3. Vickery's Reserve play space renewal update and Wycola skate park renewal update |

Community Board Information Session/Workshop Notes Holly Whitaker, Project Manager Community Parks advised that she was no longer in a position to provide an update on Vickery’s Reserve play space renewal at this session. An update will be provided at a later date. Wycola Skate Park Holly Whitaker updated the Board on the development of a new skate and scooter facility on Wycola Park. Engagement on this project will be via: · Workshops with known stakeholders - March 20th 2025 · Korero Mai/ Have your Say- mid April Once the design phase is complete, tenders will be prepared for the removal of the existing skate park and construction of the new design. Staff are aiming to begin construction in Summer 2025/26. |

4. WW Riccarton Interceptor (Upper Riccarton) Gravity Main Project Update |

Community Board Information Session/Workshop Notes Don Gracia, Project Manager and David Kuru Team Leader, Programme Manager Water Supply updated the Board on the Wastewater Riccarton Interceptor (Upper Riccarton) Gravity Main Project to install a new 600mm diameter gravity main along Maidstone Road, Creyke Road and Clyde Road. The new pipe will increase wastewater capacity in the Riccarton Interceptor catchment to reduce overflows to the environment and provide for growth in the upper catchment. |

5. Amyes, Awatea, Springs Road Intersection Improvements Option Details |

Community Board Information Session/Workshop Notes Katie Smith, Project Manager, Krystle Anderson, Senior Engagement Advisor and Liqi Chen, Transport Network Planner presented on options developed for improvements to the Amyes, Awatea and Springs Road intersections.
It was noted that there is limited funding allocated to achieve any of the options presented and other issues raised may impact these cost estimates. The project budget available is $1.3 million. The estimated cost of Option 1 (traffic signals at both Amyes/Springs and Awatea/Springs T-intersections) is approximately $6 million. The estimated cost of Option 3 (traffic signals at Awatea/Springs T-intersection while retaining give-way control at the Amyes/Springs T-intersection) is approximately $3 million.
Key issues that need further consideration to determine most suitable option include: · Limited funding availability · Not eligible for NZTA funding · Other connecting capital projects – Amyes Road reconstruction; Footpath renewals on Springs Road · Network considerations; the impact on the efficiency of traffic movements on the wider network · Engagement with the community required to clearly identify the issues the local community experience at these intersections and surrounding area

Community Board Information Session/Workshop Notes Brittany Ratka, Policy Planner presented to the Board on Industrial Plan Change - Plan Change 20 revisiting how the District Plan currently manages the industrial residential interface and key issues arising.
The key issues to be considered are:
· Ensuring industrial activities can establish and operate as anticipated within the zone, while adverse effects are managed appropriately where these can impact on residential areas. Key matters being considered are noise and vibration, landscaping, outdoor storage, and operation of heavy vehicles and machinery. · Reviewing whether all industrial activities are appropriate close to residential areas due to the scale or nature of the activity and associated adverse effects. · Considering whether the District Plan can be more effective in improving amenity at the industrial residential interface, over time as sites are redeveloped. · Considering whether the District Plan can be more effective in increasing tree canopy cover throughout industrial zones. · Correcting errors in plan drafting and improving rule wording and clarity where necessary.
Prenotification engagement on the proposed plan change is being undertaken over February-March 2025. There will be a Council briefing in April and it is hoped that the plan change will be notified in May. |
