11. Recommendation of allocations of CWMZ Action Plan Budget in Christchurch West Melton Zone

That the Christchurch West Melton Water Management Zone Committee:

1.         Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:

a.         $26,500 to the Port Hills Park Trust Board for the Mt Vernon - Dry Bush Gorge enhancement project, involving fencing to reduce erosion and sediment, increase native biodiversity and improve water quality.

b.         $15,000 to the Christchurch Envirohub Trust for Te Tuna Tāone / Urban Eel - action learning programme.

c.         $9,500 to the Avon Ōtākaro Network for the In River Clean, extending the In River trail for another 12 months as there is more rubbish than expected and will need longer to establish what an ongoing maintenance schedule might look like.

d.         $8,000 to the Summit Road Society for the Horotane Valley project, restoring native bush to the valley catchment.

e.         $6,000 to the Christchurch Envirohub Trust as a contribution towards facilitation of the Stormwater Superhero trailer – awareness, education and behaviour change programme.

f.          $5,000 as the Committee’s contribution towards a joint project with Banks Peninsula Zone Committee and Whaka-Ora Healthy Harbour to gather, document and share practical knowledge about erosion and sediment control and soil conservation on the Port Hills.

g.         $5,000 to the Avon-Heathcote Estuary Ihutai Trust for their estuary research programme, focusing on the effectiveness of wetland restoration.

12. CWM Stormwater Superhero Awards

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the information in the CWM Stormwater Superhero Awards Report.

The Committee noted the quality of the applicants and the success of the event.

The Committee noted that it would be valuable to get a sound bite from the winners which can be posted on Environment Canterbury’s website in 2024.

 

 

13. Other Matters He Take anō

The Committee discussed the Mahinga Kai project and noted that the next steps should be to develop and define the purpose of the project and identify five catchments to be monitored in order to test the progress of the project.

 

The Committee discussed the value of reestablishing the Urban Waterways and Estuaries Joint Working Group and noted that there was support from the Committee. The Committee noted the value of including Banks Peninsula in the Working Group.

 

The Committee discussed Environment Canterbury’s Regional Policy Statement and noted that the opportunity for input closes on 3 December 2023.

 

The Committee discussed the end-of-year dinner for the Zone Committees and agreed to attend the event held by Banks Peninsula on 12 December 2023.

 

The Committee discussed Annabelle Hasselman stepping down from the Zone Committee and noted that her last meeting will be the 22 February 2024.

1.1       The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to consider its support of a wetland restoration proposal for Ōtukaikino Catchment.

1.2       This proposal will be provided by Mike Patchett, Water & Wildlife Habitat Trust (WWHT) and Cameron Jasper, Wallbridge Gilbert Aztec (WGA).

1.         Receive the project proposal from WWHT and WGA on preservation and climate change resilience of groundwater dependent wetlands, streams, and lakes of the Ōtukaikino.

3.1       Environment Canterbury Updates

CWMS Zone Committee Review

3.2       The following update is provided on the 2024 CWMS Zone Committee Review.

Update for Zone Committee members – February 2024

3.3       At its meeting in August 2023, the Canterbury Mayoral Forum agreed to a review of Zone Committees to enable and support local leadership and ownership of freshwater management issues into the future.

3.4       Environment Canterbury has commenced planning the 2024 zone committee review. This review will focus on what structure, function and resourcing are needed to support local freshwater leadership into the future. 

3.5       The CWMS is underpinned by a collaborative approach between Environment Canterbury, territorial authorities, Ngāi Tahu, sector groups and communities. While the aim is to keep this review simple, it will reflect this collaborative ethos by engaging with key stakeholders under the auspices of the Canterbury Mayoral Forum (as the ‘owner’ of the CWMS). 

3.6       The review’s objectives are to answer the following main questions:

3.6.1   What local freshwater leadership is required in the future?

3.6.2   For which actions will key partners (Environment Canterbury, Territorial Authorities and mana whenua) need local leadership to deliver freshwater management outcomes in the future?

3.6.3   What resourcing is required to support local leadership?

3.7       Environment Canterbury is leading the review and will report back to the Mayoral Forum, following engagement with Mayors, zone committee members, and mana whenua representatives. Please refer to Table 1 below for key actions and milestones.

Water and Land Committee Meetings

3.8       Please find the link below for upcoming Environment Canterbury Council and Water and Land Committee meetings.

3.8.1   The next Council meeting will be on Wednesday 28 February. It will include a report on the Supreme Court decision for the Cloud Ocean Water Limited v Aotearoa Water Action case.

3.8.2   The next Water and Land Committee meeting to be held on Wednesday 13 March 2024.

Urban Waterways and Estuaries Joint Catchment Working Group

3.10    A memo is provided as Attachment A from Councillor Davies (Environment Canterbury) seeking feedback from stakeholders as to whether the ‘Urban Waterways and Estuaries Joint Catchment Working Group’ ought to be convened in the 2022-2025 term of Councils.

3.11    Councillor Byrnes will speak to this item, and any initial questions or feedback the committee may have.

 

Our Future Canterbury – engagement and plan development

3.12    Following the public and stakeholder engagement programme during 2023, and a wānanga with Papatipu Rūnanga in December, the planning team is currently drafting the issues and objectives for the new Regional Policy Statement – a ‘blueprint’ for promoting sustainable management of Waitaha’s resources. We will provide an update to the March Te Rōpū Tuia and hope to be able to share information more widely following the Council meeting and the Te Rōpū Tuia hui.

