1.   Purpose of Report

1.1       The purpose of this report is for the Waimāero/Fendalton-Waimairi-Harewood Community Board Submissions Committee to consider and, if appropriate, undertake the preparation of Board submissions to the Council on the following:

·     Draft Suburban Parking Policy

·     Draft Heritage Strategy 2019-2029

·     Earthquake Prone Buildings

 

2.   Staff Recommendations

That the Waimāero/Fendalton-Waimairi-Harewood Community Board Submissions Committee:

1.         Progress the preparation of Board Submissions to the Council on the Draft Suburban Parking Policy, Draft Heritage Strategy 2019-2029 and Earthquake Prone Buildings.

2.         Note that given the consultation timeframe, the Submissions Committee will exercise its delegated authority to complete and lodge a submission on behalf of the Board.

 

3.   Key Points

3.1       The Christchurch City Council is currently seeking feedback on its Draft Heritage Strategy 2019‑20299, Draft Suburban Parking Policy and Earthquake prone buildings.

3.2       Draft Heritage Strategy 2019-2029

The Council is seeking feedback on the draft Heritage Strategy aimed at protecting and celebrating heritage in Christchurch and Banks Peninsula.

The purpose of the Heritage Strategy is to weave together, strengthen and provide for all aspects of heritage and taonga tuku iho (heritage) in Christchurch and on Banks Peninsula.

Feedback on the draft Heritage Strategy opened on 10 October 2018 and closes on 12 November 2018.

Draft Suburban Parking Policy

The Council is reviewing how it manages suburban parking, in particular on-street parking, to help prioritise public space and create safer and more people friendly streets.  The consultation document includes draft policies to address the challenges with managing suburban parking.

The Policy is about developing a Christchurch-wide strategy on how to address the competing demands for public space in suburban streets and Council carparks.

Feedback on the draft Surburban Parking Policy opened on 17 October 2018 and closes on 21 November 2018.

3.3       Earthquake Prone Buildings

Christchurch Council is seeking feedback on proposed strategic routes and high pedestrian and vehicular traffic areas in metropolitan Christchurch.  These routes and areas will be used to prioritise the repair or demolition of earthquake-prone buildings.

At its meeting on 27 September 2018 the Council approved in principal the areas identified by staff as high traffic areas and strategic routes.  The community is now being asked out these routes and areas.

Feedback on the Earthquake Prone Buildings opened on 15 October 2018 and closes on 15 November 2018.
