It was resolved on the motion of Robert Wynn-Williams, seconded by Debra Hasson  that Suzanne Furkert be appointed Acting Chairperson of the Christchurch West Melton Water Management Zone Committee for the meeting of 26 April 2018.

4.   Deputations by Appointment

       4.1  Ōpāwaho Heathcote River Network

 

Annabelle Hasselman, along with members of the Ōpāwaho Heathcote River Network, attended the meeting to present a Power Point about the Ōpāwaho Heathcote River Network and action to improve the health of the river.

That the Christchurch West Melton Water Management Zone:

 

1.                   Thank the Ōpāwaho Heathcote River Network for their deputation.

 

2.                   Write to the Christchurch City Council and Environment Canterbury about a structure to assist groups such as the Ōpāwaho Heathcote River Network, to be able to work more closely with the Christchurch City Council and Environment Canterbury through the Zone Committee, and investigation into the possibility of a single point of contact within the organisations for river related issues to assist these groups.

 

3.                   Request Zone Committee staff to make contact with the Ōpāwaho Heathcote River Network through the Biodiversity Working Group.

       4.2  Young Leaders

 

Two members of the “Smart Seeds” Young Leaders Group provided the Committee with an update about their challenge to provide a solution that gives urban residents the opportunity to recognise clean waterways.

1.       Thank the Young Leaders for their presentation.

 

2.       Support the Young Leaders in their project which aligns with the Zone Committee’s priorities of improving water qualities through behaviour change.

8.   Potential Future of the Selwyn District Council Water Race Network

 

Murray England of the Selwyn District Council presented a report on the potential future of the Selwyn District Council water race network.

1.         Receive the information in the report on the Potential Future of the Selwyn District Council Water Race Network.

Joint Committee Decision

That the Christchurch West Melton Water Management Zone Committee:

1.              Receive the information in the report on the Potential Future of the Selwyn District Council Water Race Network.

2.              Recommend Environment Canterbury and Christchurch City Council in their submissions to the Selwyn District Council note that the Zone Committee sees biodiversity and eco-stream health of the water races is a critical part of the health of the water, aquifer recharge and ensuring the continuance of springs and streams of the Christchurch waterways.

3.              Recognise existing ecological value of the water races and supports efforts to avoid any closures.

7.   Support for the Instigation of Otukaikino River Catchment Management Plan

 

Dr Belinda Margetts updated the Committee on the Ōtukaikino River Management Catchment Plan.

That the Christchurch West Melton Water Management Zone Committee:

1.         Receive the information in the Ōtukaikino River Catchment Management Plan report.

2.         Provide a letter of support from the Zone Committee and Ngāi Tūāhuriri to the joint Environment Canterbury/Christchurch City Council Water Management Issues Group for the instigation of the Ōtukaikino River Catchment Management Plan.

9.   Working Group Updates - 26 April 2018

 

The Working Group update reports were taken as read.

 

Kevin Brown spoke to a tabled document on the Canterbury Plains Grassland Park, A proposal to capture the experience and broad vistas of formerly extensive primeval grasslands, shrublands and woodlands on the Canterbury Plains.

 

Councillor Hasson departed at 7.25pm.

 

A letter dated 16 April 2018 from the Office of the Mayor of the Christchurch City Council relating to copper from vehicle brake pads – Christchurch waterways, was tabled and noted by the Committee.

12. Facilitator's Update - 26 April 2018

 

The following additional events and issues were noted:

·         Regenerate Christchurch will be holding a major public exhibition of the Ōtākaro Avon River corridor from 26 May to 30 June 2018 at 99 Cashel Street, Christchurch

·         A planting day at Koukourārata Marae for Peter Ramsden, date and time to be advised

·         Jetty maintenance required, photographs showed degraded jetties that create safety and access issues for river users.
