Part B

4.1

Pavement resurfacing on Lancewood Drive, Halswell

Iain Begg, local resident, addresses the Board regarding pavement resurfacing on Lancewood Drive, Halswell.

Mr Begg is concerned that the service strip adjacent to his property has been sealed. Mr Begg advised that he had previously had plantings in the strip and noted that the strip was sealed but other similar strips along the street have not been. He is also concerned that sealing has left an area around a power box unsealed and a nib wall exposed.

Mr Begg would like to see the sealing removed or compensation provided for him to undertake the work to reinstate the previous service together with an explanation on why the work was undertaken.

After questions from members, the Chairperson thanked Mr Begg for his presentation.

1.       Refers the issues raised in the presentation to staff and requests that staff provide advice on the resurfacing works undertaken on Lancewood Drive, Halswell.

4.2         Quarry View Reserve Trees

Tim Field, local resident, addressed the Board on behalf of himself and neighbours on Spalling Road regarding trees on Quarry View Reserve.

The residents are concerned about the trees. The concerns relate to the safety of trees and the effects they have on neighbouring properties. The neighbours would like the trees removed. Mr Field produced letters from his neighbours.

After questions from members, the Chairperson thanked Mr Field for his presentation.

4.3         Update on GreenMoon Studio

Drucilla Kingi Patterson addressed the Board and gave an update on the activities of GreenMoon Studio, including proposed fundraising efforts towards the potential establishment of Civil Defence Emergency Centres on Lancaster Park and at Yaldhurst Hall.

The Chairperson thanked Ms Kingi Patterson for her presentation.

5.3         Arthur Street - Proposed Traffic and Parking Improvements

Janelle Rin, local resident, addressed the Board in relation to the Arthur Street - Proposed Traffic and Parking Improvements Report (Item 8 of these Minutes refers).

Ms Rin’s children attend Middleton Grange School and she described how the street is busy particularly around school drop off and pick up times. Ms Rin noted the proposal to have restricted parking outside the school between 2.30pm and 3.30pm and requested that time be extended to apply between 2.15pm and 3.30pm to fit in better with school end times.

She also requested that there be additional signage be installed and that there be parking ticks provided around residents’ driveways where needed to avoid cars parking over the driveways.

After questions from members, the Chairperson thanked Ms Rin for her presentation.

 

 

5.4         Proposed Road Name - 678 Cashmere Road

Joy Thain addressed the Board in relation to the Proposed Road Name - 678 Cashmere Road Report (Item 9 of these Minutes refers).

Mrs Thain advised that her father, William Henry Gates was a long term resident of Cashmere Road and the Halswell area, living and working there for all of his 92 years excluding a period of service in World War 2. He was well known and she would like to see his name used for a road in the area.

After questions from members, the Chairperson thanked Mrs Thain for her presentation.

 

5.5         Proposed Road Name - 678 Cashmere Road

Neil Olliver addressed the Board in relation to the Proposed Road Name - 678 Cashmere Road Report (Item 9 of these Minutes refers).

Mr Olliver is the developer of the land at 678 Cashmere Road. He outlined to the Board the reasons for the names he proposed for Lane 1, Lane 2 and Road 1 in the report and advised that he wishes that these names be used.

After questions from members, the Chairperson thanked Mr Olliver for his presentation.

Community Board Consideration

Staff in attendance spoke to the accompanying report and showed a visual presentation.

The Board also took into consideration the deputation made by Janelle Rin (Item 5.3 of these Minutes refers) and correspondence received from Elsa Wright (Item 7 of these Minutes refers).

In response to questions from Board members staff advised that there is no objection to extending the hours of restricted parking outside Middleton Grange School to 2.15pm to 3.30pm on school days. Staff also advised that parking ticks around residents’ entrances will be installed where required and that signage will be repositioned to enhance its visibility.

1.         Receives the information in the Arthur Street - Proposed Traffic and Parking Improvements Report.

2.         Notes that the decision in this report are assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy.

3.         Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the parking or stopping restrictions described in resolutions 4 – 14 below.

