Purpose and Origin |
· The purpose of this information session is to brief the Council on the draft Government Policy Statement on land transport 2024, and to discuss the Council's submission on it. |

This information session is expected to last for 60 minutes. |

Outcome Sought |
Staff will brief Elected Members on the draft Council submission on the Government Policy Statement for land transport 2024. Staff will also be seeking agreement for the draft submission to be brought before the Finance and Performance Committee meeting on Wednesday 27 March. |

Key points / Background |
· The Draft Government Policy Statement on land transport was rereleased by the Ministry of Transport on 4 March 2024. Consultation closes on 2 April 2024. This draft GPS replaces the GPS that the former Government consulted on in August 2023. · The GPS is significant as it sets out the Government’s priorities for investment in land transport over the next ten years. In turn it guides the Council’s decisions on transport investment. · The Government reviews the GPS every three years. The GPS outlines the Strategic Priorities that are to guide investment, and then directs funding to activities that will deliver on these priority areas. The final GPS is required to be released by July 2024. · The four Strategic Priorities in the rereleased draft GPS are: · Economic Growth and Productivity · Increased maintenance and resilience · Safety · Value for Money · Staff are preparing a draft Council submission, the content of which will be discussed at the information session on 19 March. |

· Elected members will receive an update on the upcoming review of the Council’s Gambling and TAB Venues Policy. · The policy is due for review this year in line with legislative requirements. |

· This is an opportunity for councillors to ask questions and seek clarification on the policy and associated issues. |

· The Chief Executive and Assistant Chief Executive have been briefed on the project and suggested a briefing for councillors ahead of stakeholder engagement. |

Next Steps |
· Early engagement is planned with stakeholders to seek their views on the current policy settings. · Staff will continue to work on the review of the policy and will provide further information to elected members on the review findings and proposed policy options later this year. |

Key points / Background |
· The Gambling Act 2003 (s102) and Racing Industry Act 2020 (s97) require territorial authorities to have a policy on class 4 gambling venues and standalone TAB venues. The policy must be reviewed at least every three years. · The policy must specify whether new class 4 gambling and TAB venues can establish in the city, and if so, where they may be located. · In addition, a class 4 venues policy may also include limits on the maximum number of gaming machines that can be operated at a new venue (within default limits set in the Gambling Act 2003) and may include a relocation policy. The policy cannot force venues to close or relocate. · The Council’s policy was last reviewed in 2021 and is due for review in 2024. |
