         New pedestrian refuge islands along Johns Road, a flush median and minor adjustments to intersections so the corridor is prepared for the new subdivisions planned for the north side of Johns Road.

·         Realigning the 90 degree bends on McLeans Island Road. This work is being funded privately and is a resource consent condition for quarrying activity.

·         Various new crossing points in the Styx Mill area to link new subdivisions to footpath accessways, as well as progressively widening Styx Mill Road to provide more space for pedestrians and cyclists.

·         There is a planned recreational walking route which will cross Highsted Road; staff will recommend some form of speed management feature here and potentially narrow the road to reduce crossing distance.

Staff advised that these projects will come to the Board for approval as required.

 

 

3.   Community Funding Information Session

 

Community Board Information Session/Workshop Notes

The Community Governance Manager briefed the Board on changes to the Council’s contestable funding system for the 2025/26 financial year, including:

·         The Council is moving to a new software platform to support our grant funding operations. The new platform is Smartygrants which is used by many other Councils in New Zealand.

·         As part of the move to the new system, an operational decision has been made to trial not splitting applications across multiple Community Boards. Groups will now be advised to apply to the Board representing the area where a majority of their members live, or if it is even across multiple Board areas, the Board representing the area the group is physically based in. This can be reviewed if problems arise.  

·         This has prompted a wider review of our funding processes which will be presented to the incoming Council and Community Boards in late 2025.  Examples of issues that may be considered are:

o   Whether our practice of not funding food is still appropriate?

o   Eligibility of informal groups.
