Responsibilities

The Multicultural Subcommittee is responsible for:

·         Overseeing the implementation of the Christchurch Multicultural Strategy – Our Future together

·         Overseeing issues related to diverse communities throughout the city

·         Considering matters related to multicultural communities and sector providers

·         Receiving  regular updates from existing mandated community networks/forums via nominated representatives including:

-        The Multicultural Council – Nominated Representative

-        INFORM Network – Nominated Representative

-        CLING (Community Languages and Information Network Group)– Nominated Representative

-        Ethnic Leaders Forum- Nominated Representative

-        Multicultural Strategy Implementation Committee – Staff

·         Receiving deputations from individuals and ethnic communities (as and when appropriate via invitation or deputation), i.e. Muslim Building Bridges Group, Chinese New Year Committee, Indian Students’ Association etc.

·         Supporting the activities of the Canterbury Regional Economic development - Newcomer work strand

·         Championing ethnic and cultural diversity across Council

Members are reminded of the need to be vigilant and to stand aside from decision making when a conflict arises between their role as an elected representative and any private or other external interest they might have.

3.   Confirmation of Previous Minutes

That the minutes of the Multicultural Subcommittee meeting held on Monday, 20 August 2018  be confirmed (refer page 6).

4.   Public Forum

A period of up to 30 minutes may be available for people to speak for up to five minutes on any issue that is not the subject of a separate hearings process.

 

It is intended that the public forum session will be held at approximately 9am.

Update from Family Violence Support Groups

The following organisations will provide the Multicultural Subcommittee with information on the support services they provide to the multicultural communities in the Canterbury region, in relation to family violence:

Councillor Chen welcomed everyone to the Multicultural Subcommittee meeting.  He shared information with the group about the following events:

 

·    Mokaa Exhibition, The land of opportunity: 125 years of Indians in Aotearoa, currently on display until 24 August 2018 on Level 1 of the Christchurch City Council

·    The Golden Ribbon Evening, part of China – New Zealand International Culture and Art Festival

·    Indian Independence Day flag raising ceremony

·    Refugee Resettlement programme announcement at Phillipstown Hub

Committee Decision

That the minutes of the Multicultural Subcommittee meeting held on Monday, 25 June 2018 be confirmed with the following amendments:

·    the addition of Councillor Phil Clearwater in attendance;

·    the recommendation at item 6.3, dates of the Mokaa photographic exhibition to be amended to read 13 to 24 August 2018.

6.1

Welcoming Communities Plan Update

Ilana Batchelor of the Ashburton District Council provided a Power Point presentation on the Ashburton District Council’s Welcoming Communities Plan, a two-year pilot programme running from July 2017 to June 2019.  The programme supports communities to become even more welcoming to newcomers – recent migrants, former refugees, international students, and New Zealanders returning from overseas or moving from regions.

Selwyn District Council

Jason Flewellen of the Selwyn District Council provided a Power Point presentation on the Selwyn District Council’s Welcoming Plan and Newcomers and Migrants Strategy that will be launched on 24 August 2018.  This project includes:

 

·      2017 Culture Fest celebrating Selwyn’s diversity

·      Meet your Street project

·      Show Me Selwyn project – a showcase of the towns of the Selwyn district

 

Ilana and Jason responded to questions from the Subcommittee members about their pilot programmes.

There was agreement reached between the parties that both District Councils and the Christchurch City Council would share information and invitations to future events relating to Welcoming Communities.

6.3

Hagley College – Update on Multicultural Centre

Thi Phan, Mike Fowler and Sarah Denny, of Hagley College provided a Power Point presentation and updated the Subcommittee on the Feasibility Study that Opus International Consultants had undertaken for Hagley College on a proposed multicultural centre in Otautahi. 

 

The Feasibility Study had been previously received by the Subcommittee at its meeting on 23 April 2018.  It is located on page 15 of that Multicultural Subcommittee agenda at the link below:

The Hagley College representatives responded to questions of clarification from the Subcommittee.

 

Discussion was held about the recent Council Long Term Plan decision to complete a Community Facilities Network Plan.  This Plan will investigate funding new and existing community facilities, including a possible multicultural centre.

Network Waitangi Otautahi

Katherine Peet of Network Waitangi Otautahi updated the Subcommittee on its activities and its support of the development of a Treaty-based multicultural New Zealand.  She referred to the resources available on Network Waitangi Otautahi’s website: http://www.nwo.org.nz/

7.   Multicultural Report

 

Committee Comment

The Committee acknowledged the recent passing of Riki Pitama.

1.         The Principal Advisor provided Subcommittee members with a verbal update, covering:

a.         Multicultural Strategy Implementation – an Implementation Working Group will be formed following the next INFORM network meeting

b.         Multicultural Strategy one year celebration - organisation of this event is continuing.  It will be held on 29 August 2018 from 5.30pm at the Council’s Civic Office

c.         Mokaa Exhibition – 125 years of Indian Settlement in New Zealand, a great exhibition that is currently on display on Level 1 of the Council’s Civic Office

d.         Heritage Strategy consultation

e.         INFORM network – the Office of Ethnic Communities will co-facilitate the next INFORM network meeting on 6 September 2018.

 

2.         Councillor Chen acknowledged the contribution by Claire Phillips in the role of Principal Advisor to the Multicultural Subcommittee.

 

 

3.         In response to a request, the Principal Advisor advised that the Subcommittee will be updated by the Council’s Recreation, Sports, Community Arts and Events Unit on any plans for the provision of aquatic facilities that will allow a range of different community groups to participate in an environment that maintains privacy, whilst still allows all health and safety obligations to be delivered.
