 The agenda was dealt with in the following order.

There was an apology from Tyla Harrison-Hunt who is on leave of absence.

 

 

2.   Urban Planning for Hornby

 

Bruce Rendall, Head of City Growth & Property, Sustainable City Growth & Property and Sarah Oliver, Team Leader City Planning, spoke to the Board regarding the Urban Planning Process including the urban planning context and the current programme.

Riccarton corridor and Hornby – Significant Urban Centres, Priority Development Areas in the Greater Christchurch Spatial Plan adopted by the Council on 6 March 2024.

The phasing for the local area is:

·       Current Place Delivery/Investment - Central City vacant sites, nine suburban centre master plans, and supporting Community Led Plans.

·       Phase 1 Planning – Central City future direction, South east Central Neighbourhood – Linwood, Diamond Harbour leading to Phase 1 Investment.

·       Phase 2 Planning – Hornby. Papanui to Merivale Corridor, Riccarton to Upper Riccarton Corridor, Bishopdale leading to Phase 2 Investment

The Draft Government Policy Statement includes an investment proposal in the vicinity of Hornby on State Highway 1 that recognises Hornby experiences high delays and crash risks at key intersections, due to turning conflicts and pedestrian demands.

 

Next steps:

·       Council – Endorsement of the Ōtautahi Christchurch Plan (ŌCPP)

·       Partnership approach to implementation of Greater Christchurch Spatial Plan

·       Establishment of Programme for ŌCPP

·       Evidence / scoping

·       Report back to Community Board

3.   Long Term Plan Capital Programme

 

Parks:

Rupert Bool, Head of Parks, Jacqui Cook, Senior Advisor Parks and Toby Chapman, City Arborist, responded questions from the Board related to the Long-Term Plan including:

·       A planting Plan for Denton Park will be released in the next few weeks.

·       “Hornby Bush” is being looked at as part of the Urban Forest Planting Plan. First step is identifying where this could be located.

·       Provision for Parks in Riccarton is included in a general renewal programme in the LTP.

·       The Heritage component is only a small proportion of the $725 million operational spending proposed for Parks, Heritage and coastal Environment over the next ten years.

·       The purpose of the proposal for Parking charges in at the Botanic Gardens carpark and Hagley carparks is a means of gathering revenue.

Three Waters:

Brent Smith, Head of Three Waters, responded to questions from the Board related to the Long Term Plan including:

·       Work being done in the Halswell, Hornby, Riccarton Area relates to renewals e.g. pipes and pumps.

·       Chlorination is currently required to meet water safety standards.

·       The quality of pipe works necessitates they are disinfected.

·       There may be investigation into the provision of some Chlorine free taps.

 

Transport:

Jacob Bradbury, Manager Planning Delivery and Transport, Stephen Wright, Manager Operations (Transport), and Sharon O’Neill, Team Leader Transport Project Management, responded to questions from the Board related to the Long Term Plan including:

·       Sparks/ Milnes Intersection Improvements.

·       The Council is part of the Greater Christchurch Partnership that looks at issues re effects of growth on the network.

·       Awatere/Springs/Amyes Roads safety improvement project is in the early stages.

·       Proposed Mass Rapid Transit (MRT) system for Greater Christchurch likely to go through Sockburn.
