4.   Public Forum Te Huinga Whānui

Part B

 

4.1         Crossing Points on Sabys Road, Halswell

David Hawke, Secretary, Halswell Residents’ Association, addressed the Board regarding the need for pedestrian crossing points on Sabys Road, Halswell.

He advised that there is heavy traffic at times on Sabys Road and it is often difficult for pedestrians to cross, including children travelling to Halswell School. The Association supports the initiative in the Notice of Motion on the Agenda for the meeting that staff investigate the installation of two mid-block crossing points on Sabys Road using low-cost materials.

Following questions from members, the Chairperson thanked Mr Hawke for his presentation.

5.1         Waka Kotahi Roading Improvements 206R Halswell Road (SH75) - Temporary Licence to Occupy and Purchase of Land

David Hawke, Secretary, Halswell Residents’ Association, addressed the Board regarding the Waka Kotahi Roading Improvements 206R Halswell Road (SH75) - Temporary Licence to Occupy and Purchase of Land Report (Item 10 of these Minutes refers).

The Association is supportive of the proposals regarding the sale of land to Waka Kotahi to improve the roading network, including for users of public transport and cyclists.

The Association recognises that improving safety will encourage use of cycles with positive effects on carbon emissions.

Following questions from members, the Chairperson thanked Mr Hawke for his presentation.

4.2

Wigram Aquatic Centre

Morgan Du, local resident, addressed the Board regarding the benefits of an Aquatic Centre being established in Wigram.

Morgan Du considers that the location of an Aquatic Centre in Wigram will provide access to a swimming pool for local residents, particularly young people, resulting in physical and mental health benefits. Also, the proximity of a pool would make it easier for people to learn to swim.

In addition, an Aquatic Centre would provide local employment opportunities and be an attraction for the area that could result in increased patronage for local businesses.

Morgan Du acknowledged the challenge of funding such a facility but considered that local fundraising could contribute to this.

5.2

Church Corner and Waimairi Road Safety Improvements

Josiah Tualamali'i, local resident, addressed the Board in relation to the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Mr Tualamali'i supports the proposed Church Corner safety improvements, particularly the proposal to make Main South Road (from Riccarton Road) entry only and removing vehicle access from Main South Road onto Riccarton Road and Yaldhurst Road.

He suggested that the greenspace resulting from the changes presented an opportunity to provide a marker to recognise the area’s social history, cultural diversity and community connectivity.

Following questions from members, the Chairperson thanked Mr Tualamali'i for his presentation.

5.3

Church Corner and Waimairi Road Safety Improvements

Corin Murfitt, Chair of Petersgate Trust and Gray Crawford, Business Manager, Petersgate Counselling Centre addressed the Board in relation to the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Mr Crawford considers that the proposed changes to Main South Road and Curletts Road will create difficulty resulting in stress for clients accessing the Petersgate site.

Following questions from members, the Chairperson thanked Mr Crawford and Mr Murfitt for their presentation.

5.4

Church Corner and Waimairi Road Safety Improvements

Liz Orr, Teacher, spoke on behalf of St Peter’s Anglican Preschool regarding the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Ms Orr expressed concern that the proposed change to Main South Road will make it harder to access the site and may deter participation. Ms Orr considers that it will be preferable to maintain the ability to turn left from Main South Road onto Yaldhurst Road.

She is also concerned that the proposed changes may lead to driver impatience and frustration with possible detrimental effects for the safety of children.

Following questions from members, the Chairperson thanked Ms Orr for her presentation.

 

5.5         Church Corner and Waimairi Road Safety Improvements

Jennifer Porter, local resident, addressed the Board regarding the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Ms Porter expressed concern about the proposed pedestrian crossings on Yaldhurst, Waimairi and Main South Roads, potentially resulting in numerous stoppages for vehicles and frustration for drivers and carelessness.

Ms Porter considers that the change to make Main South Road one way at Church Corner will be hard for residents.

Following questions from members, the Chairperson thanked Ms Porter for her presentation.

 

 

5.6         Church Corner and Waimairi Road Safety Improvements

Mike Davidson, resident, addressed the Board regarding the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Mr Davidson commended staff for the safety proposals contained in the report noting that the safety improvements were overdue.

Mr Davidson noted that the five traffic lanes in the vicinity of the Riccarton and Waimairi Roads intersection creates difficulties for cyclists often being “squeezed”. The proposed safety improvements will not in his opinion improve this situation. While Mr Davidson supports the proposed removal of the left turn slip lane from Main South Road to Curletts Road he suggests that a small slip lane for cyclists could be maintained to avoid competition between cyclists and vehicles turning left at that corner.

Mr Davidson advised that his major concern is that without providing a dual crossing the proposals do not improve the already difficult journey for cyclists travelling East along the cycleway on Main South Road to safely transition to the other side of the road. Mr Davidson tabled a statement from an employee outlining her experiences travelling from Main South Road towards New Brighton.

5.7         Church Corner and Waimairi Road Safety Improvements

Jeanette Quinn, local resident, addressed the Board regarding the Church Corner and Waimairi Road Safety Improvements Report (Item 8 of these Minutes refers).

Ms Quinn considers the proposed installation of a raised hump at the Bowen Street and Peer Street intersection is a good idea but suggested that the humps at Angela and Brake Street be increased in height to more effectively slow traffic. Ms Quinn noted that Bowen Street is increasingly being treated as a detour with heavier traffic than previously and there is no pedestrian crossing facility on the street.

Ms Quinn is concerned that the proposed relocated bus stop on Waimairi Road could obscure visibility of vehicles turning right into the Bush Inn Centre as well as for vehicles illegally exiting the centre at that point.

Ms Quinn considers that improvements are required to ensure the safety of pedestrians using the crossing facility on Riccarton Road in the vicinity of Countdown. Ms Quinn suggested as an alternative to the proposed alteration to Main South Road, a traffic signal could be installed on Riccarton Road controlling the right hand turn onto Yaldhurst Road.

7.   Notice of Motion - Installation of crossing points on Sabys Road, Halswell

1.         Requests that staff investigate and provide a report to the Board on the installation of two mid-block crossing points on Sabys Road using low-cost materials.

10. Waka Kotahi Roading Improvements 206R Halswell Road (SH75) - Temporary Licence to Occupy and Purchase of Land

 

Community Board Consideration

Staff in attendance spoke to the accompanying report.

The Board also took into consideration the deputation made by David Hawke on behalf of Halswell Residents’ Association (Item 5.1 of these Minutes refers).

