Responsibilities

The Multicultural Subcommittee is responsible for:

·         Overseeing the implementation of the Christchurch Multicultural Strategy – Our Future together

·         Overseeing issues related to diverse communities throughout the city

·         Considering matters related to multicultural communities and sector providers

·         Receiving  regular updates from existing mandated community networks/forums via nominated representatives including:

-        The Multicultural Council – Nominated Representative

-        INFORM Network – Nominated Representative

-        CLING (Community Languages and Information Network Group)– Nominated Representative

-        Ethnic Leaders Forum- Nominated Representative

-        Multicultural Strategy Implementation Committee – Staff

·         Receiving deputations from individuals and ethnic communities (as and when appropriate via invitation or deputation), i.e. Muslim Building Bridges Group, Chinese New Year Committee, Indian Students’ Association etc

·         Supporting the activities of the Canterbury Regional Economic development - Newcomer work strand

Championing ethnic and cultural diversity across Council

At the close of the agenda no apologies had been received.

2.   Declarations of Interest

Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest they might have.

3.   Confirmation of Previous Minutes

That the minutes of the Multicultural Subcommittee meeting held on Monday, 3 December 2018  be confirmed (refer page 6).

4.   Public Forum

A period of up to 30 minutes may be available for people to speak for up to five minutes on any issue that is not the subject of a separate hearings process.

That the minutes of the Multicultural Subcommittee meeting held on Monday, 29 October 2018 be confirmed.

4.   Public Forum

Part B

4.1

Multicultural Council Update

Dr Surinder Tandon, President, and Audrey Davies, Treasurer, of the Multicultural Council highlighted the successes of the Multicultural Council, and planned activities for the New Year.  These included:

·        Achieved a membership of over 50 groups

·        Approximately 180 communities represented

·        Celebrating Race Relations Day

·        Arranged a global cricket event promoted to migrants/newcomers

·        Attended Waitangi Day celebrations in Kaiapoi.

 

Dr Tandon responded to questions.  He agreed to provide an introduction page about the Multicultural Council to be inserted into the Multicultural Strategy.

1.         Thanks Dr Tandon and Audrey Davies for their presentation.

 

2.         Requests the Principal Advisor to engage with the Multicultural Council to progress civic education sessions with ethnic communities, prior to the next Local Government elections.

5.   Deputations by Appointment

 

Patrick O’Connor of the PEETO Intercultural Development Trust addressed the meeting on cultural competency.  He acknowledged the efforts of the groups/organisations involved with this work, including in the Selwyn and Waimakariri districts.

1.         Thanks Patrick O’Connor, PEETO Intercultural Development Trust, for the presentation on cultural competency.

 

2.         Requests staff investigate welcoming signage across the organisation and report back to the Subcommittee.

 

3.         Acknowledges Patrick O’Connor’s significant contribution for the last 30 years to multicultural communities in Christchurch in recognition of his pending retirement from PEETO The Multicultural Learning Centre.

6.1

Japanese Society of Canterbury Update

Emiko Kuroda, President of the Japanese Society of Canterbury provided the meeting with an update on the Society’s activities, noting the challenging year with changes to membership.  Issues for the Society include support for single/aged people, continuing the Japanese language and culture, and locating venues for events.  Events have been held to share the culture, along with seminars for members.

1.         Thanks Emiko Kuroda of the Japanese Society of Canterbury for her presentation.

 

2.         Requests the Principal Advisor to engage with the Japanese Society for Canterbury about Civil Defence and other matters related to the Japanese Society activities.

6.2

Monitoring and Research Team Update

Aimee Martin and Kath Jamieson of the Council’s Monitoring and Research Team provided the meeting with an update on their activities relating to monitoring culture and diversity in Christchurch, and in particular on the 2018 Life in Christchurch Central City Survey and results.

Discussion followed the presentation about SCAPE public art, awareness raising, and possibly presenting to the INFORM Network on issues.

2.         Requests staff engage with ChristchurchNZ regarding initiatives that acknowledge and welcome newcomers to the city.

7.   Multicultural Report

 

Committee Comment

1.         The Principal Advisor provided Subcommittee members with a verbal update, covering:

a.         Multicultural Strategy implementation.  A copy of the implementation document will be provided to members.

b.         Refugee Resettlement for 2019.  Refugees will be arriving from 1 March 2019.  A sector mapping exercise is currently underway in preparation

c.         Opportunities to partner with neighbouring Territorial Local Authorities, following a meeting with the Mayor of Selwyn District Council, Mayor Lianne Dalziel and City Council staff on 13 November 2018.  For example joining the Welcoming Communities programme.  The Subcommittee discussed the need to use welcoming language. e.g. at Tūranga.  Discussion was held about where members of the community would access information about aquatic facilities for women’s swim sessions.  Staff will check how the Council’s Recreation, Sports and Events team is promoting this.

2.         Ask the Recreation, Sports and Events team how they are promoting the aquatic facilities for women’s swim sessions.
