After a brief overview by staff the following submitters were heard in support of their submission on Our district’s emissions targets.

 Staff presented  on their report and following some questions from the Committee, the Chair adjourned the meeting at 4.55pm to be reconvened at 1pm on Friday, 30 August 2019.

 

The Committee Reconvened on Friday, 30 August 2019 with the same members as on the 26th of August 2019 excluding Councillor Livingstone.

7.   Greenhouse Gas Emissions Targets for Christchurch

 

Committee Comment

The Committee was encouraged and inspired by the passion and knowledge of submitters and discussed the importance of Council staff working closely with all groups in the community to achieve the targets.

The Committee discussed the targets set out in the staff report noting that these are more ambitious than the proposed national targets and debated whether these could be further enhanced.

 

 

Staff Recommendations

That the Innovation and Sustainable Development Committee:

1.         Recommend that Council adopts the following targets for greenhouse gas emissions in Christchurch:

·    net zero greenhouse gas emissions by 2045 (excluding methane),

·    an interim target of a 50% reduction in greenhouse gas emissions by 2030 (from 2016/17 baseline levels, excluding methane),

·    at least a 45% reduction in methane emissions by 2045 (from 2016/17 baseline levels),

·    at least a 20% reduction in methane emissions by 2030 (from 2016/17 baseline levels).

2.       Recommend that Council:

a.        Develops a schedule of indicators to provide updates on achievement of these targets and that these be highly visible to the public.

b.        Develop communications, engagement and education initiatives to encourage climate friendly behaviours, and outline why we need to change and how we can.

c.         Following the request of the Cashmere-Spreydon Community Board, provide early climate change understanding information to community board and other elected members so they are well able to take a lead with their community on climate change initiatives.

d.        Seek a target for all Council owned companies to be net carbon neutral by 2030 for their activities (in line with the Christchurch City Council’s own target).

e.         Ensure that the Council’s procurement policy is proactive on emission reductions and ramps up the weighting for resource efficiency and greenhouse gas emissions  reduction quickly over the next 3 years.

f.          Explore the possibility of changing the District Plan to require more sustainable and energy efficient buildings.

g.        Explore carbon forestry offsets being predominantly indigenous planting and natural regeneration on Council-owned land.

h.        Note that the importance of  public transport was repeatedly mentioned in public submissions, and the desire for action in this area was very strongly voiced. This could include the often-voiced suggestion that Council should control public transport.

i.          Note that the Committee was encouraged and inspired by the passion and knowledge of submitters and wants Council staff to work closely with all groups in the community to achieve the targets.

j.          Note and recognise that the recommendations will build upon the existing climate change programme.
