3.        Christchurch City Council - Draft Heritage Strategy 2019-2029, Draft Suburban Parking Policy, Earthquake Prone Buildings and Proposed Lincoln Road and Moorhouse Avenue Bus Priority Improvements

1.   Purpose of Report

1.1       The purpose of this report is for the Halswell-Hornby-Riccarton Community Board Submissions Committee to consider the preparation of Board submissions to the Council on the following:

·      Draft Heritage Strategy 2019-2029

·      Draft Suburban Parking Policy

·      Earthquake Prone Buildings

·      Proposed Lincoln Road and Moorhouse Avenue –Bus Priority Improvements

 

2.   Staff Recommendations

That the Halswell-Hornby-Riccarton Community Board Submissions Committee resolve to:

1.         Prepare Board submissions/feedback on its review of the Draft Heritage Strategy 2019-29, Draft Suburban Parking Policy, Earthquake Prone Buildings and Proposed Lincoln Road and Moorhouse Avenue Bus Priority Improvements.

2.         Note that given the consultation timeframes, the Submissions Committee will exercise its delegated authority to make submissions on behalf of the Board.

 

3.   Key Points

3.1       The Christchurch City Council is currently seeking feedback on its Draft Heritage Strategy 2019-2029, Draft Suburban Parking Policy, Earthquake Prone Buildings and Proposed Lincoln Road and Moorhouse Avenue Bus Priority Improvements.

3.2       Draft Heritage Strategy 2019-2029

The Council is seeking feedback on its Draft Heritage Strategy aimed at protecting and celebrating heritage in Christchurch and Banks Peninsula.

The purpose of the Strategy is to ‘weave’ together, strengthen and provide for all aspects of heritage and toanga tuku io (heritage) in Christchurch and on Banks Peninsula.

Feedback on the draft strategy began on 10 October 2018 and closes on 12 November 2018.

3.3       Earthquake Prone Buildings

The Council is seeking feedback on proposed strategic routes and high pedestrian and vehicular traffic areas in metropolitan Christchurch. These routes and areas will be used to prioritise the repair or demolition of earthquake-prone buildings. 

Feedback on the proposal opened on 15 October 2018 and closes on 15 November 2018.

3.4       Draft Suburban Parking Policy

The Council is seeking feedback on its Draft Suburban Parking Policy including managing suburban parking particularly on-street parking, to help prioritise public space and create safer and more people-friendly streets.

Feedback on the proposal commenced on 17 October 2018 and closes on 21 November 2018.

The previous Riccarton/Wigram Community Board submitted to the Council on this topic in 2016 and a copy of its submission at that time, is attached for information.

3.5       Proposed Lincoln Road and Moorhouse Avenue Bus Priority Improvements

The Council is seeking feedback on its proposed Lincoln Road and Moorhouse Avenue Bus Priority Improvements.

Feedback on the proposal began on 23 October 2018 and closes on 4 December 2018.
