2.   Port Hills Fire 2024 Response & Recovery

 

Presented by John Filsell – Fire Recovery Manager.

 Start time: 9:36am

·       John Filsell introduced the topic and presenters.

·       Dave Stackhouse, FENZ District Commander gave an update on the fire as it happened and the response.

·       Keygan Huckleberry discussed the environmental impact. ACTION: Keygan to circulate tentus video.

·       Dave Stackhouse discussed the technology used to fight the fire and media/public information response.

·       Keygan Huckleberry (CDEM) discussed the public information management.

·       Sarah Cornall (Council) discussed volunteers and resourcing, and affected people.

·       Keygan Huckleberry discussed lessons learnt.

·       John Filsell discussed the recovery.

·       Dave Stackhouse discussed the collaborative recovery.

·       John Filsell discussed damage assessment, and other critical works that occurred post fire.

·       Tim Drennan (Three Waters) discussed work done to reduce contaminant and sediment run off.

·       John Filsell discussed the cost to Council to date. 

·       Councillor Keown – How did the fire start. Dave discussed the active investigation – only three quarters of the way through.

·       Councillor Keown – lost property, did we know it was there? – Dave was not aware of it, thought it was a shed.

·       Councillor Keown – Carbon emissions of fires, has this been tracked? ACTION: Keygan to get back.

·       Councillor Barber – How to avoid this happening again? Dean Harker (FENZ) discussed work with community boards in the area, low flammable planting, and defendable zones. John Filsell raised that the Port Hills plan discusses this.

·       Councillor Henstock – discussed training for staff. Keygan explained resourcing and requirements. John Filsell discussed budgeting.

·       Councillor Henstock – would like staff to incorporate funding from [Christchurch] in reporting.

·       Councillor Henstock – how did the public behave, is there any lesson learnt. Dave Stackhouse discussed.

·       Councillor Johanson – Discussion of wider natural emergencies. Lessons learnt between fires and flooding. Dave Stackhouse discussed how pre-planning, intelligence are universal.

·       Councillor Johanson – environmental impact of runoff – how is this being measured. Tim Drennan said that samples will be taken after rainfall. ACTION: Tim to check if we have a good pre-fire measure.

·       Councillor Johanson – EOC training, can elected members do this/be involved? ACTION: John Filsell to come back on the EM role in civil defence emergencies.

·       Councillor Johanson – budget – ACTION: John to get back.

·       Councillor Templeton – requested clarification on the document to come – John Filsell explained that it will be the close out report.

·       Councillor Templeton – technology are more monitors coming? John Filsell - five in place, committed to another 3, port hills plan will explore if there needs to be more. Micheal Healy (Council Smart Cities) – funding of 3 more put in place based on FENZ advice, installed quickly. Building a business case to fund more/longer term.

·       Councillor Templeton – Can we get report on this? ACTION: John Filsell to provide.