 

Community Board Resolved HHRB/2024/00004 Officer recommendations accepted without change

Part C

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Supports the Crown – Waka Kotahi’s project for improvements to Halswell Road between Dunbars Road and Augustine Drive, which provides for construction of a footpath and cycleway along with any required lighting to Councils standard as indicated on the plan shown in the agreement, through resolving the following:

2.         Resolves to grant temporary occupation of that part of the Land B and Land D (shown labelled “F” & “K” on the Plan contained in the Draft Memorandum of Agreement attached to the report on the meeting agenda), being an area of approximately 511 square metres to allow the formation of a footpath to be vested in the Council upon completion.

3.         Notes that:

a.         Due to the mutual benefit, there is no consideration for the temporary occupation.

b.         The Head of Transport has signed off the report on the meeting agenda indicating that they will accept the new footpath.

4.         Grants delegated authority to the Property Consultancy Manager to do all things necessary and make all decisions at his sole discretion to conclude negotiations to finalise the terms of a temporary licence agreement with Waka Kotahi, including the signing of any associated documentation to implement the temporary licence agreement and to protect the Council’s interests.

Community Board Decided HHRB/2024/00005 Officer recommendations accepted without change

Part A

That the Waipuna Halswell-Hornby-Riccarton Community Board recommends that the Council:

5.        

a.         Transfer to the Crown the “Required Land” under section 50 of the Public Works Act. The Required Land being that part of the Land A, Land C and Land E (shown labelled “E”,”H”, “I” & “J” on the Plan contained in the Draft Memorandum of Agreement attached to the report on the meeting agenda), being an area of approximately 956 square metres, subject to final survey and for the consideration of $83,130.43 plus Good and Services Tax (if any) with any adjustments made on a pro rata per metre rate if the area of land is increased.

b.         Note that this Required Land will be declared road and vested in the Crown pursuant to section 114 of the Public Works Act 1981.

c.         Grant delegated authority to the Property Consultancy Manager, to do all things necessary and make all decisions at his sole discretion to conclude negotiations to finalise the terms of a sale agreement with Waka Kotahi including the signing of any associated documentation to implement the sale of land and to protect the Council’s interests.

11. Keri Place - Proposed No Stopping Restrictions

 

Community Board Resolved HHRB/2024/00007 Officer recommendations accepted without change

Part C

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Approves that in accordance with Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, the stopping of vehicles be prohibited at any time on:

a.         the north side of Keri Place commencing at its intersection with Hei Hei Road and extending in an easterly direction for a distance of 63.5 metres.

b.         the east side of Keri Place commencing at a point 103.5 metres south of its intersection with Hei Hei Road and extending along the kerb line in a southerly and then northerly direction for a distance of 24.0 metres.

2.         Revokes any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described in 1.

3.         Approves that these resolutions take effect when parking signage and/or road marking that evidence the restrictions described in 1. And 2. are in place (or removed in the case of revocations).

12. Halswell Hornby Riccarton Discretionary Response Fund Application - Halswell Community Project Inc and Youth Development Fund Transfer

 

Board Consideration

Staff in attendance spoke to the accompanying report and advised that the application by Halswell Community Project Inc has been withdrawn.

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Approves a grant of $853 from its 2023-24 Discretionary Response Fund to Halswell Community Project Inc towards the Halswell Hub Dishwasher.

2.         Approves the transfer of $1,500 from the Halswell-Hornby-Riccarton 2023-24 Discretionary Response Fund to the Halswell-Hornby-Riccarton 2023-24 Youth Development Fund.

1.         Adjourn the meeting until 4.30pm, Tuesday 20 February 2024.

Community Board Consideration Continued

Staff in attendance spoke to the accompanying report.

The Board also took into consideration the deputations received from Josiah Tualamali'I, Gray Crawford and Corin Murfitt, Liz Orr, Jennifer Porter, Mike Davidson and Jeanette Quinn (Items 5.2 to 5.7 of these Minutes refers).

Staff outlined the purpose of the changes which is to mitigate the ongoing risk to all users at the intersections in Church Corner to improve safety for all.

Staff clarified that it is also proposed to install a speed hump on Bowen Street at its intersection with Peer Street.

The Board discussed the proposed safety measures but was concerned about the possible disruption to traffic resulting from the proposal to remove vehicle access from Main South Road onto Riccarton Road and Yaldhurst Road.

In response to deputations received staff provided updated staff recommendations and a detailed plan reflecting these (Plan TG145703 attached to the minutes). 8. and 10. below in the Board’s decision reflect the updated staff recommendations.

As part of the updated staff recommendations, there is an additional Part A recommendation to the Council, namely 1.e.

Note: As the Board did not agree to the recommendations in 6 to 10 below, the original staff recommendations 19 and 20 were not required to be considered.

 

 

Andrei Moore left the meeting at 4.41pm and returned at 4.54pm.

That the Waipuna Halswell-Hornby-Riccarton Community Board recommends that the Council:

1.         Approves, pursuant to Clause 18 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.         That a Special Vehicle Lane for the use of northbound road users as defined in Section 11.1A of the Land Transport (Road User) Rule: 2004, excepting pedestrians and riders of mobility devices, be installed on the west side of Waimairi Road, commencing at its intersection with Riccarton Road and extending in a northerly direction to its intersection with Bowen Street.

b.         That a Special Vehicle Lane for the use of southbound road users as defined in Section 11.1A of the Land Transport (Road User) Rule: 2004, excepting pedestrians and riders of mobility devices, be installed on the east side of Waimairi Road, commencing at a point 149 metres south of its intersection with Hanrahan Street and extending in a southerly distance to its intersection with Riccarton Road.

c.         That a Special Vehicle Lane for the use of south eastbound road users as defined in Section 11.1A of the Land Transport (Road User) Rule: 2004, excepting pedestrians and riders of mobility devices, be installed on the north-east side of Yaldhurst Road, commencing at a point 94 metres south-east of its intersection with Angela Street and extending in a south easterly direction to its intersection with Riccarton Road.

·    Board members visited the Ecogas sites at Reporoa and Papakura and viewed the operations noting that no odour was detected offsite.

·    Finalisation of the Draft Long Term Plan is currently underway including provision for toilet facilities at Branston Park and Awatea/Amyes/Springs Roads upgrades.

·    It was noted that the Mayor and planning staff had met with the Minister regarding Plan Change 14 and changes to requirements for provision for medium density residential units.

·    There is concern around noise levels at the industrial residential interface in Hornby and work to monitor these levels is required.

3.   Detail Te Whakamahuki

Introduction Te Whakatkinga

3.1       A road naming request has been submitted by Davie-Lovell Smith Ltd on behalf of the developer. A preferred name and alternative names have been put forward for each private road.

3.2       The recommended road names have been checked against existing road names in Christchurch and bordering districts, for duplication, alternative spelling, or other similarities in spelling or pronunciation to avoid the potential for confusion. The proposed names are considered sufficiently different to existing road names.

3.3       The recommended road names have been checked against the Council’s Naming Policy dated 15 November 2023 and are considered to be consistent with this policy except as outlined below. The specific criteria for assessing a name from clause 2 is set out below.

