Secretarial note: Lyttelton Port Company Limited made a correction to their written submission when speaking to the Hearing Panel as follows (Attachment F):

“In our comments on page 10 in regard to Maps 6, 8 and 10, we stated in poorly expressed language that we sought to be excluded from the maps. This was not our intention, and it was included due to errors in reviewing the documents … We also wish to note the final comment on page 8 which is related is similarly withdrawn. The comments in the submission have caused hurt, and LPC wishes to acknowledge and apologise for that. LPC supports map 6 as it is in the draft spatial plan and seeks no changes to it. In relation to maps 8 and 10 LPC does believe it is important to acknowledge that strategic infrastructure may need to operate and develop in these locations, but this was not expressed in the appropriate manner, and we do not seek exclusion from those maps.”

The Hearings Panel considered and deliberated on the written and verbal submissions received and additional information provided by submitters and Council Officers.

2.   Declarations of Interest Ngā Whakapuaki Aronga

The Chair noted that, because of her involvement in the Selwyn District Plan Review process, and out of an abundance of caution, Councillor Reid will not participate in deliberation in relation to green field matters in the Spatial Plan. Councillor Reid’s possible conflicts of interest, and the Chair’s direction on their management, are recorded in the Conflicts of Interest Register.

 

3.   Consideration and Deliberation Ngā Whaiwhakaaro me Ngā Taukume o Ngā Kōrero

The Hearings Panel considered and deliberated on the written and verbal submissions received and additional information provided by submitters and Council Officers.

Secretarial note:

Councillor Edge took no part in the Hearing deliberations in relation to 4.5.3 Greenfield and Urban Sprawl in the Officers’ Report

Councillor Reid took no part in the Hearing deliberations in relation to the following sections of the Officers’ Report:

·         4.5.3 Greenfield and Urban Sprawl

·         4.5.4 Greenfield Opportunity and Sites and Areas

·         4.8.6 Business Development Capacity Assessment

·         4.12.3 National Policy Statement on Urban Development

At the conclusion of the Hearing the Chair thanked the Panel Members for their work and noted that the draft Hearing Panel’s Report to Greater Christchurch Partnership Committee would be provided to them shortly for their consideration.
