The agenda was dealt with in the following order.

2.   Open Forum Te Wā Kōrerorero

There were no open forum presentations.

 

3.   Former Lyttelton Council Stables Site Update

 

Amanda Healy, Development Partnership Manager and Paul Rowe, Development Manager, both of ChristchurchNZ, presented to the Board on the work that has been completed regarding the Former Lyttelton Council Stables Site.

During the presentation the following was noted:

·       The Stables’ is a significant Lyttelton site with a rich history but an uncertain future. The 3,359m² site is at the periphery of Lyttelton’s commercial zone. The Stables building and the Lyttelton Information Centre are the only remaining buildings on site. Both are Council listed heritage buildings.

·       The Donald Street Stables were severely damaged in the earthquakes, have been fenced-off since 2011, and remain derelict.  

·       Identification and assessment of feasible redevelopment options for a challenging site, including finding a sustainable future for a listed heritage building. This involved evaluating development models and responsibilities while balancing community needs with the creation of a destination attraction.

·       Going forward, further technical and commercial assessment will be undertake to confirm development feasibility, decisions on approach, funding for heritage restoration and community engagement.

4.   Parks and Reserves Bylaw Review 2024

 

Adam Eggleton, Senior Policy Analyst and Paul Devlin, Manager Regional Parks presented to the Board on the review of the Parks and Reserves Bylaw 2024.

During the presentation the following was noted:

·       The purpose of the bylaw is to provide for the orderly management and control of parks and reserves vested in, administered by or under the control of the Council for the benefit and enjoyment of all users of those parks and reserves.

·       There was discussion regarding confusion over Freedom Camping and the Parks and Reserves Bylaw. It was noted that staff spend significant time addressing questions about this issue. Consideration is being given to add an explanatory note to the Parks and Reserves Bylaw to clarify how these bylaws interact and when each should be applied.