3.3.1   A traditional or Māori name which is acceptable to the Rūnanga or Iwi; this may be a name reflecting the physical characteristics of an area, an activity or event associated with the area or of a notable ancestor. 

3.3.2   A feature of historical, social, cultural, environmental or physical importance in the area (e.g., Carlton Mill Road or Carlton Mill Reserve*).

3.3.3   The name of a notable family, person or event associated with the locality or with the wider Christchurch area. 

3.3.4   A name in recognition of a person’s service. This can be for community service, conservation, sport, the arts, science and research or other sphere of activity.

3.3.5   Consistency with a common or established theme for naming in a subdivision or locality.

3.3.6   A name that reflects the diverse cultures and communities of the locality or of Christchurch generally.

3.3.7   The name of an event or activity strongly associated with the immediate location including an informal name for the area that is (or was historically) in common usage. 

3.3.8   A name associated with a person, event or activity of significance to Christchurch including names associated with people, events, or places of national and international significance. 

3.4       The criteria for names that are not suitable for approval from clause 6 is set out below.

3.4.1   Names of people, flora, fauna or geographical features not associated with the area, e.g., names of native trees which are not present in the area or views that cannot be identified, except where the name continues a current naming theme in the locality. 

3.4.2   Currently trading commercial organisations except for sponsorship names for facilities and leased parks.

3.4.3   Anagrams, amalgamations or derivatives of people's names.

3.4.4   Names of living persons.

3.4.5   Names related to the developer of a subdivision.

3.4.6   Name of a person, club or organisation associated with a privately owned building on Council land, where the club or organisation does not hold the ground lease for the building.

3.4.7   Names for roads which may cause confusion because they are associated with another geographical location or feature e.g., Parklands Drive which is not located in the Parklands suburb.

3.5       The recommended road names have also been checked against the Australia and New Zealand Standard AS/NZA 4819:2011 Rural and Urban Addressing. The names are considered to be consistent with the Standard unless otherwise stated below.

3.6       Under the Naming Policy, the names considered must be requested by the developer. There is not an ability to consider alternative names without first checking whether there are any duplications or similarities with other road and right-of-way names.

3.7       Consultation has been undertaken with Land Information New Zealand who have raised no concerns with the proposed road names.

3.13    Council’s Principal Advisor Treaty Relationships has been consulted and has raised no concerns with the suitability of the proposed Te Reo Māori names as set out below.

3.14    Due to the assessment of low significance, no further community engagement and consultation is required.

Proposed Names

3.15    The proposed roads are shown in Attachment A.

3.16    The names are themed for trees, as the site contains a large number of previously protected trees and the previous use of the site as a hospital had all the internal roads informally named for trees. (Oakwood Dr, Sycamore Rd, Willow Way, and Blue Gum Pl).

3.17    Road 1 - Black Beech Road

3.18    Black Beech (Nothofagus solandri) is species of tree endemic to New Zealand. Black Beech occurs on both the North and the South Island at low elevations up to the mountains. It is also known as Fuscospora solandri.

3.19    Road 2 - Hazel Road

3.20    Hazels are deciduous trees and large shrubs native to the temperate Northern Hemisphere.

3.21    Road 3 - Tūākura Road

3.22    Tūākura is a te reo Māori word for the New Zealand tree fern (Dicksonia squarrosa) which is endemic to New Zealand. It one of the most common tree ferns in New Zealand forests.

Alternative Names

3.23    Toatoa Road - Toatoa is a te reo Māori word for the blue celery pine (Phyllocladus toatoa) which is a species of conifer in the family Podocarpaceae, endemic to New Zealand. Predominately found in the North Island.

3.24    Tānekaha Road - Tānekaha is a te reo Māori word for the blue celery pine (Phyllocladus toatoa) which is a species of conifer in the family Podocarpaceae, endemic to New Zealand. Predominately found in the North Island.

Assessment of Names

3.25    The above names are considered to be consistent with the policy, as it is continuing a theme and reflecting the history of the site, however the tree names are not found on site or generally in the area.

3.26    The previously used informal road names were not acceptable to use at this site, as they are all already in use as existing road names in Christchurch or Selwyn.

3.27    Notwithstanding, the discretion lies with the Community Board to approve any of the above name options, including the alternative names.

Introduction Te Whakatkinga

3.1       A road naming request has been submitted by the developer. A preferred name and alternative names have been put forward for the road.

3.2       The recommended road names have been checked against existing road names in Christchurch and bordering districts, for duplication, alternative spelling, or other similarities in spelling or pronunciation to avoid the potential for confusion. The proposed names are considered sufficiently different to existing road names.

3.3       The recommended road names have been checked against the Council’s Naming Policy dated 15 November 2023 and are considered to be consistent with this policy except as outlined below. The specific criteria for assessing a name from clause 2 is set out below.

3.3.1   A traditional or Māori name which is acceptable to the Rūnanga or Iwi; this may be a name reflecting the physical characteristics of an area, an activity or event associated with the area or of a notable ancestor. 

3.3.2   A feature of historical, social, cultural, environmental or physical importance in the area (e.g., Carlton Mill Road or Carlton Mill Reserve*).

3.3.3   The name of a notable family, person or event associated with the locality or with the wider Christchurch area. 

3.3.4   A name in recognition of a person’s service. This can be for community service, conservation, sport, the arts, science and research or other sphere of activity.

3.3.5   Consistency with a common or established theme for naming in a subdivision or locality.

3.3.6   A name that reflects the diverse cultures and communities of the locality or of Christchurch generally.

3.3.7   The name of an event or activity strongly associated with the immediate location including an informal name for the area that is (or was historically) in common usage. 

3.3.8   A name associated with a person, event or activity of significance to Christchurch including names associated with people, events, or places of national and international significance. 

3.4       The criteria for names that are not suitable for approval from clause 6 is set out below.

3.4.1   Names of people, flora, fauna or geographical features not associated with the area, e.g., names of native trees which are not present in the area or views that cannot be identified, except where the name continues a current naming theme in the locality. 

3.4.2   Currently trading commercial organisations except for sponsorship names for facilities and leased parks.

3.4.3   Anagrams, amalgamations or derivatives of people's names.

3.4.4   Names of living persons.

3.4.5   Names related to the developer of a subdivision.

3.4.6   Name of a person, club or organisation associated with a privately owned building on Council land, where the club or organisation does not hold the ground lease for the building.

3.4.7   Names for roads which may cause confusion because they are associated with another geographical location or feature e.g., Parklands Drive which is not located in the Parklands suburb.

3.5       The recommended road names have also been checked against the Australia and New Zealand Standard AS/NZA 4819:2011 Rural and Urban Addressing. The names are considered to be consistent with the Standard unless otherwise stated below.

