Purpose and Origin |
· Provide elected members with a clear overview of the Local Water Done Well reforms, the Water Services Delivery Plan requirements, and the recommendations they will consider at the 19 February 2025 Council meeting. · Focus on decisions related to consulting on water service delivery models as part of the Water Service Delivery Plan process. · Provide an opportunity for elected members to ask questions, seek clarification, and familiarise themselves with the key aspects of the consultation process and decision-making framework. |

Outcome Sought |
· Elected members gain a clear understanding of the water service delivery models being evaluated and their implications. · Elected members are informed about the Local Water Done Well reforms, the statutory requirements, and the consultation process. Elected members have the opportunity to seek clarification, ask questions, and address any concerns in preparation for the formal Council meeting. |

Key points / Background |
· The Local Water Done Well framework replaces the former Three Waters Reform Programme, focusing on delivering safe, reliable, and financially sustainable water services. The framework retains local council ownership and decision-making while addressing key challenges such as aging infrastructure, underinvestment, and inconsistent service levels across New Zealand. · Developing a Water Services Delivery Plan is a statutory requirement under the LWDW framework. The plan ensures councils meet enhanced regulatory and financial standards by outlining the selected service delivery model, infrastructure investment needs, and financial and operational strategies. Councils must submit the WSDP to the Department of Internal Affairs by September 2025. · Before selecting a service delivery model for inclusion in the Water Services Delivery Plan, councils must consult with the public on their preferred delivery model and at least one alternative. |

Purpose and Origin |
The purpose of this information session is to brief the Council on the Local Government (Water Services) Bill and the Council's submission on the Bill. |

This information session is expected to last for 30 minutes. |

The Mayor and Councillors will be briefed on the Bill and have the opportunity to provide feedback for the Council’s submission. |

Next Steps |
Following the briefing, we will prepare a draft submission based on elected member feedback and staff advice. If timeframes allow, the draft will be circulated to Councillors in advance then considered for formal approval at either the Council meeting on 19 February or the Finance and Performance Committee meeting on 26 February. The submission will be sent to the Finance and Expenditure Select Committee on Friday 28 February 2025. |

Key points / Background |
· The Finance and Expenditure Select Committee is calling for public submissions on the Local Government (Water Services) Bill. Submissions are due Sunday 2 March 2025. · The Bill sets up a new regulatory framework for water services delivery. The Bill provides for: o arrangements for the new water services delivery system; o a new economic regulation and consumer protection regime for water services; and o changes to the water quality regulatory framework and the water services regulator. Staff intend to provide feedback on the operational, compliance and regulatory matters of the Bill as they impact the ways we work and deliver water services. |
