Road Closure Subcommittee

There were no apologies.

 

2.   Declarations of Interest / Ngā Whakapuaki Aronga

Member Faye Collins declared an interest it in item 3. Proposed Temporary Road Closures for Ara Graduation Parades – March 2021.

 

The Subcommittee was advised that item 7. Proposed Temporary Road Closures for the City 2 Surf 2021 has been withdrawn from the agenda.

 

3.   Proposed Temporary Road Closures for Ara Graduation Parades - March 2021

 

Subcommittee Comment

1.              The Subcommittee received an overview of the proposed road closures from the Traffic Management Coordinator, Temporary Traffic Management Team.

2.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures. This was supported by information provided by the Council’s Events Partnerships and Development Advisor in attendance.

3.              The Subcommittee was advised that the Council’s public notification and officer recommendations were incorrect, and indicated a shorter closure period than is proposed. The Subcommittee decision reflect the afternoon closure is between 1.20pm and 1.50pm, not 1.30pm to 1.50pm. The Subcommittee noted that the event organiser’s communication to residents and stakeholders included the correct timing.

1.         Receives the information in the report.

2.         Authorises the approval of the road closures of Worcester Boulevard between Rolleston Avenue and Cambridge Terrace, from 9.20am to 9.50am and from 1.20pm to 1.50pm Friday 26 March 2021.

5.   Proposed Temporary Road Closures for Electric Avenue Music Festival

 

Subcommittee Comment

1.              Yonny Yeung from Men@Work Traffic Management was in attendance for consideration of this item.

2.              The Subcommittee received an overview of the proposed road closures from the Traffic Management Coordinator, Temporary Traffic Management Team.

3.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures. This was supported by information provided the Council’s Events Partnerships and Development Advisor in attendance.

2.         Authorises the approval of the road closure of following roads from 10pm to 11:59 pm Saturday 27 February 2021:

a.         Armagh Street - Between Cranmer Square (West) to Park Terrace

b.         Park Terrace - From Bealey Avenue to Dorset Street

c.         Park Terrace From Chester Street West to Armagh Street

d.         Rolleston Avenue - From Armagh Street to Gloucester Street.

Subcommittee Comment

1.              Ted Pearce from Traffic Management NZ was in attendance for consideration of this item.

3.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures. This was supported by information provided by Ted Pearce and the Council’s Events Partnerships and Development Advisor in attendance.

2.         Authorises the closure of Rue Brittan, Akaroa. from Rue Jolie to 275m South of Woodhills Road  and Rue Brittan intersection - from 7am to 2pm Saturday 20 February 2021.

4.   Proposed Temporary Road Closures for Super Rugby 2021

 

Committee Comment

1.              The Subcommittee received an overview of the proposed road closures from the Traffic Management Coordinator, Temporary Traffic Management Team.

2.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures.

3.              The Subcommittee noted the error in the original staff recommendation and Council’s public notification with the date of 6 March, being a Saturday not a Sunday. This was corrected in the Subcommittee decision. The event organiser’s communication to residents and stakeholders included the correct day.

2.         Authorises the approval for the road closure of Jack Hinton Drive, from Whiteleigh Avenue to Twigger Street on the following dates and times:

a.         From 5.05pm to 9.35pm Saturday 6 March 2021

b.         From 5.05pm to 9.35pm Saturday 13 March 2021

c.         From 5.05pm to 9.35pm Friday 2 April  2021 (Good Friday)

d.         From 1.35pm to 6.05pm Sunday, 25 April 2021 (ANZAC Day).

Due to the nature of the competition the following dates and times are indicative and will be dependent on competition rankings:

e.         From 2.35pm to 7.05pm Saturday, 8 May 2021

f.          From 95 minutes prior to kick off on either Friday 14 May 2021, Saturday 15 May 2021, Friday 4 June 2021 or Saturday 5 June 2021.

3.         Authorise the approval for the road closure of Twigger Street, from Jack Hinton Drive to Lincoln Road on the following dates and times:

a.         From 5.35pm to 7.05pm and from 8.35pm to 9.35pm Saturday 6 March 2021

b.         From 5.35pm to 7.05pm and from 8.35pm to 9.35pm Saturday 13 March 2021

c.         From 5.35pm to 7.05pm and from 8.35pm to 9.35pm Friday 2 April 2021 (Good Friday)

d.         From 2.05pm to 3.35pm and from 5.05pm to 5.35pm Sunday, 25 April 2021 (ANZAC Day).

6.   Proposed Temporary Road Closures for the Pipers Valley Hillclimb

 

Subcommittee Comment

1.              The Subcommittee received an overview of the proposed road closures from the Traffic Management Coordinator, Temporary Traffic Management Team.

2.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures. The Subcommittee noted that specific closure times were not included in the written stakeholder communications, and were advised that event organisers met personally with most affected property owners regarding the proposed road closures.

3.              The Subcommittee requested that staff advise the event organiser to contact the holiday home owner and provide the full details of the road closure.

2.         Authorises the approval of the closure of Pipers Valley Road between Summit Road and SH75 Christchurch-Akaroa Road from 8am to 6pm Sunday 7 March 2021.

Note that staff have been requested to advise the event organiser contact the holiday home owner and provide the details of the proposed road closure.