3.6       Under the Naming Policy, the names considered must be requested by the developer. There is not an ability to consider alternative names without first checking whether there are any duplications or similarities with other road and right-of-way names.

3.7       Consultation has been undertaken with Land Information New Zealand who have raised no concerns with the proposed road names.

3.8       Consultation under the policy with rūnanga is not required because none of the roads to be named are collector roads and/or sites of significance under the District Plan (clause 3 of the Naming Policy).

Proposed Names

3.14    The proposed roads are shown in Attachment A.

3.15    The names continue the theme of the first stage of Country View, mountains in the Southern Alps. The following mountains are at the top of the Waimakariri River and form part of the southern alps and are viewable from the site, see Attachment B for a map.

3.16    Road 1 - Castle Hill Road

3.17    Castle Hill Peak (1998m) is a peak in the Torlesse Range. The name Castle Hill comes from the array of limestone boulders in the area reminiscent of an old, run-down stone castle. Some of the limestone the ChristChurch Cathedral is made from came from Castle Hill.

Alternative Names

3.18    Enys Road - Mount Enys (2194m) is the highest peak in the Craigieburn Range. Mount Enys is named for John Enys who farmed in Castle Hill in the late 1800s with his brother Charles. John Enys was a notable naturalist who made many discoveries in the area.

3.19    Bold Hill Drive - Bold Hill (1286m) is a peak in the Torlesse Range.

3.20    Otarama Drive - Otarama Peak (1963m) is a peak in the Torlesse Range.

3.21    Windwhistle Drive - Windwhistle Hill (750m) is adjacent to the Waimakariri River near the northern end of the Torlesse Range.

3.22    Podocarp Drive - Podocarpaceae is a large family of mainly Southern Hemisphere conifers, known in English as podocarps, comprising about 156 species of evergreen trees and shrubs. New Zealand has 15 podocarp tree species, the best known are rimu, kahikatea, miro, mataī and tōtara. Thousand-year-old matai tree stumps were found on Quaifes Road during stormwater basin excavation works and were part of a subfossil matai forest underneath the ground.

3.23    Officers Note: If any alternative names are chosen, the appropriate road type will be used.

3.24    The above names are considered to be consistent with the policy.

3.25    Notwithstanding, the discretion lies with the Community Board to approve any of the above name options, including the alternative names.

1.   Purpose and Origin of Report Te Pūtake Pūrongo

1.1       To approve the upgrades proposed for bus stop (ID 38291) beside Shand Crescent Reserve on Riccarton Road.

1.2       This report is provided in response to requests from Environment Canterbury and bus operators asking for a longer bus box at this bus stop.

1.3       Staff investigation showed that at least two buses need to stop at this bus stop simultaneously. However, the current bus stop capacity is designed for a single bus, forcing the second bus to stop outside the bus box.

1.4       This not only is an accessibility problem for passengers who use the second bus but also is a safety concern as the second bus blocks the intersection of Shand Crescent and Riccarton Road (East end).

1.5       The decision in this report is of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy.  The level of significance was determined by considering the criteria set out in the Council’s Significance and Engagement Policy.

 

2.   Officer Recommendations Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board approves:

Bus stop 38291 – Outside Shand Crescent Reserve on Riccarton Road (Attachment A)

1.         Pursuant to Clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017:

a.    That all existing parking and stopping restrictions associated with bus stop 38291 on the south side of Riccarton Road commencing at its intersection with Shand Crescent Street and extending in a westerly direction for a distance of 26 metres, be revoked. 

b.    That the stopping of vehicles is prohibited at all times on the south side of Riccarton Road commencing at its intersection with Shand Crescent Street and extending in a westerly direction for a distance of 5 metres. 

c.    That a bus stop be installed on the south side of Riccarton Road commencing at a point 6 metres west of its intersection with Shand Crescent Street and extending in a westerly direction for a distance of 44 metres.

d.    That the stopping of vehicles is prohibited at all times on the south side of Riccarton Road commencing at a point 49 metres west of its intersection with Shand Crescent and extending in a westerly direction for a distance of 6 metres. 

2.         That bus stop facilities including three sets of directional and warning tactile pavers and a bus stop sign are installed at the bus stop as shown on Attachment A to the report on the meeting agenda.

3.         That any previous resolutions pertaining to parking and stopping restrictions made pursuant to any bylaw to the extent that they conflict with the parking and stopping restrictions described in clauses 1 – 2 above are revoked.

4.         That these recommendations if approved, take effect when the parking and stopping restrictions that evidence the restrictions described in clauses 1 – 2 above are in place.

 

3.   Reason for Report Recommendations Ngā Take mō te Whakatau

3.1       Bus stop 38291 serves eight bus routes, including core routes 3 and 5, and is a driver changeover point.

3.2       The current bus stop capacity is designed to accommodate a single bus, yet the operational requirement necessitates the simultaneous stopping of at least two buses. This forces the second bus to stop outside of the bus box and poses both accessibility challenges for passengers utilizing the second bus and a safety concern, as the second bus blocks the intersection of Shand Crescent and Riccarton Road (East end).

3.3       This highlights the necessity to increase the capacity of the bus stop, enabling the concurrent service of two buses, to address the current situation.

3.4       Environment Canterbury has also confirmed that the frequency of one of the core routes that uses this bus stop (route 5) is scheduled to be lifted to a 10 min frequency in 2025. This means that, in near future, three buses will need to simultaneously stop at this bus stop.

3.5       Therefore, staff recommend increasing the capacity of this bus stop to effectively accommodate the simultaneous stopping of three buses. This approach is both time and cost-effective, eliminating the need to repeat all the necessary procedures for a similar report in 2025.

3.6       If proposed plan is approved, initially, the bus stop capacity will be expanded to accommodate two buses, as illustrated in Attachment B, addressing the current issue. Subsequently, when the frequency of route 5 is enhanced in 2025, the bus stop capacity will be further increased to accommodate three buses.

3.7       The proposed plan leads to the loss of approximately five on-street parking spaces.

3.8       Due to financial constraints, the proposed plan primarily covers line markings. Other potential upgrades, such as pavement improvement, shelter relocation, kerb renewal, etc., may be needed and will be considered in the PT Futures programme, subject to funding approval.

 

4.   Alternative Options Considered Ētahi atu Kōwhiringa

4.1       Option 2 – Do nothing option and the existing street conditions will remain as is.

·    The advantages of this option include:

a.    Council will not incur any costs.

·    The disadvantages of this option include:

a.    The buses will continue to stop outside bus box posing accessibility and safety risks as discussed in clause 3.2 of section 3.

5.   Detail Te Whakamahuki

5.1       Enhancing this bus stop has been prioritized with a focus on ensuring safe and convenient access for passengers to buses and promoting road safety for all road users. This priority is underscored by the fact that eight bus routes utilize this stop, increasing the likelihood of highlighted accessibility and safety risks.

