Road Closure Subcommittee

Simon Hodges, Team Leader Temporary Traffic Management Christchurch Transport Operations Centre and Chloe Marks, Events Partnerships and Development Advisor were in attendance.

 

3.   Proposed Temporary Road Closures for the Vantage Criterium Cycle Event 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closures from Teri Lloyd, Traffic Management Coordinator, Christchurch Transport Operations Centre. It was noted that the detour route was represented incorrectly on the map included in the agenda.

2.              Ted Pearce, Traffic Management NZ and Brooke Jones, Sports Promotions and Events Advisor with Council’s Events Partnerships and Development Team, were in attendance. Sarah Blake, the event organiser was present via telephone.

3.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures. Attendees responded to questions from Subcommittee members.

4.              The Subcommittee requested that the event organisers take the following actions:

-          Advise the Crossing and Hereford street carpark operators of the event and road closures.

-          Ensure safe operation of the pedestrian crossing on Rolleston Avenue.

-          Ensure safe operation of the right hand turn for the tram onto Rolleston Avenue.

-          Advise the three electric scooter companies operating in the central business district of the event and road closures and investigate any actions relating to the operation of scooters in the area.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closures, as detailed in resolution 3 subject to conditions below:

a.         That a Travel Demand Management (TMD) Plan is developed and delivered to aid in maintaining a viable and operational transport network during the Vantage Criterium event.

b.         That the Christchurch Traffic Operations Centre (CTOC) lead the establishment of a Major Events Operation Centre (MEOC) with the emphasis on maintaining a whole of network approach to maintaining access and capability across the city.

3.         Authorise the road closures for the Vantage Criterium Cycle Event, Proposed to be deployed from 10.00am to 9.00pm Sunday 17 November 2019.

b.         Cashel Street from Montreal Street to Cambridge Terrace

c.         Durham Street North from Armagh Street to Gloucester Street

6.   Proposed Temporary Road Closures for the New Brighton Fireworks Spectacular Event 2019

 

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closures from Teri Lloyd, Traffic Management Coordinator, Christchurch Transport Operations Centre. It was noted that the closure of Owles Terrace was not included in the map published in the agenda.

2.              Sarah Feray, Andrew Baker and Shanti Campbell from Council events teams in the Recreation, Sports and Events Unit where in attendance and responded to questions from Subcommittee members.

3.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures.

Subcommittee Comment

1.              The Subcommittee considered the report and received an overview of the proposed road closures from Teri Lloyd, Traffic Management Coordinator, Christchurch Transport Operations Centre.

2.              The Subcommittee received information provided by the event organiser on the communication and engagement undertaken on the proposed road closures.

3.              The Subcommittee added a resolution requesting the event organiser make contact with the Building and Consenting Unit regarding the buildings in the area of the road closures.

3.              Request that prior to sign off of the Traffic Management Plan staff seek confirmation that the event organiser, or their representative, has made contact with the Building and Consenting Unit and that any identified risks will be addressed in the health and safety plan for the event.
