Councillor Paul Dietsche (arrived 4.12pm) and Member Amber Moke (arrived 4.15pm) were delayed due to  extraordinary circumstances,  therefore the Chairperson, under Standing Order 7.5,  used their discretion to start the meeting at 4.12pm once a quorum had formed.

All members present opened the meeting with a Karakia Tīmatanga.

 

Member Amber Moke joined the meeting at 4.15pm.  The Chairperson welcomed Amber to her first Committee meeting.  Amber, Te Hapū  o Ngāti Wheke, outlined her areas of interest and expertise. Committee members and support staff introduced themselves.

 

The agenda was dealt with in the following order.

That the apologies for absence from Councillor Tyrone Fields, Rik Tainui, Jaleesa Panirau, and George Howden, be accepted.

2.   Declarations of Interest Ngā Whakapuaki Aronga

Ben Manson declared an interest in Item 9 – Whakaora ai te wai o Te Pātaka – Wairewa Integrated Catchment Mangement Plan funding application, and did not take part in any discussion or vote on this item.

3.   Updates from Banks Peninsula Zone Committee Members

Members highlighted events/meetings/issues relevant to the Zone Committee as follows:

·         Community planting days

·         Stormwater superhero events

·         Wairewa Catchment Group development

·         Canterbury Regional Policy Statement meetings

·         Sumner Resident Association community environmental networking event

·         Responding to public concerns regarding recreational water quality results

·         Little River Community breakfast event

·         Opportunities to link with Keep Christchurch Beautiful organisation (Tori Peden recently appointed as Coordinator)

·         Karen Banwell is retiring from her position with  Whaka – Ora Healthy Harbour

·         The Water Zone Committees triannual reports will be presented at the Christchurch City Council meeting 12 December 2023. The Zone Facilitator will circulate a copy of the report, and members are invited to attend the meeting to listen to the presentation. The meetings are livestreamed and recorded for those not able to attend.

·         Coastal Hazard Adaptation planning  - feedback closes on 10 December 2023.

·         Allandale community event  - predator control and buffer zone focus.

4.   Confirmation of Previous Minutes Te Whakaāe o te hui o mua

The Chairperson requested that item 4 of the minutes of the 19 September 2023 meeting include note that the Committee workshop scheduled on 15 August 2023 went ahead.

5.   Matters Arising from the Minutes  Ngā Kaupapa Huatau mai i te hui

         There were no matters arising from the minutes.

6.   Deputations by Appointment Ngā Huinga Whakaritenga

There were no deputations by appointment.

7.   Identification of Urgent Items by Committee Members Te Tautohu i ngā Take Nonoi nā ngā Mema Komiti

         There were no urgent items identified by the Committee.

8.   Identification of General Public Contributions Te Tautohu i ngā Tāpaetanga a te Hunga Tūmatanui

         There were no general public contributions.

9.   Recommendations for allocation of CWMS Action Plan Budget in Banks Peninsula Zone

 

Officer Recommendations

That the Banks Peninsula Water Management Zone Committee:

1.         Recommends that Environment Canterbury approves the expenditure for the following projects to the following organisations:

a.         $60,000 to Wairewa Rūnanga for Whakaora ai te wai o Te Pātaka, a collaborative approach to a Wairewa Integrated Catchment Management Plan, involving Wairewa Rūnanga and major landowners.

b.         $5,000 as the Committee’s contribution towards a joint project with Christchurch West Melton Zone Committee and Whaka-Ora Healthy Harbour to gather, document and share practical knowledge about erosion and sediment control and soil conservation on the Port Hills.

c.         $5,000 to Environment Canterbury Zone Delivery team for Wairewa native riparian planting assistance to landowners adjacent to Wairewa tributaries in lower catchment.

d.         $3,500 to Wainui Residents Association for Our Community Spaces, a project to restore and regenerate the habitat for native birds, fish and plants in the Wainui Stream catchment.

e.         $1,500 to Banks Peninsula Conservation Trust towards operational support.

That the Banks Peninsula Water Management Zone Committee:

Secretarial Note:

In order to continue to provide meaningful support to the Banks Peninsula Conservation Trust, the Committee resolution differed from the Officer recommendation as follows:

Reduced recommended funding allocation to

·                Wairewa Rūnanga $60,0000 – to $58,000

·                Environment Canterbury - Wairewa native riparian planting $5,000 to $4,000

·                Wainui Residents Association - Our Community Spaces $3,500 to $3,000

 

Increased recommended funding allocation to

·                Banks Peninsula Conservation Trust - operational support $1,500 to $5,000

 

 

10  Other Matters

 

a.       Committee Year End event – options were discussed. The Chair and Zone Facilitator will advise final arrangements.

b.      Akaroa and Bays Forum will be held on 5 December 2023 – with a focus on water quality.

c.       Canterbury Regional Policy Statement – the Committee will provide input, based on the priorities outlined in the Long Term Plan early input submission. A draft will be circulated to members for comment.

d.      Soil Conservation and Revegetation Programme – the Committee will consider if this is something it wishes to be involved in.

e.       Committee Membership– noting the refresh process, and  that the Chair and Deputy Chair appointments for 2024 will be addressed at the February 2024 meeting

f.        Chairperson thanks – the Chair thanked Committee members for their contributions during the year.

g.       Wairewa Catchment Group initiative – once this has been formally established, and funding agreements are in place a media release will be arranged.

 

Members closed the meeting with a Karakia/Whakamutunga.

 

Meeting concluded at 5.21pm.
