1.   Brief Summary He Whakarāpopototanga Poto

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Street Concert on Gloucester Street as part of the Streets for People Project. The proposed road closure is to provide a safe location for the proposed concert to be held where participants and staff organising the event are able to be separated from traffic to facilitate and hold the proposed concert.

1.2       This report has been written because Qualis Limited have proposed to close the following road from 3:30am to 10am on Friday 8 March 2024:

1.2.1   Gloucester Street from Colombo Street to 85 metres East of Colombo Street.

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Monday, 5 February   with objections closing Monday, 12 February 2024.

1.5       There were no objections received by Council as a result of the public notifications process.

1.6       Road closures have not previously been approved by the Road Closure Subcommittee at this location.

1.7       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the City to Surf 2024 Event. The proposed road closures are intended to separate event attendees from other road users enabling the safe running of the event by removing conflict between vehicles and event participants.

1.2       This report has been written because ‘The Star’ Media have proposed to close the following roads, at the following locations, at the times shown below:

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Single Fin Mingle 2024. The proposed road closure is to allow for the event to utilise the road to hold the event and to remove interactions between event attendees and traffic.

1.2       This report has been written because Whites Traffic Management have proposed to close the following road from 7am Saturday, 6 April 2024 to 12.30 am Sunday, 7 April 2024:

·   Nayland Street from Wakefield Avenue to Richmond Hill Road.

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.2       This report has been written because Canterbury triathlon club have proposed to close the following road from 8am to 11am Sunday, 17 March 2024:

·   Summit Road from Mount Pleasant Road to Godley Head Car Park cattle stop.

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. 1.   Brief Summary

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closure for the Le Race 2024 Event. The proposed road closure is to provide a separated starting location to enable the event to be managed in a safe manner at the start line.

1.2       This report has been written because Not Just Events have proposed to close the following road on Saturday 23 March 2024 to facilitate the running of Le Race 2024.

·   Cathedral Square from Worcester Street to Hereford Street from 6am to 8:30am

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on 25 January 2024 with objections closing 2 February 2024.

1.5       There were no objections received by Council, as a result of the public notifications process.

1.6       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location, with no unexpected impacts regarding traffic movements, reported in the area.

1.7       Staff note that Sail GP is being held on the same Saturday as this event, the temporal impacts are however different and Le Race will be clear of the areas impacted by SailGP prior to any overlap occurring.

1.8       Staff support the proposed temporary road closure and believe that it will not unreasonably impact traffic.

8.     Proposed Road Closures Pipers Valley Road Sprint 2024

1.   Brief Summary He Whakarāpopototanga Poto

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Pipers Valley Road Sprint 2024. The road closure is proposed to provide for a closed off section of road to allow for a motorsport event, that is separated from other road users.

1.2       This report has been written because Autosport Club (Inc) have proposed to close the following road from 8am to 5pm on 16 March 2024:

·   Pipers Valley Road from 356 Pipers Valley Road to 120 Pipers Valley Road

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, attached, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       The event organisers have been in contact with Fire and Emergency New Zealand (FENZ), attached, regarding current fire risk in the area. The organisers will continue to engage with FENZ regarding the potential fire risk and the impact it may have on the running of the proposed event.

1.5       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Thursday, 25 January 2024 with objections closing Friday, 2 February 2024.

9.     Proposed Temporary Road Closure for Foodies Local Guide Event

1.   Brief Summary He Whakarāpopototanga Poto

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closure for the Foodies Local Guide Event. The proposed Road closure is to allow for the road to be used as an event space for food stalls and attendees.

1.2       This report has been written because Foodies Local Guides have proposed to close the following road from 3pm Friday 22 March to 11pm on Saturday 23 March 2024:

·   Oxford Terrace from Manchester Street to Colombo Street

1.3       The event organisers have indicated that they have undertaken direct notifications to impacted parties, attached, which is required as part of the road closure application process. The event organisers will provide a record of any feedback received, from impacted parties, to the Subcommittee in advance of the scheduled meeting or alternatively the organisers may present the information in person to the Subcommittee.

1.4       Public notification was carried out through publication in The Press and on the Council website. The period of time allowing for objections to be received meeting the minimum required time period of one week. The application was publicly advertised in The Press on Thursday, 25 January with objections closing Friday, 2 February 2024.

1.5       There were no objections received by Council, as a result of the public notifications process.

1.6       On 23 March 2024 Armagh Street will have the SailGP bus transport hub in operation for their Lyttelton event. It is not envisaged that the events will unreasonably impact the surrounding network as the full closures and one-way systems deployed by SailGP will still enable access on Colombo Street, North of Armagh Street and East bound on Armagh Street from Colombo Street North of Armagh Street, for the Foodie Local Guides Event attendees.

1.7       Road closures for this event have previously not been approved by the Road Closure Subcommittee at this location.

1.8       Staff support the proposed temporary road closures and believe that it will not unreasonably impact traffic.

That the Road Closure Subcommittee:

1.        Receive the information in the Report.

2.        Authorise the approval of the temporary road closure for the Foodies Local Guides Event, proposed to be deployed from 3pm Friday 22 March to 11pm on Saturday 23 March:
