3.     Proposed Road Closures associated with the Christchurch Marathon 2019

1.   Purpose of Report

1.1       The purpose of this report is to provide information to the Road Closure Sub Committee on the proposed road closures associated with the Christchurch Marathon 2019. Refer to the attached report, Attachment C, from the Christchurch Transport Operations Centre.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the Christchurch Marathon 2019 report

2.         Authorise the approval of the proposed road closures, as detailed in resolution 3. subject to conditions below:

a.         That a Travel Demand Management (TDM) Plan is developed and delivered to aid in maintaining a viable and operational transport network during the Marathon Event.

b.         Christchurch Transport Operations Centre (CTOC) to lead the operation of a Major Events Operations Centre (MEOC) with the inclusion of marathon organisers and appropriate key stakeholder organisations.

c.         CTOC to continue to develop and then accept the Traffic Management Plan, as appropriate, with no increase to the length, number or duration of road closures applied for.

3.         Approve road closures:

a.         Proposed to be closed from 4.00am to 9.00pm Sunday, 2 June 2019

i.          Kilmore Street between Durham Street North and Colombo Street

b.         Proposed to be closed from 5.00am to 2.00pm Sunday, 2 June 2019

3.   Key Points

3.1       Consultation as required by the Local Government Act 1974 was carried out through standard channels with the period of time allowing for objections to be received exceeding the minimum time period of one week.  The application was publicly notified on 12 April 2019 with objections closing on 29 April 2019.

3.2       The event organiser and their representatives have undertaken consultation, details of this will be will be provided directly to the Subcommittee.

3.3       One objection was received

3.4       This event has run successfully for the past three years without unreasonably impacting traffic.

3.5       Attachment C to this report, Christchurch Marathon 2019 CTOC Report, provides detailed information on the proposed road closures and associated operations for the Christchurch Marathon 2019. This assessment was done for the last four Marathons. For this year, the impact remains the same for the city as a whole. The impact on the CBD however, has reduced due to the change of the start and end location.