5.2       Environment Canterbury supports the proposed plan.

5.3       Parks Recreation and Planning Team supports the proposed plan.

5.4       No resident has been affected by these changes and therefore, no consultation has been conducted.

5.5       The decision affects the following wards/Community Board areas:

5.5.1   Waipuna Halswell-Hornby-Riccarton Community Board.

6.7       Accessibility by inclusive design:

·   The proposed line marking provides a safe space for buses to safely pull in/out and stop parallel to kerb. This significantly improves accessibility to public transport for public particularly disabled people who use a wheelchair, older bus users, and children.

·   The standard and consistent design approach considered in the proposed upgrades improves the accessibility to public transport for blind and low vision people.

7.   Resource Implications Ngā Hīraunga Rauemi

Capex/Opex Ngā Utu Whakahaere

7.1       Cost to Implement – Approximately $9,000 for the bus stop improvements and parking restrictions, plus $2,000 for the planning, consultation, and preparation of this report.

7.2       Maintenance/Ongoing costs - Transport Unit Operational Expenditure budgets, includes maintenance of bus stop infrastructure, which adds up to approximately $230 annually.

7.3       Funding Source - Traffic Operations, Capital Expenditure budget for bus stop upgrades.

7.4       If approved, the recommendations will be implemented during this financial year.

1.   Purpose and Origin of Report Te Pūtake Pūrongo

1.1       The purpose of this report is for the Waipuna Halswell-Hornby-Riccarton Community Board to receive information about plans for the Sparks Road / Milns Road intersection, and for development along Sparks Road in the vicinity.

1.2       This report is staff initiated, following an update briefing to the Waipuna Halswell-Hornby-Riccarton Community Board on 13 September 2022, and a further update on 28 September 2023.

1.3       The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy.  The level of significance was determined by the low level of impact and low number of people affected by the recommended decision.

 

2.   Officer Recommendations Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Receives the staff report on Sparks Road and Milns Road intersection.

2.         Receives the staff Memorandum with respect to the Manager Consultancy Services exercising delegation for the Road Stopping of areas of Sparks/Milns Road and purchase of land off Milns Road see Attachment A to the report on the meeting agenda.

3.         Receives the scheme plans for the Sparks Road improvements, see Attachment C to the report on the meeting agenda, and notes that further details remain to be established through the subdivision process for various parcels of land along Sparks Road.

 

3.   Reason for Report Recommendations Ngā Take mō te Whakatau

3.1       It is proposed to stop the road in order to take the opportunity to move the Milns Road intersection with Sparks Road ~200m to the east as part of the subdivision development. Attachment C

3.2       The Roading Division have been in negotiations with the developer of land between Milns and Sparks Road in order to facilitate improvements to the safety of the roading network.

3.3       These negotiations involved stopping of road along with the exchange of land for roading and stormwater purposes.

3.4       Council will likely only have this opportunity, as once the land is developed there will be no practical alternative solution to the problems being experienced at the intersection.

3.5       The Manager Consultancy Services has the delegation to undertake the road stopping and acquisition of land for road which will be undertaken following the approval of the recommendation in this report for roading improvements to Sparks and Milns Road.

 

4.   Alternative Options Considered Ētahi atu Kōwhiringa

4.1       Not stopping part of the road and keeping the current general alignment of the Sparks / Milns / Sutherlands intersection as a crossroad

4.1.1   This has been discounted as it would not be possible to achieve the desired safety outcomes while retaining the current alignment.

Background

5.2       The current intersection---Milns / Sutherland / Sparks is a project in the ‘21-‘31 Long-Term Plan for upgrade, and in recent years Council had received numerous submissions to advance this project.

5.3       Council staff briefed the Community Board on development in the area (including Sparks Road and the Sparks / Milns intersection) on 13 September 2022, and the feedback was supportive.

5.4       The development at 179 Milns Road creates an opportunity to relocate the Milns/ Sparks arm of the intersection approximately 200m eastward, as shown in Attachment C. This new intersection at Sparks will deliver a safer outcome for the road network than the current crossroads alignment.

5.5       Discussion with the development staging is advanced, with the approval of Stage 1 of RMA/2022/2381. This stage also includes the construction of the new internal road.

5.6       To proceed with the next stage of the subdivision, staff have recommended a portion of legal road indicated outlined blue on the attached plan Attachment B and land swapped with the owner for the parcel of land required for the construction of the ‘New Road’ intersection with Sparks road. The works on Milns and Sparks will be Resource Consent conditions for the next stage of development. This stage of the development will result in a restrictive movement with “Cyclists and Pedestrians“ entry / exit only for Sparks/ Milns arm of the Sparks/Mins/ Sutherlands intersection.

5.7       In the 1980s Council acquired the parcel west of 179 Milns Road for roading purposes. With this development, a significant area of this legal road will need to be stopped in order to fund the work required to create a new intersection, Sparks Road upgrading and upgrading of Connals Drain.

5.8       Within the land that is proposed to be stopped, 16 trees are identified in the tree report. Unfortunately these trees were not maintained over their lifetime and left to survive on their own accord and as a result are described as being in poor form. It is anticipated that these trees will be replaced in locations along Sparks and Milns in accordance with Council’s Trees Policy. The Developer and Christchurch City Council will enter into a Private Development Agreement (PDA) to deliver the project. The plan shown in Attachment C indicates the various parcel of works along Sparks Road.

5.9       In addition, the Council’s Traffic Operations team have identified minor interim safety improvements to the existing Sparks Road / Milns Road / Sutherlands Road intersection. These interim changes are detailed on Attachment D. No specific consultation has been undertaken as these changes are safety related and minor in nature.

1.   Purpose of the Report Te Pūtake Pūrongo

1.1       To seek the approval of the Waipuna Halswell-Hornby-Riccarton Community Board to install No Stopping restrictions at the Symes Road and Hayton Road intersection. This report has been written following a request from an industrial business to improve heavy vehicle turning movement.

1.2       The decisions in this report are of low significance in relation to the Christchurch City Council’s Significance and Engagement Policy. The level of significance was determined by the low level of impact and low number of people affected by the recommended decision.

1.3       The community engagement and consultation outlined in this report reflect the assessment.

1.4       The recommended option is to Install No Stopping restrictions in accordance with Attachment A.  The length of No Stopping in this option will improve heavy vehicle turning movement at the Symes Road and Hayton Road intersection, as determined by vehicle tracking analysis and site visits.

