Councillor Hasson referred to the issue of the closure of water races in the Selwyn District, and about keeping the main Paparua water races open.  Discussion is required about the strategic water races and the reasons and importance of keeping these open.

Christchurch City Council Wellhead Programme

At this time Helen Beaumont, Programme Manager Water Supply for the Christchurch City Council provided a brief update to the Committee about the status of the Council’s wellhead programme of work and about the summer water conservation campaign for 2018.

8.   Stormwater Superhero Campaign Update

1.         The Committee discussed the idea of having a stall/display at the Riccarton Mall in late January 2019 and at the Estuary Fest relating to the stormwater superhero theme to share information with the community.

1.         Receive the update on the Stormwater Superhero Campaign.

2.         Confirm the Committee would like to host a stormwater superhero stall in the Riccarton Mall and at Estuary Fest in early 2019.

9.   Southern Christchurch Groundwater Quality Investigation Results

 

Committee Comment

1.         Lisa Scott and Carlos Rosado, ECan Groundwater Scientists, provided information on the results of the Southern Christchurch groundwater quality investigation conducted in 2017 across 42 wells.

2.         The Committee agreed this information should be provided to the Selwyn-Waihora Zone Committee.

3.         Staff will check any areas with elevated results and ensure that there are actions in place to address these.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the presentation and update on the results from the Southern Christchurch groundwater quality investigation.

2.         Support the recommendation to extend this groundwater quality investigation further west, up-gradient from the city.

10. Canterbury Water Management Strategy Fit for the Future Project

 

Committee Comment

1.         Olivia Smith provided a recap of the Fit for the Future project.

 

2.         Zone Committee members provided feedback on the proposed work programme for each targeted area.  Some initial feedback was also provided on the draft 2025 and 2030 targets and it was agreed that members could provide further feedback via email.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the information in the Canterbury Water Management Strategy Fit for the Future Project report.

2.         Provide views on what is needed to support delivery of the targets: are there gaps in the “Proposed Work Programmes (Attachment B) and who needs to do more (and what do they need to do?), as discussed.

3.         Continue to provide feedback on the draft CWMS goals for 2025 and 2030 by 30 November 2018.

11. Working Group Updates - 22 November 2018

 

Committee Comment

1.         The Working Group Update reports were taken as read.

 

2.         Suzanne Furkert tabled a document about copper free brake pads that can be distributed to mechanics.  This will be electronically forwarded to Committee members for information.

 

3.         Suggestion were made about placing an article in the AA magazine and having an education booklet about copper free brake pads.

 

4.         Suzanne referred to an issue of access being banned for one year on the Heathcote/Ōpāwaho River as noted in a Council press release.  Diane Shelander will investigate this matter.

 

5.         Discussion was held about dredging of the river occurring at the same time as the migration and spawning period of īnanga.  This matter will be followed up with the Christchurch City Council.

 

6.         A presentation was given by Suzanne titled “Heathcote/Ōpāwaho Drain or Recreation Resource”

Arapata Rueben informed the Committee that the Otukaikino River was voted the most improved river in New Zealand due to reductions in Phosphorus levels. He made particular mention of the hard work and commitment of Arthur Adcock at Christchurch City Council. The Committee have been invited to a fieldtrip in February with Councillors to see the work.

 

Arapata Reuben closed the meeting with a Karakia/Whakamutunga.

7.     Zone Committee Election of Chairperson, Deputy Chairperson and Regional Representative

1.   Purpose of Report

1.1       The purpose of this report is to outline the role of the Committee Chair, Deputy Chair and Regional Committee Representative of the Christchurch West Melton Water Management Zone Committee.

1.2       The Committee shall appoint the Chair and Deputy Chair from the membership by simple majority.  Nominations will be sought for these positions, as well as for the position of Regional Committee Representative.

2.   Staff Recommendations

That the Christchurch West Melton Water Management Zone Committee:

1.         Elect:

·        XXX as Chairperson for 2019

·        XXX as Deputy Chairperson for 2019

·        XXX as Regional Representative for 2019.

