2.        Proposed Road Closures for Super Rugby Crusaders Home Games 2019

1.   Purpose of Report

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the Super Rugby Crusaders Home Games 2019.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.              Receive the information in the report.

2.         Approve the road closure of Jack Hinton Drive, from Whiteleigh Avenue to Twigger Street on the following dates and times:

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of one week. The application was publicly notified on Tuesday 5 February 2019 with objections closing Wednesday 13 February 2019.

3.2       No objections were received from public consultation.

3.3       There were requests received seeking information regarding turn movement restrictions on Lincoln Road, access to Show Place and Clarence Street. These issues are to be dealt with separately from the proposed closures as they are not directly linked to the closures and are part of the wider Traffic Management Plan(TMP). The respondents will be directly contacted by Vbase, or their Traffic Management provider, to discuss the wider TMP impacts.  

3.4       The purpose of the proposed closures is to facilitate public access and egress for Rugby Matches to be held at Christchurch stadium for the Super Rugby matches 2019.

3.5       Road closures for rugby matches have previously been approved by the Road Closure Subcommittee at this location in the proposed format.

3.6       There is only one direct vehicle access way onto the section of Jack Hinton Drive proposed to be closed, Park Lane Retirement Village. This property has alternative access from Whiteleigh Avenue that will be unimpeded by the proposed closure.

3.7       The proposed closures include the closure of Twigger Street which has residential properties on it. Resident access is proposed to be maintained by way of a pass system where vehicle access will be maintained via the Wrights Road entry to the Stadium and Raceway complex when Twigger Street is closed. The proposed closures include a scheduled reopening of Twigger Street that facilitates resident access during matches, after kick off until part way through the second half of matches, to reduce the restriction on access to Lincoln Road from Twigger Street. The reopening of Twigger Street was developed as a way to facilitate access for residents who were concerned with regards to restrictions imposed during the closure of Twigger Street. The deployment of staged closures and reopening has received favourable feedback from the residents of Twigger Street when deployed for other events already undertaken. 

3.8       To mitigate the impact of the proposed closure of Twigger Street, a drop off zone will be established on Lincoln Road between Lindores Street and Twigger Street when Twigger Street is closed.

3.9       The event organisers have contacted the local residents, via letter drop, to provide details of the proposed closures and to provide an opportunity to engage with them should residents have any issues. The event organisers will supply information to the Subcommittee regarding the feedback they have received.

3.10    The Christchurch Transport Operations Centre supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for the ARA Institute Graduate Parade. 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closure of Worcester Boulevard from Rolleston Avenue to Montreal Street, from 9.20am to 9.40am and from 1.20pm to 1.40pm on Friday, 29 March 2019.

 

3.   Key Points

3.1       Public Consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of one week. The application was publicly notified on 28 January 2019 with objections closing 5 February 2019.

3.2       No objections were received from public consultation.

3.3       This event has run at this location previously with no known issues of note.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for all the ANZAC Day Parades 2019 within the Christchurch area. The parade locations are as follows:

3.   Key Points

3.1       The purpose of these closures are to create a safe parade environment for attendees at the Anzac Parades and a safe operating environment for all road users.

3.2       Public consultation was carried out through standard channels with the period of allowing for objections to be received meeting the minimum time period of one week. The application was publicly advertised on Monday 28th January 2019 with objections closing on Tuesday 5th February 2019.

3.3       There were no objections received from public consultations.

3.4       All Events excluding, Sumner, have run at these locations previously with no major issues.

3.5       The location change proposed for the Sumner Anzac parade is to accommodate changes in the area due to removal of rock fall protection structures that were deployed after the Christchurch earthquakes. The event location is now proposed to be held at the “Commemorative Gates” on Wakefield Avenue, which have been reinstated post-earthquake. This location has a significantly reduced impact on road users and the wider community.

3.6       There has been a change to the timing, extension by 30 minutes, of the Lyttelton Anzac Day parade to allow for the congregation to disperse after the ceremony.

3.7       At the time of writing this report, the event organiser has indicated that they will be providing a record of any feedback received, from impacted parties, to the Subcommittee. This information will be provided in advance of the scheduled meeting or alternatively they may choose to present the information in person to the Subcommittee.

3.8       The Christchurch Transport Operations Centre supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

1.1       The purpose of this report is to provide the Road Closure Subcommittee with information to enable the Subcommittee to make a decision regarding the application for proposed road closures for Sea 2 Sky Triathlon 2019.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closure of Summit Road, from 15 metres North of Taylors Mistake Track to Major Hornbrook Track, from 9am to 11am Sunday 31 March 2019.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of one week. The application was publicly notified on 26 February 2019 with objections closing at 9am, 6 March 2019.

3.2       At the time of writing this report, no objections had been received from public consultation.

3.3       This event has run at this location previously with no known issues of note.

3.4       With the opening of Sumner Road, in the week prior to this event, Evans Pass Road and Sumner Road are proposed to remain open at all times during the event. A Manual Traffic Control facility is proposed to be deployed to manage event participants entering or exiting the closed sections of Summit Road, at Evans Pass.

3.5       At the time of writing this report, the event organiser has indicated that they will be providing a record of any feedback received, from impacted parties, to the Subcommittee. This information will be provided in advance of the scheduled meeting or alternatively they may choose to present the information in person to the Subcommittee.