2.   Staff Recommendations / Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Approves that the stopping of vehicles be prohibited at any time on the south-western side of Symes Road (east-west leg) commencing at its intersection with Main South Road and extending in a south-easterly direction for a distance of 16 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

2.         Approves that the stopping of vehicles be prohibited at any time on the south-western side of Main South Road commencing at its intersection with Symes Road (east-west leg) and extending in a south-westerly direction for a distance of 77  metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

3.         Approves that the stopping of vehicles be prohibited at any time on the north-eastern side of Symes Road (east-west leg) commencing at its intersection with Main South Road and extending in a south-easterly then easterly direction for a distance of 63 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

4.         Approves that the stopping of vehicles be prohibited at any time on the south-eastern side of Main South Road commencing at its intersection with Symes Road (east-west leg) and extending in a north-easterly direction for a distance of 40 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

5.         Approves that the stopping of vehicles be prohibited at any time on the western side of Hayton Road commencing at its intersection with Symes Road (east-west leg) and extending in a northerly direction for a distance of 17 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

6.         Approves that the stopping of vehicles be prohibited at any time on the south side of Symes Road (east-west leg) commencing at its intersection with Symes Road (north-south leg) and extending in a westerly direction for a distance of 23 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

7.         Approves that the stopping of vehicles be prohibited at any time on the western side of Symes Road (north-south leg) commencing its intersection with Symes Road (east-west leg) and extending in a southerly direction for a distance of 14 metres, as shown on Attachment A- to the report on the meeting agenda Plan TG146866 dated 23/1/2024.

8.         Revoke any previous resolutions pertaining to traffic controls made pursuant to any bylaw to the extent that they are in conflict with the traffic controls described item 1 to 7 above.

9.         Approve that these resolutions take effect when parking signage and/or road marking that evidence the restrictions described in item 1 to 7 above are in place (or removed in the case of revocations).

3.   Reason for Report Recommendations Ngā Take mō te Whakatau

3.1       Heavy vehicle turning issues have been raised by a B-train heavy vehicle driver. When vehicles are parked close to the Symes Road and Hayton Road intersection, particularly at Symes Road, turning movement for heavy vehicles can be restricted at times due to the remaining usable carriageway widths.

3.2       During staff site observations, safety concerns have been identified at the intersection of Symes Road and Hayton Road due to restricted visibility caused by on street parking close to the intersection.  Implementing the noted recommendations will lead to a reduction in the risk of a crash by improving sightlines at the intersection.

3.3       The recommendations in this report will help to achieve the desired community outcome of a well-connected and accessible city through improved road safety.

3.4       Install No Stopping restrictions in accordance with Attachment A.  The lengths of No Stopping in this option have been determined by vehicle tracking analysis and site visits.

3.5       Options within this report have been assessed against relevant industry-standard design guidance including the sight distance requirements of Council’s Infrastructure Design Standard. 

4.   Alternative Options Considered Ētahi atu Kōwhiringa

4.1       Maintain the status quo – Do not install no stopping restrictions.

4.2       The advantages of this option include:

4.2.1   Retaining between 3 – 8 on-street parking spaces. Although vehicles can legally park to the northern side of Symes Road (east-west leg) when entering from Main South Road, the lane width is narrow. No vehicles have been observed parking in this area whenever staff passed through this road.

4.3       The disadvantages of the option include:

4.3.1   Does not improve heavy vehicle turning movement at the Symes Road and Hayton Road intersection.

5.   Detail Te Whakamahuki

5.1       Symes Road and Hayton Road form a Give Way controlled T-junction, with priority given to Hayton Road.

5.2       Staff have visited the site and investigated further that visibility can be limited by parked vehicles on Hayton Road and Symes Road. There are high parking demands in the area due to the car dealer near the intersection. Staff have taken proactive action to propose No Stopping restrictions at the Symes Road / Hayton Road intersection as well as Main South Road / Symes Road intersection (see Attachment B consultation plan). Following consultation and feedback from submitters, staff have amended the proposal to allow four parking spaces to be retained (see Attachment A).

5.3       A search of Waka Kotahi’s Crash Analysis System (CAS) shows there have been two reported minor injury crashes in the last ten years. The crash occurred on 24 August 2019 on a fine night at 8.53pm, involving vehicle loss of control hitting the tree due to his power steering locked.  The other crash occurred on 11 February 2021 on a fine day at 3.29pm, involving an 11 year old pedestrian crossing Hayton Road that was hit by oncoming an vehicle from the north as his visibility was blocked by a courier van waiting to turn right from Symes Road.

5.4       Main South Road is classified as Medium-High risk and Symes Road / Hayton Road is classified as Low-Medium risk under Council’s collective risk mapping system. For personal risk, Main South Road, Symes Road and Hayton Road are all classified as Low-Medium risk.  

5.5       Approval is required by the Waipuna Halswell-Hornby-Riccarton Community Board.

5.6       If approved, the recommendations will be implemented within the current financial year (generally around four weeks after the contractor receives the request, but this is subject to other factors such as resourcing and prioritisation beyond Council’s control).

Community Views and Preferences

5.7       Three affected property owners and occupiers were advised of the recommended option by letter, including the consultation plan as shown in Attachment B. All three submissions objected the proposal.

5.8       The property occupier at 207 Main South Road responded that the area may not be suitable for heavy vehicles route as it’s predominantly residential area.

5.9       The property occupier at 10 Symes Road responded that they would prefer the parking restrictions as minimal as possible and not removing valuable parking spaces for local  companies and residential.

5.10    The property owner and landlord of both 207 Main South Road and 10 Symes Road objected to the proposal that truck and trailer units should use alternative route, and parking should be maintained for the businesses. 

5.11    Staff have considered the community views and reduced the No Stopping restrictions to allow for four parking spaces to be retained in addition to those in the original proposal. (see Attachment A). Although this proposal does not have sufficient No Stopping length needed to provide minimum gap sight distance especially allowing a driver entering the intersection sufficient visibility towards approaching traffic from the south to make the desired turn safety, staff believe this proposal is a good initiation. Staff issued the amended plan to the submitters again and their feedback has been positive.

5.12    The Team Leader Parking Compliance supports the preferred option. 

5.13    The do-nothing option is inconsistent with community requests to improve heavy vehicle turning movement and improve visibility at the intersection.

Nominations for the Community Service and Youth Service Awards 2024 are open from 1 March and close on 31 March 2024 and are given to individuals and groups in recognition of significant voluntary service. Nominations can be submitted at www.ccc.govt.nz/csa

The group has been located in Halswell Domain for nearly twenty years, catering for many activities including the building and running of model trains and radio-controlled boats.

Community Pride Garden Awards 2024

Judging for the Community Pride Garden Awards is now complete and notification cards are being returned and processed. Certificates will be printed and posted out to all recipients next month.

The awards encourage civic pride, acknowledging those who have contributed to maintaining the image of Christchurch as the Garden City by beautifying their streets and gardens.

Strengthening Communities Together Strategy

Riccarton Collective

Members of the Riccarton Collective and wider Riccarton community organisation representatives came together on Thursday 8 February to connect and have key conversations about the Riccarton Community.