 

3.   Report

3.1       Chair and Deputy Chair

 

              The role of the Chair is to:

·    chair Zone Committee meetings;

·    liaise with the facilitator on Zone Committee work planning;

·    speak on behalf of the Committee and act as an advocate for it, including taking the primary responsibility for interaction with the media and representing the Committee at meetings with external parties. 

 

The role of the Deputy is to fill the above roles when the Chair is absent.

 

3.2       Regional Committee Representative

 

             The role of the Regional Committee Representative is to represent the Christchurch West Melton Water Management Zone Committee at and contribute to the working of, the Regional Committee. The Regional Committee provides a regional perspective on the Canterbury Water Management Strategy and meets four times a year, progressing work through its working groups (e.g. Biodiversity, Infrastructure).

 

          The Christchurch West Melton Regional Committee Representative is expected to report to the Regional Committee on matters raised by the Christchurch West Melton Zone Committee which are likely to be of regional interest/significance. The representative is also expected to update the Christchurch West Melton Zone Committee on the activities and deliberations of the Regional Committee.

9.     Immediate Steps Projects - Audits and Applications

1.   Purpose of Report

1.1       The purpose of this report is for the Christchurch West Melton Water Management Zone Committee to receive an update on progress with auditing existing Immediate Steps Biodiversity (IMS) projects and recommend the allocation of IMS funds to three biodiversity projects.

2.   Staff Recommendations

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the verbal update on progress with auditing existing Immediate Steps biodiversity projects.

2.         Recommend that funding be allocated from the 2018/2019 and 2019/2020 Immediate Steps Funds to three Immediate Steps project applications.

 

3.   Report

3.1       The IMS funding programme was launched in 2010 as part of implementing the Canterbury Water Management strategy. Alongside planning and other measures, this funding is used to contribute to aligning or reversing the decline in indigenous biodiversity associated with the increasing use of the water resources in Canterbury.

3.2       The Christchurch West Melton Zone Committee has $104,500 of Immediate Steps funding per year to allocate to projects to protect and restore biodiversity. In September 2018 the Zone Committee allocated $70,311 of the 2018/2019 IMS Fund to five projects:

3.2.1   Cashmere Stream Enhancement

3.2.2   Otukaikino Stream Enhancement -Clearwater section

3.2.3   Albert Stream Enhancement

3.2.4   Dry Grasslands Park – First Steps

3.2.5   Wairarapa Stream – Te Tuna Taone

3.3       Two of these projects, Okukaikino Stream Enhancement and Dry Grasslands Park, were three-year projects. In September 2018, the Zone Committee allocated funding to Year 2 and Year 3 of these two projects. This meant that a total of $32,700 was allocated from the 2019/2020 fund and $18,300 from the 2020/2021 funds.


 

 

3.4       The available funds for the Zone Committee to allocate at this meeting are listed in the below table:

3.5          On 18 March, the Biodiversity Working Group met to discuss the three project applications- refer to the below table and attached project summaries.

3.1       The Environment Canterbury Zone Delivery team is comprised on staff who work in the Christchurch West Melton zone to help deliver the Zone Committee priorities. The team includes a Land Management Advisor, Biodiversity Officer, Pollution Prevention Advisors and Compliance and Monitoring staff.

3.2       Steve Firth (Zone Lead) will be at the Zone Committee meeting to answer any questions relating to this report.  The committee will receive another update in May to cover the period January- May 2019.

1.   Purpose of Report

1.1       The purpose of this report is to provide the Christchurch West Melton Water Management Zone Committee with an opportunity to discuss the Christchurch City Council’s Draft Annual Plan 2019-20. 

1.2       The Draft Annual Plan is currently open for submissions, and closes on 1 April 2019.  Information is available on the Council’s website at:  https://www.ccc.govt.nz/the-council/consultations-and-submissions/haveyoursay/show/227

1.3       Committee members should consider if there are any matters they would wish the Elected Member to raise during the City Council’s Annual Plan deliberations.

 

2.   Staff Recommendations

That the Christchurch West Melton Water Management Zone Committee:

1.         Note the information in the report.

2.         Note any matters the Zone Committee would wish to have raised by the Zone Committee’s Elected Member representative during the Christchurch City Council’s Draft Annual Plan 2019‑20 deliberations.