4.         Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the northern side of Arthur Street, commencing at its intersection with Hansons Lane and extending in an easterly direction for a distance of 31 metres, as detailed on Attachment A to the report on the meeting agenda (Plan TG146808 dated 24/7/24).

5.         Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited between 8am-9am and 2.30pm- 3.30pm on School Days, on the northern side of Arthur Street, commencing at a point 37 metres east of its intersection with Hansons Lane and extending in a easterly direction for a distance of 104 metres, as detailed on Attachment A to the report on the meeting agenda (Plan TG146808 dated 24/7/24).

8.         Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the southern side of Arthur Street, commencing at its intersection with Middleton Road and extending in a westerly direction for a distance of 23 metres, as detailed on Attachment A to the report on the meeting agenda (Plan TG146808 dated 24/7/24).

9.         Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited between 8am-9am and 2.30pm- 3.30pm on School Days, on the southern side of Arthur Street, commencing at a point 36 metres west of its intersection with Middleton Road and extending in a westerly direction for a distance of 121 metres, as detailed on Attachment A to the report on the meeting agenda (Plan TG146808 dated 24/7/24).

13.       Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017 that the parking of vehicles be restricted to a maximum period of 60 minutes, on the southern side of Arthur Street, commencing at a point 33 metres east of its intersection with Hansons Lane and extending in a easterly direction for a distance of 20 metres.

14.       Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited at any time on the southern side of Arthur Street, commencing at its intersection with Hansons Lane and extending in an easterly direction for a distance of 28 metres, as detailed on Attachment A to the report on the meeting agenda (Plan TG146808 dated 24/7/24).

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Receives the information in the Proposed Road Name - 678 Cashmere Road Report.

2.         Notes that the decision in this report is assessed as low significance based on the Christchurch City Council’s Significance and Engagement Policy.

3.         Approves the following new road names for 678 Cashmere Road (RMA/2024/16)

a.         Road 1 - Blue Dusk Close

b.         Lane 1 - Kōawa Lane

c.         Lane 2 - Jane Marie Lane

 

Helen Broughton moved the officer recommendations and a request to staff to investigate the possible use of road names in the Halswell area that recognise local identities. The motion was seconded by Mark Peters.

Tyla Harrison-Hunt moved as an amendment the officer recommendations with regard to Lane 1 and Lane 2 but excluding Road 1, together with a request to staff to investigate the possible use of road names in the Halswell area that recognise local identities.

The motion was seconded by Andrei Moore but was withdrawn by the mover prior to the vote.

3.         Approves, pursuant to Clause 6 of the Christchurch City Council Traffic and Parking Bylaw 2017, that a Stop control be placed against Lillian Street at its intersection with Ensign Street and Wales Street, as shown in Attachment A to the report on the meeting agenda, Plan TG148377 dated 24/07/2024.

4.         Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in 3.

5.         Approves that these resolutions take effect when parking signage and/or road marking that evidence the restrictions described in 3 or 4 are in place (or removed in the case of revocations).

15. Elected Members’ Information Exchange Te Whakawhiti Whakaaro o Te Kāhui Amorangi

The following information was discussed:

·         It was noted that the Council is to decide on Plan Change 14 in September 2024.

·         It was noted that the presentation of Community Service Awards at community events is working well and there has been positive feedback from the community.

·         The Halswell Community Patrol Car is being launched on Saturday 17 August 2024.

·         A member plans to take a petition to Parliament regarding provision of a safe pedestrian crossing facility outside Halswell School.

·         The Council has noted that the southern part of the Northern Line MCR (Old Blenheim Road to Kilmarnock Street) remains part of the Council’s capital programme with funding available and that there have been requests for safety improvements associated with Kilmarnock Street crossings from the Railway to Deans Avenue.

·         It was noted that the Riccarton Bush/Kilmarnock Residents’ Association Annual General Meeting is on 18 August 2024. The current Chairperson, Tony Simons, is stepping down and his work for the association was acknowledged.

·         It was noted that further traffic counts are being undertaken on Deans Avenue.

·         It was noted that there is be increased enforcement of parking in the vicinity of Al Noor Mosque, Deans Avenue.

·         There are concerns regarding pedestrian safety outside Hornby High School.