Presentations from Jade Humphrey (Predator Free Riccarton), Matt Meek (Riccarton Community Church/CDN Trust), and Reece Papuni (Papuni Boxing) were delivered to the group, each sharing about their organisations and current projects and programs that they are delivering.

Participants workshopped the Riccarton Vision Document, which is a community vision that has been developed by community organisations to support them in collaborating on community Projects and understand what the priorities are for the Riccarton community. Each group highlighted the areas of the vision that they are already supporting and identified the emerging needs of the community that could be added to the updated vision.

·    Inspire Community Youth Day

The Hornby High School prefects took the lead in organizing Inspire 2024, a community event held at the school grounds on Saturday 17 February. The event was showcasing a diverse range of community stalls, local sports organisations, and performances that kept attendees entertained throughout the day.

·    Upper Riccarton War Memorial Library

The demolition of the Upper Riccarton War Memorial Library buildings commenced on Monday 26 February 2024. It is intended that structural items such as bricks and woodwork will be re-used where possible within the proposed park on the site.  Additionally, items that may have heritage value or could be utilised by other groups have been retained.  An example of this is a small trolley that was donated to the library by the former Hays department store which sat on the current Countdown site. This has gone to the Church Corner Toy Library in the Sir John McKenzie building across the road. All of the library’s books have eventually been distributed to organisations such as volunteer libraries, Lions, rest homes and other charities.

·    Certificates of Appreciation

Certificates were awarded in February to Noah Sheath, Adele Price, Michael Price, Elliot McNeill, Motekiai Mahina, Mia Ng, Ben Burford, Isaac Chen and Jordan Chen who volunteered their time assisting with cleaning the Singlemen's Quarters at Halswell Quarry Park.

3.2       Community Funding Summary

3.2.1   For information, a summary is provided on the status of the Board's 2023-24 funding as at February 2024 (refer Attachment A).

3.2.2   Strengthening Communities Fund

The Strengthening Communities Fund supports community-focused organisations whose projects contribute to the strengthening of community wellbeing in the Christchurch city area. Applications are open from Monday 4 March 2024 and close at noon on Friday 12 April 2024.

3.2.3   Youth Development Fund – Under authority delegated by the Community Board the following allocations were made in late January, and February 2024:

·    $400 to Christchurch Girls High School towards Isla Maclean, Holly Smith, Jessie Smith and Isidora Diaz Aguirre to participate in the National Secondary Schools Volleyball Championships 2024 in Palmerston North.

·    $250 to Heat Check Canterbury Hoop Nation for Maiyah Profit to participate in the National Hoop Nations Basketball Tournament in Whanganui.

·    $400 to Richard Junior Tikolevu towards participating in the Polynesian Basketball Academy USA Tour 2024 in Las Vegas, USA.

Stephanie McNair

Youth Development Fund recipient, Stephanie McNair represented New Zealand as part of the Women’s team at the Oceania Shooting Championships held in Brisbane, Australia.

Stephanie is extremely grateful to receive support from the Board and made sure to make the most of the trip, winning a few medals to bring home, coming away with two silver and one bronze medal - silver for women’s prone team and the 3P women’s team and the bronze was for the women’s air rifle team event.

3.3       Participation in and Contribution to Decision Making

·     Culture Galore

Culture Galore, a vibrant food and cultural festival, transformed Ray Blank Park into a celebration of diversity on Saturday 17 February 2024. The event showcased a wide variety of cultures through music, dance, art, and food. It was the 22nd year of Culture Galore and it did not disappoint with over 6000 people in attendance.

·     Connect

The Connect Community Event, held at Harrington Park on Friday, February 23rd, 2024, from 5-7pm, was a vibrant gathering that brought together residents and local community for an afternoon of connecting.

Activities at the event included Crazy Bikes and repainting one of the mural walls on the toilets with handprints of those attending.

·     Quiz Night Fundraiser for a new Halswell Community Patrol

A Quiz Night to fundraise for a new Halswell Community Patrol was held at Craythornes Hotel on Monday 26 February 2024. The successful event was sold out with 17 teams competing against each other.

There was great support from the local community and also businesses who donated a number of prizes. 

The community can keep up to date on the Halswell Community Patrol Facebook page.

4.   Advice Provided to the Community Board Ngā Kupu Tohutohu ka hoatu ki te Poari Hapori  

4.1.1   Hornby Matatiki Centre

Hornby Matatiki Centre's official opening date has been announced. The new centre will be open from 3pm on Friday 19 April 2024 following a formal opening.

The formalities will be followed by a full day of community activities and celebrations on Saturday 20 April. Full information can be found on Newsline.

4.2       Maintenance of Riccarton gardens

At its meeting on 9 November 2023 the Board received a Public Forum presentation from a resident regarding maintenance of Riccarton gardens and requested staff advice on the maintenance schedule cycle for roadside gardens in Central/Upper Riccarton and any additional measures that can be implemented to address accumulations of litter, waste and dumped items in the area.

Staff have responded that litter within gardens covered under the Road landscape contract is removed at the time of servicing which is currently monthly. Dumped rubbish is covered /removed reactively when reported and/or the matter is referred to applicable roading division if removal is beyond the capability of gardening staff.

4.3       Flooding in Ensign Street, Halswell

At its meeting on 15 June 2023 the Board noted there had been expressions of concern about flooding in Ensign Street, Halswell. The road was flooding following rain events, particularly in the vicinity of the medical centre. The Board requested that staff investigate the flooding in Ensign Street and provide advice on possible measures to address this including details of the street sweeping schedule in the area.

Staff advised that investigations have taken place but nothing significant has been found. A good rain event is needed before staff can see the exact issue being raised. This is an operational matter, and the concerned residents should contact the Council call centre if this happens again.

4.4       Vehicle speed – De Havilland Street, Hornby

At its 10 August 2023 meeting the Board requested that staff investigate vehicle speed on De Havilland Street, Hornby and provide advice on any measures required to reduce speeds.

Staff have advised that a tube counter was installed to measure speed in De Havilland Street. It showed the mean speed is 42.4 kilometres per hour westbound and 39.8 kilometres per hour eastbound. The 85th percentile speed is 51.1 kilometres per hour westbound and 48.4 kilometres per hour eastbound. Staff consider that these speeds are acceptable for the current traffic environment and do not indicate a general speed issue. The speed data did however record a relatively small number of vehicles travelling at higher inappropriate speeds, and this information has been forwarded onto Hornby Police to assist with enforcement.

This road was not part of the approved interim Speed Management Plan but is included in the draft Safer Speeds Plan as proposed 30 kilometres per hour, consultation has now closed.

For the Board’s information, attached is a copy of the January 2024 Hybris Report (refer Attachment B).

