2.        Proposed Road Closures Uno Loco Christmas Party 2018

1.   Purpose of Report

1.1       The purpose of this report is to provide information and seek authorisation from the Road Closure Subcommittee, with regards to proposed road closures for the Uno Loco Christmas Party 2018.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the closure of Poplar lane from 6 am Friday, 14 December 2018 to 8 am Sunday, 16 December 2018.

3.         Authorise the closure of Ash Street from Poplar Lane to Nurseryman lane from 6 am Friday, 14 December 2018 to 8 am Sunday, 16 December 2018.

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period allowing for objections to be received meeting the minimum period of one week. 

3.2       The application was publicly notified on 26 September 2018 with the period for receiving objections closing on 4 October 2018.

3.3       There were no objection received regarding the proposed road closures.

3.4       Road closures for this event, under a different event name, have previously been approved by the Road Closure Subcommittee at this location with no known issues regarding traffic movements in the area.

3.5       The event organisers have contacted residents and businesses via, letter drop/email, to provide details of the proposed closures and to provide an opportunity to engage with them should they have any issues.

3.6       The event organisers will supply information to the Subcommittee regarding any feedback they have received.

3.7       The Christchurch Transport Operations Centre supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

3.        Proposed Road closures for Diwali Festival 2018

1.   Purpose of Report

1.1       The purpose of this report is to provide information and seek authorisation from the Road Closure Subcommittee, with regards to proposed road closures for the Diwali Festival 2018.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the closure of Cathedral Square from Colombo Street to Chancery Lane, from 1 pm to 11 pm Saturday, 3 November 2018 and from 1 pm to 11 pm Sunday, 4 November 2018.

3.         Authorise the closure of Worcester Street from Oxford Terrace to Chancery Lane, from 1 pm to 11 pm Saturday, 3 November 2018 and from 1 pm to 11 pm Sunday, 4 November 2018

3.   Key Points

3.1       This event has not been held in this location before.

3.2       This event has previously been held at the Horncastle Arena in Addington. Due to the growing number of attendees, in previous years, the event organisers have expressed a desire to hold the event in the central city and to provide larger open space.

3.3       The event organisers originally proposed to close a much larger area of Cathedral Square, The Christchurch Transport Operations Centre (CTOC) was not able to support the proposed closures as originally submitted.  CTOC were concerned with the conflict of directing pedestrians along operational tram tracks in the same direction as the tram would be travelling. There were also concerns that the closures, originally proposed, would impact significantly on stakeholders in the area.

3.4       The event organisers, after discussions with CTOC, have altered their site configuration to not require the full closure of Cathedral Square as originally proposed.

3.5       Public consultation, of the revised closures, was carried out through standard channels with the period allowing for objections to be received meeting the minimum period of one week. 

3.6       The application was publicly notified on 26 September 2018 with the period for receiving objections closing on 4 October 2018.

3.7       There were no objection received regarding the proposed road closures.

3.8       Road closures for events of this impact have previously been approved by the Road Closure Subcommittee at this location with no known issues regarding traffic movements in the area.

3.9       The event organisers have contacted residents and businesses via, letter drop/email, to provide details of the proposed closures and to provide an opportunity to engage with them should they have any issues.


 

3.10    The event organisers will supply information to the Subcommittee regarding any feedback they have received.

3.11    CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

4.        Proposed Road Closure New Brighton Santa Parade

1.   Purpose of Report

1.1       The purpose of this report is to provide information and seek approval from the Road Closure Subcommittee to close roads associated with the New Brighton Santa Parade 2018.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closures associated with the New Brighton Santa Parade, from 9 am to 1 pm Saturday, 8 December 2018:

a.         Marine Parade, from Hood Street to Lonsdale Street

b.         Keppel Street, from #64 Keppel Street to Hawke Street

c.         Howe Street, from #36 Howe Street to Hawke Street

d.         Shaw Avenue, from #171 Shaw Avenue to Seaview Road

e.         Hawke Street, from Shaw Avenue to Marine Parade

f.          Seaview Road, from Hardy Street to Union Street

g.         Union Street, from Seaview Road to Beresford Street

h.         Brighton Mall, Entire length  

i.          Beresford Street, from Oram Avenue to Marine Parade.

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period allowing for objections to be received meeting the minimum period of one week. 

3.2       The application was publicly notified on 28 August 2018 with objections closing on 5 September 2018. There were no objections received.

3.3       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location with no issue.

3.4       At the Road Closure Subcommittee meeting held on 20 September 2018 the Subcommittee did not  consider this application due to the fact that no notifications had been undertaken to residents along the proposed route, only impacted businesses had been contacted initially.

3.5       The event organisers have subsequently contacted residents and businesses, to provide details of the proposed closures and to provide an opportunity to engage with them should they have any issues. At the time of writing this report, The Christchurch Transport Operations Centre had not been made aware of any issues raised by any residents or businesses with regards to the proposed road closures.

3.6       The event organisers will supply information to the Subcommittee regarding any feedback they have received and who they have been in contact with.

3.7       The Christchurch Transport Operations Centre supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

1.1       The purpose of this report is to provide information and seek approval from the Road Closure Subcommittee, with regards to the proposed road closures for the New Brighton Fireworks 2018.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Approve the road closures for the New Brighton Fireworks proposed to be deployed from 5pm to midnight Friday, 2 November 2018.

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period allowing for objections to be received meeting the minimum period of one week. 

3.2       Initially the application was publicly notified on 28 August 2018 with objections closing on 5 September 2018 for a Monday, November 5 2018 event date. There were no objections received during this period.

3.3       The date of the event has subsequently been changed to Friday, 2 November 2018 and the amended closure dates advertised on 26 September 2018 with the period for receiving objections closing on 4 October 2018.

3.4       There were no objections received regarding the proposed road closures.

3.5       Road closures for this event have previously been approved by the Road Closure Subcommittee at this location.

3.6       The event organisers have contacted residents, to provide details of the proposed closures and to provide an opportunity to engage with them should residents have any issues. At the time of writing this report, Christchurch Transport Operations Centre (CTOC) had not been made aware of any issues raised by the residents with regards to the proposed road closures.

3.7       The event organisers will supply information to the committee regarding any feedback they have received and who they have been in contact with.

3.8       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

1.1       The purpose of this report is to provide information and seek authorisation from the Road Closure Subcommittee, with regards to proposed road closures for the Christchurch Santa Parade 2018.

That the Road Closure Subcommittee:

2.         Authorise the closure of the roads listed below to enable the staging and preparation of floats participating in the Christchurch Santa Parade, From 8 am to 5:30 pm Sunday, 2 December 2018

c.         Ferry Road From Saint Asaph Street to Barbadoes Street

3.         Authorise the closure of the roads listed below to be used as the parade route for the Christchurch Santa Parade,  From 1 pm to 5:30 pm Sunday, 2 December 2018

3.   Key Points

3.1       This event has not been held in this location before.

3.2       Post-earthquake this event has previously been held on Riccarton Road and Wharenui Road was used as a staging and preparation area.


 

3.3       Due to desire to bring the event “Back into the city” for 2018, The Christchurch Children’s Christmas Parade Trust, their traffic management provider Fulton Hogan, The Christchurch City Council Events Development Team (CCC Events Team), The Christchurch Transport Operations Centre (CTOC) and Environment Canterbury Public Transport Operations have worked through various options within the city prior to agreeing on Madras Street as being the most practicable route for the proposed 2018 parade.

3.4       Public consultation was carried out through standard channels with the period allowing for objections to be received meeting the minimum period of one week. 

3.5       The application was publicly notified on 26 September 2018 with the period for receiving objections closing on 4 October 2018.

3.6       There were no objection received regarding the proposed road closures.

3.7       There have been enquiries to the CCC Events Team, including from Elected Members regarding the proposed route on Madras Street, querying whether Madras Street was the best route to use for the Santa Parade returning to the city. Council staff responded to the queries raised.

3.8       The event organisers have contacted residents and businesses, to provide details of the proposed closures and to provide an opportunity to engage with them should they have any issues.

3.9       The event organisers will supply information to the Subcommittee regarding any feedback they have received.

3.10    CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.
