Purpose / Origin of this Workshop

To receive a presentation on work being undertaken in the zone and region in respect of fish passage and fish screen; and

To discuss possible options to support this work in the zone.

Background

Background:

Each of Waitaha/Canterbury’s water zone committees has an action plan which outlines how they will work with the community to deliver their aspirations for freshwater as outlined in the Canterbury Water Management Strategy (CWMS). The current action plan for Banks Peninsula covers the 2021-2024 period.

The Banks Peninsula Zone Committee Action Plan 2021-24 includes the following priorities and actions:

·    We will collaborate on practical projects by supporting: The removal of priority barriers to fish passage

·    We will engage with the community and partner with other organisations to encourage future proofing/resilience about: Mahinga kai,…

Instream barriers alter the natural flow of water which many mahinga kai species rely on to migrate and breed. Altered water flow can also lead to erosion of riverbanks and disruption of mahinga kai habitats.

Environment Canterbury have undertaken fish passage assessments within the Banks Peninsula zone adding to the collective assessment data gathered by Department of Conservation and Christchurch City Council. 

 

Presentation:

The presentation given by Melissa Shearer, Senior Environmental Advisor, Environment Canterbury, provides a brief overview on behalf of Environment Canterbury and the Department of Conservation of the progress towards understanding issues relating to fish passage through instream structures.

 

Information is provided on:

·    ID of fish passage issues, focus on Banks Peninsula

·    Fish Passage Guidelines and Fish Passage Assessment Tool

·    NES / NPS fish passage requirements

·    Prioritising remediation

·    Challenges and where to next

Discussion:

·    How can the Committee support the improvement of fish passage in the Banks Peninsula zone, in particular, those identified as a priority?

·    Consider:

What is within the Committee’s scope of what can be achieved?

What tools can the Committee use to influence/advocate/support/educate to improve fish passage in the zone and implementation of fish screens?