3.   Report

3.1       The Christchurch City Council’s Draft Annual Plan emphasises water as the Council’s top priority, as noted in the Mayor’s Introduction to the Consultation document:

 

Prior to developing the LTP, we set a number of strategic directions to guide us. They remain an important touchstone for our focus:

 

•     Safe and sustainable water supply and improved waterways.

•     Enabling active citizenship and connected communities.

•     Maximising opportunities to develop a vibrant, prosperous and sustainable 21st century city.

•     Climate change leadership.

•     Informed and proactive approaches to natural hazard risks.

•     Increasing active, public and shared transport opportunities and use.

 

They were not listed in any particular order. However, I have set them out with safe and sustainable water supply at the top of the list. It is and remains our top priority.

3.3       Changes from the 2018-28 Long Term Plan in the Draft 2019-20 Annual Plan include:

•     additional operational costs for the global stormwater consent ($0.45 million)

•     additional operational costs for land drainage retention basin maintenance ($0.45 million)

•     additional operational costs for the water supply improvement programme ($0.35 million)

•     $3.4 million in capital costs for the Hot Salt Water Pools (retimed from 2017/18 to 2019/20 to complete the project)

•     $2.6 million into the 2020/21 capital programme for new water supply at Okains Bay, to replace the current, privately owned scheme

•     Proposed changes in levels of service, such as:

No decline, or an increase in programmed indigenous species at target sites (page 71 draft annual plan)

Deletion of Ministry of Health risk grading targets as the risk gradings are out of date (page 74 draft annual plan)

b)   Information on 2019 Omnibus Plan Change

In 2018, the Zone Committee, along with the other nine zone committees in Canterbury, were asked to provide feedback on any regionally significant topics that could be appropriate to include in the 2019 Omnibus Plan Change to the Canterbury Land and Water Regional Plan. An update on the proposed 2019 Omnibus Plan Change is attached to this paper.

 

 

c)   Update on Zone Committee Workshop and Recommendations

At the Zone Committee workshop on 28 February, members discussed priority actions for 2019. These actions have been incorporated into a DRAFT 2019 Action Plan for the Zone Committee. This plan is intended to provide direction and clarity for the committee in 2019 and will inform agenda items.  A copy of this DRAFT plan has been emailed to Zone Committee members for feedback. Members are invited to share any initial thoughts at the Zone Committee meeting.  An updated DRAFT will then be included in the agenda of the next meeting.

‘What’s Happening Under Your Feet’ Public Fieldtrips

Engaging and educating the public about our groundwater system is a priority for the zone committee. At the zone committee workshop in February, the committee supported the idea of hosting two fieldtrips with support from Centre of Freshwater Management, Christchurch City Council, Environment Canterbury

 

Two fieldtrips will be held on the 30th March and 6th April. Invitations have been circulated to the CWMS contact list, community boards, and through social media. It would be great to have some zone committee representatives on each fieldtrip. See attached advert.

 

Present an overview of the research on nitrate levels and colorectal cancer to the Waimakariri Zone Committee

It was suggested that it would beneficial for this issue to be raised with the CWMS regional committee, given the research is of regional interest/significance. The regional committee also includes a representative from the Waimakariri Zone committee and a representative from Community and Public Health.


Kevin Brown will present to the CWMS Regional Committee on the 9th April.

Invite Ngai Tahu Farming to present and overview of the on-farm Good Management Practices (GMP) they are doing.

An invitation has been sent to the General Manager for the Ngai Tahu Dairy to present to the ZC. ZC will updated on this.

 

Briefing on water bottling and groundwater allocation. Zone Committee members advised that it would be useful to have a briefing which included: info on CHCH aquifer system, how GW quantity is calculated, allocation under the RMA, current GW use.  

 

Information, including FAQ’s, has been circulated to the zone committee via email. An agenda item on this can take place at a future meeting or separate briefing.

2019 Zone Committee Working Group Membership

An email was circulated to ZC members with proposed changes to the number of working groups and current membership. Zone Committee members are encouraged to contact the facilitator to change membership/join a new group etc.