16.   Election of a Community Board Chairperson

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The Local Government Act 2002 prescribes the processes by which Community Boards must elect their chairpersons and deputy chairpersons. This report describes the alternative processes available, one of which must be adopted.

1.2       The report has been written following the resignation of the current Community Board Chairperson, Helen Broughton.

1.3       On 1 March 2024, Helen Broughton resigned as the Chairperson of the Waipuna Halswell—Hornby-Riccarton Community Board effective from 30 April 2024, subject to the condition the Board designate her as lead and spokesperson on all planning issues, including submissions for the remainder of the term. Helen Broughton has indicated that she will continue as a member of the Community Board.

2.   Officer Recommendations Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Receives the information in the report.

2.         Accepts the resignation of Helen Broughton as the Chairperson of the Waipuna Halswell-Hornby-Riccarton Community Board, subject to the conditions listed in 1.3 above.

3.         Adopts, by resolution, whether it will use System A or System B to elect a Chairperson.

4.         Proceeds to elect a Community Board Chairperson effective from 1 May 2024.

3.   Legal Considerations

Introduction

3.1       The provisions of Schedule 7 of the Local Government Act 2002 apply to Community Boards (with a small number of exclusions), with necessary modifications as if the boards were local authorities. Clause 21 of Schedule 7 requires that each Community Board, at its first meeting, must elect one of its members to be its Chairperson and another to be Deputy Chairperson.

3.2       At its Inaugural meeting on 26 October 2022 the Waipuna Halswell-Hornby-Riccarton Community Board elected Helen Broughton Chairperson and Marie Pollisco Deputy Chairperson. On 1 March 2024 Helen Broughton resigned as the Chairperson of Waipuna Halswell-Hornby-Riccarton Community Board effective 30 April 2024. A further election is therefore required to elect a new Chairperson to take office as of 1 May 2024.

3.3       The manner in which a Community Board is to elect these positions is prescribed in Clause 25 of Schedule 7 that provides that the Community Board must determine by resolution that the Chairperson and Deputy Chairperson be elected or appointed by using one of the following systems of voting:

System A

3.4       Requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the Community Board present and voting; and

3.5       Has the following characteristics:

3.5.1   There is a first round of voting for all candidates; and

3.5.2   If no candidate is successful in that round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and

3.5.3   If no candidate is successful in the second round there is a third, and if necessary subsequent, round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and

3.5.4   In any round of voting, if two or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

System B

3.6       Requires that a person is elected or appointed if he or she receives more votes than any other candidate; and

3.7       Has the following characteristics:

3.7.1   There is only one round of voting; and

3.7.2   If two or more candidates tie for the most votes, the tie is resolved by lot.

Practical application of clause 25

3.8       Each Community Board must first determine, by resolution, which system of voting it will use, that is System A or System B.

3.9       Nominations for the position of Chairperson and Deputy Chairperson are called for.

3.10    If there is only one candidate, then the Community Board may resolve that that person be elected.

3.11    If there is more than one candidate the Community Board must then put the matter to a vote according to the system, it has adopted. The Community Board members are then asked to vote on each candidate.

3.12    The following examples may be useful to illustrate two of the system:

System A

Example 1

Three nominations are received and upon the votes being counted the result is: A (5) B (2) C (1). In this case A is elected to the relevant position.

Example 2

Three nominations are received and upon the votes being counted the result is:

A (3) B (3) C (2). In this case no candidate is successful, so a second round of voting is held for candidates A and B. The lowest polling candidate, C, is excluded.

System B

Example 1

Three nominations are received and upon the votes being counted the result is: A (5) B (2) C (1). In this case A is elected to the relevant position.

Example 2

Three nominations are received and upon the votes being counted the result is:

A (4) B (4) C (0). In this case a lot is held to determine who between A and B will be elected to the relevant position.

1.   Purpose of Report Te Pūtake Pūrongo

1.1       The purpose of this report is for the Waipuna Halswell-Hornby-Riccarton Community Board to reconsider the Officer Recommendations 6 through 10 pertaining to traffic control (Attachment A to this report) and the accompanying design plan (Attachment B to this report) as tabled at the 15 February 2024 meeting.

1.2       Further to the report considered at the 15 February 2024 meeting of this Community Board, there is new information that is relevant to the decision that was not before the meeting.

1.3       Following on from the resolutions made in relation to this matter, the material has been reviewed by Legal Services.

 

2.   Officer Recommendations Ngā Tūtohu

That the Waipuna Halswell-Hornby-Riccarton Community Board:

1.         Receives the information in the Church Corner and Waimairi Road Safety Improvements Update Report.

2.         Revokes the decision made at its meeting on 15 February 2024 on staff recommendations 6-10 on Church Corner and Waimairi Road Safety Improvements Report.

3.         Approves the Officer Recommendations 6-10 Church Corner and Waimairi Road Safety Improvements Report.

4.         Notes that the remaining resolutions from the 15 February 2024 meeting are unchanged.

 

3.   Detail Te Whakamahuki

3.1       At its Board meeting on 15 February 2024 the Board considered a report on Church Corner and Waimairi Road Safety Improvements (see Attachment C to this report) and deputations on the report. Staff outlined the purpose of the changes which is to mitigate the ongoing risk to all users at the intersections in Church Corner to improve safety for all.

3.2       Following an adjournment staff advised at the reconvened meeting on 20 March 2024 that in response to deputations they had revised their recommendations (see Attachment A to this report) and tabled a detailed plan reflecting these, Plan TG145703 (see Attachment B to this report).

3.3       A motion to adopt revised recommendations 6 -10 was lost. The Board resolved to adopt recommendations 5, 11- 18, 21 and 22 and recommended that the Council adopt recommendations 1(a)-(e), 2, 3, and 4. As the Board did not agree to the recommendations in 6 to 10, staff recommendations 19 and 20 were not considered.

3.4       Following consideration of the report at the 15 February 2024 meeting new information has been provided to the Board that was not before that meeting and that is relevant to the decisions made.

3.5       The information will be presented to the Board in Public Excluded as the report contains legal advice. The withholding of the information is necessary to maintain legal professional privilege.

19.   Resolution to Exclude the Public

Section 48, Local Government Official Information and Meetings Act 1987.

 

I move that the public be excluded from the following parts of the proceedings of this meeting, namely items listed overleaf.

 

Reason for passing this resolution: good reason to withhold exists under section 7.

Specific grounds under section 48(1) for the passing of this resolution: Section 48(1)(a)

 

Note

 

Section 48(4) of the Local Government Official Information and Meetings Act 1987 provides as follows:

 

“(4)     Every resolution to exclude the public shall be put at a time when the meeting is open to the public, and the text of that resolution (or copies thereof):

 

             (a)       Shall be available to any member of the public who is present; and

             (b)       Shall form part of the minutes of the local authority.”

 

This resolution is made in reliance on Section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by Section 6 or Section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public are as follows:
