7. Resolution to Include Supplementary Reports

1.       Background

1.1          Approval is sought to submit the following reports to the Road Closure Subcommittee meeting on 6 March 2019:

9.      Proposed Road Closures for LeRace Cycle Event 2019

1.2          The reason, in terms of section 46A(7) of the Local Government Official Information and Meetings Act 1987, why the reports were not included on the main agenda is that they were not available at the time the agenda was prepared.

1.3          It is appropriate that the Road Closure Subcommittee receive the reports at the current meeting.

2.       Recommendation

2.1          That the reports be received and considered at the Road Closure Subcommittee meeting on 06 March 2019.

8.     Proposed Road Closures Nitro Circus 2019

1.   Purpose of Report

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for Nitro Circus 2019.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the proposed closure of Jack Hinton Drive between Twigger Street and Whiteleigh Avenue, from 2pm to 7.30pm, Saturday 23 March 2019 and Twigger Street between Lincoln Road and Jack Hinton Drive, from 2.30pm to 4pm and from 5.30pm to 7pm, Saturday 23 March 2019.

 

3.   Key Points

3.1       Public consultation was carried out through the standard channels with the period of time allowing for objections to be received meeting the minimum time period of one week. The application was publicly notified on Tuesday 5 February 2019 with objections closing at 9am, Wednesday 13 February 2019.

3.2       At the time of writing this report, no objections had been received from public consultation.

3.3       This type of event, under this set up has run at this location previously with no known issues of note.

3.4       There is only one direct vehicle access way onto the section of Jack Hinton Drive proposed to be closed, Park Lane Retirement Village. This property has alternative access from Whiteleigh Avenue that will be unimpeded by the proposed closure.

3.5       The proposed closures include the closure of Twigger Street which has residential properties on it. Resident access is proposed to be maintained by way of a pass system where vehicle access will be maintained via the Wrights Road entry to the Stadium and Raceway complex when Twigger Street is closed. The proposed closures include a scheduled reopening of Twigger Street that facilitates resident access during events, until part way through the second half of the event, to reduce the restriction on access to Lincoln Road from Twigger Street. The reopening of Twigger Street was developed as a way to facilitate access for residents who were concerned with regards to restrictions imposed during the closure of Twigger Street. The deployment of staged closures and reopening has received favourable feedback from the residents of Twigger Street when deployed for other events already undertaken.

3.6       At the time of writing this report, the event organiser has indicated that they will be providing a record of any feedback received, from impacted parties, to the Subcommittee. This information will be provided in advance of the scheduled meeting or alternatively they may choose to present the information in person to the Subcommittee.

3.7       The Christchurch Transport Operations Centre supports the proposed closure, and does not believe the closure will unreasonable impact traffic.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for Le Race Cycle Event 2019.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closure of Cathedral Square, from Hereford Street to Worcester Boulevard, from 6am to 8:30am Saturday 23 March 2019

3.         Approve the road closure of Western Valley Road, from Christchurch to Akaroa Road (SH75) to 350 metres North of Christchurch to Akaroa Road (SH75), from 9:30am to 2pm Saturday 23 March 2019

 

3.   Key Points
