4.   Public Forum

Part B

 

4.1          Biketober – Stuart Fleming and Chris Abbott

                            Stuart Fleming, Biketober volunteer and Chris Abbott, Secretary of Spokes Canterbury, spoke to their presentation regarding the Biketober initiative that begins on 6 October 2018 and sought the Boards support in promoting this popular event.

 

                The Chairperson thanked Mr Fleming and Mr Abbott for their presentation and assured them of their support.

 

Jamie Gough arrived at 4.40pm.

 

 

 

4.2          Northwood Residents Association – Clive Smith and Louise Wilson

                                      Clive Smith and Louise Wilson, addressed the Board on behalf of the Northwest Residents Association which is now within the Fendalton-Waimairi-Harewood ward boundaries.  Clive Smith spoke to their presentation which detailed the work and involvement of the association within the community of Northwood and Belfast.

                         The Chairperson thanked Clive Smith and Louise Wilson for their presentation and thanked them for their ongoing work within the Northwood community.

 

4.3       Wairarapa Stream - Colin and Valerie Averill

             Colin and Valerie Averill, of 74 Garden Road spoke to the Board of their concern regarding the increased water levels in the Wairarapa Stream as a result of weed growth and silting.  The higher water level has already caused flooding onto their property and has led to the death of a number of trees.  Colin and Valerie sought the Board’s support to have the weed removed to prevent damage to both their property and that of their neighbours and to lessen the loss of trees.

             The Chairperson thanked Mr and Mrs Averill for their presentation.

The Fendalton-Waimairi-Harewood Community Board decided to:

1.              Refer the issues raised in the Public Forum presentation by Colin and Valerie Averill to the appropriate staff for investigation, to take urgent action and to provide feedback to the Board on the solutions, including the reduction of weed and the removal of the silt build up.

8.   Fendalton-Waimairi-Harewood 2018-19 Discretionary Response Fund - Board Projects

 

Community Board Resolved FWHB/2018/00078 (Original Staff Recommendation accepted without change)

Part C

The Waimāero/Fendalton-Waimairi-Harewood Community Board resolved to:

1.         Allocate $8,000 from their 2018-19 Discretionary Response Fund towards the costs of staging Celebrate Bishopdale 2018.

2.         Allocate $12,000 from their 2018-198 Discretionary Response Fund towards the costs of staging Culture Galore 2019.

3.         Allocate $6,000 from their 2018-19 Discretionary Response Fund towards costs of staging various youth activities and events.

4.         Allocate $1,200 from their 2018-19 Discretionary Response Fund towards the costs of hosting bi‑monthly networking meetings.

5.         Allocate $3,500 from their 2018-19 Discretionary Response Fund towards the running of the 2019 Garden Pride Awards.

6.         Allocate $4,000 from their 2018-19 Discretionary Response Fund towards Neighbourhood Week 2018.

The Waimāero/Fendalton-Waimairi-Harewood Community Board resolved to:

1.         Approve the current criteria and establish the Fendalton-Waimairi-Harewood 2018-19 Youth Development Fund.

2.         Approve the transfer of $10,000 from the Fendalton-Waimairi-Harewood 2018-19 Discretionary Response Fund to the Fendalton-Waimairi-Harewood 2018-19 Youth Development Fund.

10. Applications to the Fendalton-Waimairi-Harewood 2018-19 Youth Development Fund - Gordon Scout Group and Dominic Wilson

1.         Approve the making of a grant of $1,050 ($150 each) from its 2018-19 Youth Development Fund to the Gordon Scout Group towards the costs of Melissa Coker, Alex Short, Mason Lory, Tacota Joines, Matthew Mccomish, Alex Mennie and Thomas James to attend the New Zealand Venturer Jamboree in Kaiwaka, from 31 December to 11 January 2019.

2.         Approve the making of a grant of $100 from its 2018-19 Youth Development Fund to Dominic Wilson towards participating in the Commonwealth Heads of Government meeting in Wellington, from 3 to 4 September 2018.

The Waimāero/Fendalton-Waimairi-Harewood Community Board resolved to:

1.    Approve the making of a grant of $150 from its 2018-19 Youth Development Fund to Mathew Anitelea Lolesio towards competing at the AIMS Games in Tauranga, from 9 to 14 September 2018.

2.    Approve the making of a grant of $500 from its 2018-19 Youth Development Fund to Holly Wratt-Groeneweg towards competing at the Amsterdam International Quadrangular Under 18 Girls Sevens Tournament, from 29 September to 14 October 2018.

3.    Approve the making of a grant of $200 from its 2018-19 Youth Development Fund to Nicole Marie Taylor towards competing at the Gymnastics NZ Rhythmic Nationals in Tauranga, from 1 to 6 October 2018.

1.         Approve the making of a grant of $1,000 from their 2018-19 Discretionary Response Fund to the Papanui Softball Club towards the Repair of Safety Nets at Papanui Domain.

2.         Approve the making of a grant of $1,000 from their 2018-19 Discretionary Response Fund to the St Marks Retired People's Fellowship towards the costs of their bus outings and activities.

13. 2018 Young Elected Members Hui - Board Member Attendance

 

 

The Board considered the opportunity for one Board Member to attend the 2018 Young Elected Members Hui and decided it would not send a representative to the event this year.

1.         Receive the information in the report.

2.         Approve the attendance of one interested Board member at the 2018 Young Elected Members’ Hui being held at the Devon Hotel in New Plymouth, from 15 to 17 November 2018.

1.         Receive the Waimāero/Fendalton-Waimairi-Harewood Community Board Area Report for September 2018.

2.         Receive for record purposes, the Fendalton-Waimairi-Harewood Community Board’s submissions on:

·     Alcohol Restrictions in Public Places Bylaw 2018;

·     Brothels (Location and Advertising of Commercial Sexual Services) Bylaw 2013;

·     Cemeteries Bylaw 2013;

·     Freedom Camping Bylaw 2015 - Akaroa;

·     Public Places Bylaw and Trading and Events in Public Places Policy 2018.

15. Elected Members’ Information Exchange

Members exchanged information on matters of interest including:

15.1    Avonhead Cemetery

             The Board requested that staff provide information regarding the possible installation of headstones in the lawn section of Avonhead Park Cemetery and that this information be included in the previously requested report on the options and costs related to changing the Cemetery facade and for consultation on a name change, that is to be presented to the Board at its December 2018 meeting.

15.2    Heavy Vehicle Ban

             The Board requested that staff provide an information memorandum on the viability of a heavy traffic ban for Roydvale Avenue (between Avonhead Road and Memorial Avenue), Avonhead Road (between Roydvale Avenue and Russley Road) and Hawthorndon Road, to its 3 October 2018 meeting.

15.3    Airport Business Park

             The Board requested that staff provide update on the  number of parking infringement notices issued in the area of the Airport Business Park.
