The Committee received and considered correspondence from Kevin McEntee of Hirepool on Moorhouse Avenue relating to this item.

 

Committee Resolved PRSC/2018/00027 (Original Staff Recommendations Accepted without Change)

Part C

That the Parking Restrictions Subcommittee:

1.         Approves that any previous resolutions pertaining to parking or stopping restrictions made on the south side of Moorhouse Avenue, from its intersection with Falsgrave Street to its intersection with Waltham Road are revoked.

2.         Approves that the stopping of vehicles be prohibited at any time on the south side of Moorhouse Avenue commencing at its intersection with Falsgrave Street and extending in a westerly direction for a distance of 26 metres.

3.         Approves that the parking of vehicles be restricted to a maximum period of 60 minutes on the south side of Moorhouse Avenue, commencing at a point 26 metres west of its intersection with Falsgrave  Street and extending in a westerly direction for a distance of 54  metres.

4.         Approves that the stopping of vehicles be prohibited at any time on the south side of Moorhouse Avenue, commencing at a point 80 metres west of its intersection with Falsgrave Street and extending in a westerly direction for a distance of 27 metres.

5.         Approves that the parking of vehicles be restricted to a maximum period of 60 minutes on the south side of Moorhouse Avenue, commencing at a point 107 metres west of its intersection with Falsgrave  Street and extending in a westerly direction for a distance of 90 metres.

6.         Approves that the stopping of vehicles be prohibited at any time on the south side of Moorhouse Avenue commencing at a point 197 metres west of its intersection with Falsgrave Street and extending in a westerly direction to its intersection with Iversen Terrace.

7.         Approves that the stopping of vehicles be prohibited at any time on the south side of Moorhouse Avenue commencing at its intersection with Iversen Terrace and extending in a westerly direction for a distance of 20 metres.

8.         Approves that the parking of vehicles be restricted to a maximum period of 60 minutes on the south side of Moorhouse Avenue, commencing at a point 20 metres west of its intersection with Iversen Terrace and extending in a westerly direction for a distance of 53 metres.

9.         Approves that the stopping of vehicles be prohibited at any time on the south side of Moorhouse Avenue commencing at a point 73 metres west of its intersection with Iversen Terrace and extending in a westerly direction to its intersection with Waltham Road.

10.       Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions is/are in place (or removed in the case of revocations).

8.   Plymouth Lane - Parking and Stopping Restrictions

 

Committee Resolved PRSC/2018/00028 (Original Staff Recommendations Accepted without Change)

Part C

That the Parking Restrictions Subcommittee:

1.         Approves that any previous resolutions pertaining to parking or stopping restrictions made on any part of Plymouth Lane, from its intersection with Lichfield Street to its intersection with Cashel Street (City Mall) are revoked.

2.         Approves that pursuant to Clause 8 (1) (a) of the Christchurch City Council Traffic and Parking Bylaw 2017, that the part of Plymouth Lane as indicated as Area A in the attached drawing TG133414 Issue 1 Attachment A, dated 04/10/2018, is reserved as Loading Zone for Goods Vehicles Only, and that this zone be restricted for a maximum period of 5 minutes of loading /unloading. This loading Zone is to be used by authorised vehicles that are servicing properties or businesses that have direct access to Plymouth Lane only.

3.         Approves that the stopping of vehicles be prohibited at any time on any part of Plymouth Lane, except for the P5 Loading Zone indicated as area A in the attached drawing TG133414 Issue 1 Attachment A, dated 04/10/2018.

4.         Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions is/are in place (or removed in the case of revocations).

9.   Manchester Street, High Street to Cashel Street- P5 Loading Zone

 

Committee Resolved PRSC/2018/00029 (Original Staff Recommendations Accepted without Change)

Part C

That the Parking Restrictions Subcommittee:

1.         Approves that any previous resolutions pertaining to parking or stopping restrictions made on the west side of Manchester Street, from its intersection with Lichfield Street to its intersection with Cashel Street are revoked.

2.         Approves that the stopping of vehicles be prohibited at any time on the west side of Manchester Street, commencing at its intersection with Lichfield Street and extending in a northerly direction for a distance of 51 metres.

3.         Approves that a Loading Zone be restricted to a maximum period of five minutes and be created on the west side of Manchester Street, commencing at a point 51 metres north of its intersection with Lichfield Street and extending in a northerly direction for a distance of 12 metres. This restriction is to apply at all times.

