The agenda was dealt with in the following order.

1.   Apologies

 There were no apologies.

 

2.   Election of Chairperson

 

Committee Resolved BLHP/2019/00002

It was decided that Deputy Mayor Andrew Turner be appointed Chairperson of the Hearings Panel .

4.   Staff Report to the Hearings Panel on Misty Peaks Reserve and Te Oka Reserve Draft Management Plans 2018

 

 

 

Staff Introduction

 

4.1       The Hearings Panel received a staff report and relevant attachments on the Misty Peaks Reserve and Te Oka Reserve Draft Management Plans 2018.  The report included submissions analyses completed from all submissions made during the consultation.

 

4.2       Derek Roozen presented his report regarding both Reserves to the Hearings Panel.

 

4.3       Philippa Upton provided a verbal presentation regarding the public consultation process.

 

5.   Volumes of Submissions

 

Hearings Panel Resolved BLHP/2019/00003

(Staff recommendation accepted without change)

That the Hearings Panel:

1.         Accept the written submissions included in the volumes of submissions.

3.   Declarations of Interest

Deputy Mayor Andrew Turner declared an interest in Item 6, as a member of the Rod Donald Trust.  He advised he had no involvement in the preparation of the Rod Donald Trust submissions and had not attended the Trust’s meeting when the submission had been discussed.


 

 

6.   Hearing of Submissions

The Hearings Panel received verbal submissions from the following submitters:

·         Friends of Banks Peninsula – Suky Thompson (Misty Peaks Reserve)

·         Francis Helps (Misty Peaks Reserve)

·         Jack Gibbs (Misty Peaks Reserve)

·         Theo Bunker for Te Kete o Wairewa Ltd (Te Oka Reserve)

·         Stuart Wright-Stow for The Little River Wairewa Community Trust  (Te Oka Reserve)

·         Suky Thompson for Rod Donald Trust (Misty Peaks and Te Oka Reserves)

             Apologies were recorded from submitters, Jan Cook (Misty Peaks Reserve) and Rachel Brown, Department of Conservation (Misty Peaks and Te Oka Reserves)

Additional information to support their submissions was received from the following submitters:

·         Theo Bunker for Te Kete o Wairewa Ltd

·         Suky Thompson for Rod Donald Trust

 

The meeting adjourned at 12.28pm and reconvened at 1.04pm.

 

7.      Hearings Panel Consideration and Deliberation

 

The Hearings Panel considered and deliberated on the Misty Peaks Reserve Draft Management Plan 2018.

The Hearings Panel conferred with staff as to matters it wished to be clarified coming out of the submissions, as:

·         Confirmation about the process of engaging with the relevant Rūnanga through Mahaanui Kurataiao Ltd

·         An issue relating to schedules to the CCC Dog Control Bylaw being able to be changed to enable access by dogs to the reserves.

 

The meeting adjourned at 2.33pm, to Wednesday, 13 March 2019 at 1.30pm, Civic Offices, 53 Hereford Street, Christchurch.

7.   Hearings Panel Consideration and Deliberation (continued)

 

Staff provided advice from questions that arose during the course of hearing of submissions and considered the written responses to these questions from the Council Officer, to be attached to the Hearings Panel report to the Banks Peninsula Community Board (the Board).

The Hearings Panel considered and deliberated on the Te Oka Reserve Draft Management Plan 2018.

 

 

The meeting adjourned to Monday 25 March 2019 at 3.30pm, Civic Offices, 53 Hereford Street, Christchurch.

7.   Hearings Panel Consideration and Deliberation (continued)

 

 

The Hearings Panel deliberated and formulated its recommendation to the Board after having considered the submissions and information received.

 

The Hearings Panel thanked staff and submitters for their contributions and work on these two Management Plans.

 

 

Hearings Panel Resolved BLHP/2019/00004

The Hearings Panel recommend that the Banks Peninsula Community Board:

1.         Approve the Misty Peaks Reserve Management Plan 2018 as amended, in the form attached (Attachment A).

 

2.      Authorise staff to make any typographical changes or to correct minor errors or omissions as the case may be to the Misty Peaks Reserve Management Plan 2018.

 

3.      Give public notice that copies of the Misty Peaks Reserve Management Plan may be inspected and obtained at the Council’s offices or on its website, without payment.

 

4.         Approve the Te Oka Reserve Management Plan 2018 as amended, in the form attached (Attachment B).

 

5.         Authorise staff to make any typographical changes or to correct minor errors or omissions as the case may be to the Te Oka Reserve Management Plan 2018.

 

6.         Give public notice that copies of the Te Oka Reserve Management Plan may be inspected and obtained at the Council’s offices or on its website, without payment.

 

7.         Request Council to consider a holistic, co-ordinated approach to the Banks Peninsula area including reference to, but not limited to, recreation, ecology and visitation.

 

Note that a number of submitters raised matters considered to be operational in nature, including relating to roading, parking, safety and toilets.
