Purpose / Origin of the Information Session

To update the Board on due diligence work to date on the Lyttelton Stables site and to seek feedback and endorsement of next steps.

There are some details of work undertaken on commercial feasibility and potential development options that are commercially sensitive – these will not be addressed in detail at the session.

Background

1 Gladstone Quay ‘The Stables’ is a significant Lyttelton site with a rich history but an uncertain future. The 3,359m² site is at the periphery of Lyttelton’s commercial zone. The Stables building and the Lyttelton Information Centre are the only remaining buildings on site. Both are Council listed heritage buildings. The Donald Street Stables were severely damaged in the earthquakes, have been fenced-off since 2011, and remain derelict. The site’s redevelopment is an opportunity to encourage and support key outcomes on these, and on adjacent privately owned sites, catalysing further redevelopment and bringing vibrancy and life to the Lyttelton township.

Key Issues

·    Identification of technically and commercially feasible options for redevelopment of a challenging site.

·    Identifying a future for a listed heritage building.

·    Consideration of options for successful development – development model, approach, responsibilities.

·    Consideration of community needs, alongside creation of a destination attraction.

Next Steps

·    Further technical and commercial assessment to confirm development feasibility.

·    Decisions on approach.

·    Funding for heritage restoration.

·    Community engagement.

4.     Parks and Reserves Bylaw Review 2024

Purpose / Origin of the Information Session

To update the Board on the review of the Parks and Reserves Bylaw 2016 and gather any feedback Board members have at this point, following a request from the Board advisor for an individual session after the Combined Community Boards’ briefing on this bylaw.

The workshop and any shared information are not confidential.

Background

Staff are currently reviewing the Parks and Reserves Bylaw 2016. This bylaw is made under the Local Government Act 2002 and the Reserves Act 1977. A review within 10 years is required by legislation.

The purpose of the bylaw is to provide for the orderly management and control of parks and reserves vested in, administered by or under the control of the Council for the benefit and enjoyment of all users of those parks and reserves.

Key Issues

·    The bylaw has a significant role in authorising council to carry out certain management activities - e.g. the closure of reserves and the prohibition of certain activities.

·    Review work to date indicates the bylaw is largely working as intended and is an effective tool for staff.

·    Issues that are currently being examined include the impact of updated legislation and bylaws, the uptake of e-scooters and e-mobility devices, permissions and other parks and reserves issues.

Next Steps

·    We will continue to work our way through the review of the bylaw.

·    The findings of the review and an amended bylaw will be presented to Council for adoption for consultation later in the year.

·    We encourage community boards to make a submission when consultation opens.
