1.1       The purpose of this report to enable the Submissions Committee to submit on various proposals currently out for consultation.

That the Waimāero Fendalton-Waimairi-Harewood Community Board Submissions Committee:

1.         Receives the information in the Board Submissions Report.

2.         Considers making a submission to the Council on the Draft Annual Plan 2025-26.

Draft Annual Plan 2025

The Annual Plan sets out the services and projects the Council plans to deliver over the coming year, and how they will be funded.

·    Overall average rates of increase of 7.58%, which is 0.9% lower than forecast in the LTP.

·    Proposal to pause collecting the Cathedral reinstatement targeted rate.

·    Proposed $5million grant to the Air Force Museum.

·    Proposed scoping study for a central city shuttle service.

Local Water Done Well

Local Water Done Well is the Government’s reform programme for water service delivery. All Councils are required to prepare a Water Services Delivery Plan to demonstrate delivery models are fit for purpose and sustainable.

·   The Council’s preferred delivery model is keeping water services in-house.

·   The first alternative option is to establish a Council-Controlled Organisation (CCO) as a separate entity to run all water services.

·   The second alternative option is a hybrid model where the Council retains stormwater services, but a CCO is set up for water supply and wastewater services.

Development Contributions Policy Review 2025

Development Contributions are a fee charged to new developments. They are used to contribute to the cost for new or upgraded infrastructure required to service growth. The Policy governs how this process works and is reviewed every three years. 

·   Adjustments for small and large residential units to recognise the different levels of demand they place on infrastructure.

·   Various adjustments to catchments.

·   Proposal to charge a fee for assessing development contributions.

·   Amending the remission provision to clarify the Council’s intent.
