4.   Public Forum

4.1  Bernie Calder – Dog Control

Bernie Calder, resident of Southshore, spoke on his concerns about dog control in his area. Mr Calder spoke about his own experiences and those of his neighbours in relation to dog attacks in his neighbourhood.

David East left the meeting at 4:46 p.m.

The Chairperson advised Mr Calder that the Board had arranged to meet with staff to discuss matters of dog control.

 

4.2  Kyle Sutherland and Evan Smith -  Avon-Ōtākaro Network (AvON)

David East returned to the meeting at 4:48 p.m.

 

Kyle Sutherland, community facilitator and Evan Smith representing Avon-Ōtākaro Network spoke on interim transitional use and activation of the Ōtākaro Avon River Corridor.

 

 

 

 

4.3  Colin Wood and Kim Sutton - Queenspark Community Trust

Colin Wood and Kim Sutton, local residents and members of the Queenspark Community Trust, spoke about the work of the Trust. This year they plan on fixing and rebuilding their core host building.

5.1

Aileen Trist, resident of Parklands spoke to her correspondence at item 7 regarding Taiora QEII. Aileen spoke on the need for toilet facilities closer to the hydrotherapy pool at Taiora:QEII.  Aileen voiced reasons as to why she believes it necessary and important to investigate the probability of having such a facility.

The Chairperson thanked Aileen for her deputation.

1.         Receive the information in the correspondence report dated 04 March 2019

2.         Endorse the contents of the Pre-adaptation in South New Brighton and Southshore document from Christchurch Coastal Residents United (CCRU) (primarily addressed to Regenerate Christchurch and the Council) and note that the Board request staff to organise a joint briefing of the Board, Council and CCRU to discuss the topic further

3.        Request urgent advice from staff on how toilet facilities can be added in close proximity to the hydrotherapy pool at Taiora:QEII, with the advice including feedback from the New Zealand Spinal Trust and the Disabled Persons Assembly

1.         Decline to hold Coastal-Burwood Community Board Community Pride Garden Awards in 2019      and certificates are posted out to recipients.

2.         Request staff contact the Christchurch Beautifying Association in relation to Community              Pride Garden Awards, including clarifying guide lines to be followed if a Community Board              elects not to hold the awards in any particular year.

Staff Recommendations 

That the Waitai/Coastal-Burwood Community Board:

1.         Receive the Waitai/Coastal-Burwood Community Board Area Report for March 2019.

2.         Convene the Coastal-Burwood Community Board Submission Committee to consider preparation of a submission on the Council’s Draft Annual Plan 2019/20 prior to 1 April 2019.

3.         Consider transferring additional funding from its 2018-19 Discretionary Response Fund to the 2018-19 Youth Development Fund.

11. Elected Members’ Information Exchange

Part B

11.1    Staff undertook to investigate if there are plans for the Wainoni Methodist Church land

11.2    Staff were requested to investigate the possibility of installing signage prohibiting motorcycles on the red zone portion of Southshore

11.3    Staff undertook to investigate if existing bins on the north and south ramps and  south of the pier could be replaced with seagull-proof or Big Belly bins

11.4    Staff undertook to seek an update on the Broad Park flying fox repairs

11.5    Staff undertook to establish the status of the Cygnet street drain project

11.6    The first of the new Pleasant Point Yacht Club buildings will be arriving on site shortly

11.7    The Board expressed appreciation of the recent South New Brighton Estuary Edge site meeting

11.8    The Avondale Residents’ Association has re-formed as the Avondale Neighbourhood Group