4.         Approves that the stopping of vehicles be prohibited at any time on the west side of Manchester Street, commencing at a point 63 metres north of its intersection with Lichfield Street and extending in a northerly direction for a distance of 10 metres.

5.         Approves that the parking of vehicles be restricted to a maximum period of 60 minutes and controlled by Parking Meters, (including Pay and Display machines or any approved means of payment) on the west side of Manchester Street commencing at a point 73 metres north of its intersection with Lichfield Street, and extending in a northerly direction for a distance of 12 metres.  This restriction is to apply Monday to Thursday 9:00am to 5:00pm, Friday to Sunday 9:00am to 8:30 pm.

6.         Approves that the stopping of vehicles be prohibited at any time on the west side of Manchester Street, commencing at a point 85 metres north of its intersection with Lichfield Street and extending in a northerly direction to its intersection with Cashel Street.

7.         Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions is/are in place (or removed in the case of revocations).

10. Balfour Terrace - Additional P30 Parking

This report arose from the Subcommittee’s request at its last meeting for it when considering the report on “Balfour Terrace – Parking Opportunity Assessment”.

 

 

 

Committee Resolved PRSC/2018/00030 (Original Staff Recommendations Accepted without Change)

Part C

That the Parking Restrictions Subcommittee:

1.         Approves that any previous resolutions pertaining to parking restrictions made pursuant to any bylaw to the extent that they are in conflict with the parking restrictions described in this report are revoked.

2.         Approves under clause 7 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the stopping of vehicles be prohibited on the part of Balfour Terrace marked with broken yellow lines as indicated on the attached drawing TG133405 Issue 1, dated 02/10/2018.

3.         Approves under clause 8 of the Christchurch City Council Traffic and Parking Bylaw 2017, that the part of Balfour Terrace as indicated in the attached drawing TG133405 Issue 1, dated 02/10/2018, is reserved as a parking place for any vehicle, subject to the following restriction: the maximum time for parking of any vehicle is 30 minutes.

4.         Approves that these resolutions take effect when parking signage and/or road markings that evidence the restrictions is/are in place (or removed in the case of revocations).

11. Lichfield Street - Parking Restriction Update

 

Committee Resolved PRSC/2018/00031 (Original Staff Recommendations Accepted without Change)

Part C

That the Parking Restrictions Subcommittee:

1.         Approves that any previous resolutions pertaining to parking or stopping restrictions made on the south side of Lichfield Street, from its intersection with Colombo Street to its intersection with Durham Street North are revoked.

2.         Approves that the stopping of vehicles be prohibited at any time on the south side of Lichfield Street commencing at its intersection with Colombo Street and extending in a westerly direction for a distance of 74.5 metres.

3.         Approves that the parking of vehicles be restricted to a maximum period of 60 minutes and be reserved for vehicles with an approved disabled person’s parking permit, prominently displayed in the vehicle, in accordance with section 6.4(1A) of the Land Transport (Road User) Rule 2004.  This restriction to apply at any time and be located on the south side of Lichfield Street, commencing at point 74.5 metres west of its intersection with Colombo Street, and extending in a westerly direction for a distance of 14.5 metres.

4.         Approves that the stopping of vehicles be prohibited at any time on the south side of Lichfield Street commencing at a point 89 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of 50 metres.

5.         Approves that the parking of vehicles be restricted to a maximum period of five minutes on the south side of Lichfield Street commencing at a point 139 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of 19 metres. This restriction is to apply at any time.

6.         Approves that the stopping of vehicles be prohibited at any time on the south side of Lichfield Street commencing at a point 158 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of 17.5 metres.

7.         Approves that the parking of vehicles be restricted to a maximum period of five minutes on the south side of Lichfield Street commencing at a point 175.5 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of 13 metres. This restriction is to apply at any time.

8.         Approves that the stopping of vehicles be prohibited at any time on the south side of Lichfield Street commencing at a point 188.5 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of four metres.

9.         Approves that a loading zone restricted to the use of Goods Vehicles only, and further restricted to a maximum period of 5 minutes be installed on the south side of Lichfield Street commencing at a point 192.5 metres west of its intersection with Colombo Street and extending in a westerly direction for a distance of 13.5 metres.

10.       Approves that the stopping of vehicles be prohibited at any time on the south side of Lichfield Street commencing at a point 206 metres west of its intersection with Colombo Street and extending in a westerly direction to its intersection with Durham Street South.