Community Engagement on the ECan Draft Long Term Plan (LTP) 2024-34

3.14    Community engagement on Environment Canterbury’s LTP will run from mid-March to the beginning of April, as a consultation phase. Ali Bower, Community Partnerships Coordinator at ECan, will discuss the option of an arranged community engagement session in early March, prior to the ECan LTP consultation, that the zone committee could consider hosting.

 

CWMZC 2021-2024 Action Plan

3.15    This update on the committee’s 2021-2024 Action Plan will focus on two discussion points.

3.15.1 The first will be on the committee’s approach to community engagement and will be led by Deputy Chair, Mike Patchett.

3.15.2 The second discussion point will be the committee’s preferred approach to, and ongoing support of, the Mahinga Kai Working Group.  

 

Christchurch City Council Updates

3.16    Christchurch City Council Draft Long Term Plan (LTP) 2024-34

3.17    CCC Senior Advisor, Diane Shelander, notes the City Council is in the process of finalising its draft 2024-34 Long Term Plan. Public consultation on the draft LTP will run from 13 March to 17 April.

3.18    The early feedback received from the Christchurch-West Melton and Banks Peninsula zone committees was provided to the relevant staff preparing the draft LTP, and associated documents, on 2 October 2023.

Avon-Heathcote Estuary Avifauna 2024

1.1.2   Review and amend, if needed, meeting dates and times and the committee’s preference for either a meeting; workshop; field trip; site visit or briefing.

3.   Report Te Pūrongo

The Zone Committee

3.1       The Christchurch West Melton Water Management Zone Committee is established under the auspices of the Local Government Act 2002 in accordance with the Canterbury Water Management Strategy 2009 (CWMS).

3.2       The Committee is a joint committee of Christchurch City Council, and Environment Canterbury.

3.3       The purpose of the Committee is to uphold the mana of the freshwater bodies within their zone by facilitating enduring land and water management solutions that give effect to the Canterbury Water Management Strategy vision, principles, and targets in their zone.

3.4       Committee functions include:

3.4.1   Facilitating community engagement and collaboration.

3.4.2   Facilitating the provision of advice through to councils and others contributing to freshwater management.

3.4.3   Enhancing delivery capability and coalition of the willing – working with stakeholders across all sectors to extend the resources available to implement the CWMS.

3.4.4   Progress annual reporting to the CWMS partners on progress towards delivery of the zone-specific priorities and CWMS target areas identified in the Committee’s Action Plan.

3.5       The purpose and functions of the Committee are fulfilled by preparing a Zone Committee Action Plan to cover a three-year period that focuses on 3 to 5 priorities.

3.6       The Committee does not have the authority to commit any council to any path or expenditure and its recommendations do not compromise the Council’s freedom to deliberate and make decisions.

3.7       The Committee does not have the authority to submit on proposed Resource Management or Local Government Plans.

 

Operating Philosophy

3.8       The Committee will always operate in accordance with the requirements of the Local Government Official Information and Meetings Act 1987 and Standing Orders of Territorial Authorities.

3.9       The Committee will observe the following principles:

3.9.1   Be culturally sensitive observing Ngāi Tahu tikanga.

3.9.2   Apply a Ki Uta Ki Tai (from the mountains to the sea) holistic approach that also enables cultural elements including mahinga kai philosophies held by mana whenua to be encompassed.

3.9.3   Consider and balance the interests of all water interests in the region in debate and decision making.

3.9.4   Work in a collaborative solution-focused approach using best endeavours to reach solutions that take account of interests of all sectors of the community.

3.9.5   Contribute knowledge and perspectives but not promote the views or positions of any interest or stakeholder group.

3.9.6   Promote a philosophy of integrated water management to achieve multiple objectives of the range of interests in water.

3.9.7   Seek consensus in decision-making. If neither unanimous agreement can be reached nor a significant majority view formed, in the first instance seek assistance from an external facilitator to further Committee discussions and deliberations. Where the Committee encounters fundamental disagreements, despite having sought assistance and exhausted all avenues to resolve matters, recommend that respective Councils disband them and appoint a new Committee.

 

Elections

3.10    Each year, the Committee shall appoint the Chair and Deputy Chair from the membership by simple majority. There is no limit on how long a person can be in either of these positions.

3.11    The current Chair is Annabelle Hasselman, and the Deputy is Mike Patchett.

 

Process to Elect a Chair and Deputy Chair

3.12    A local authority or a committee (if the local authority has so directed) must determine by resolution that a person be elected or appointed by using one of the following systems of voting:

3.12.1 [System A]; or

3.12.2 [System B].

3.13    System A

·   requires that a person is elected or appointed if he or she receives the votes of a majority of the members of the local authority or committee present and voting; and

·   has the following characteristics:

i. there is a first round of voting for all candidates; and

ii. if no candidate is successful in the round there is a second round of voting from which the candidate with the fewest votes in the first round is excluded; and

iii. if no candidate is successful in the second round there is a third, and if necessary subsequent round of voting from which, each time, the candidate with the fewest votes in the previous round is excluded; and

iv. in any round of voting, if 2 or more candidates tie for the lowest number of votes, the person excluded from the next round is resolved by lot.

3.14    System B

·   requires that a person is elected or appointed if he or she receives more votes than any other candidate; and

·   has the following characteristics:

i. there is only 1 round of voting; and

ii. if 2 or more candidates tie for the most votes, the tie is resolved by lot.

Meeting Dates and Times

3.15    The Committee will formally meet at least four times per annum and will hold workshops and host additional community engagement opportunities as required throughout the year. At times, the workload will be substantially higher.

3.16    The Committee can decide on the location of meetings to encourage greater engagement on issues in particular areas.

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an opportunity to acknowledge the contributions and farewell current Chair Annabelle Hasselman and community representative Clare Piper who are both stepping down from the committee at this meeting.
