That the minutes of the Coastal-Burwood Community Board meeting held on Monday, 19 March 2018 be confirmed.

Part B

4.1       North East Secondary Education Committee (NESE)

Amanda Williams and Elissa Smith, representatives of NESE attended to update the Board on local education issues including the Ministry of Education’s current consultation on secondary school enrolment zoning.

After questions from members, the Chairperson thanked Amanda Williams and Elissa Smith for their presentation.

 

4.2       New Brighton Surf Life Saving Club

             Kelly Andrew representing the New Brighton Surf Life Saving Club attended to make a presentation to the Board on the proposed rebuild of their Club buildings adjacent to the proposed Hot Pools.

After questions from members, the Chairperson thanked Kelly Andrew for her presentation.

5.1       Ironwood Reserve

Geoff Smith of Birkdale Drive, spoke regarding his proposal for upgrading Ironwood Reserve as set out in his letter to the Board (refer Item 7 Correspondence).

Mr Smith advised that the reserve needed remediation as it is popular with the local children who use it to play cricket, football and rugby all year round. Mr Smith proposed that smoothing the ground out and adding a strip of artificial grass over asphalt surrounded by a reseeded grassed area would provide a more permanent solution.

After questions from members, the Chairperson thanked Mr Smith for his presentation.

2.         The Board decided to refer the issues raised in the correspondence from Geoff Smith about Ironwood Reserve to staff for consideration, with the outcome to be advised to the Board.

1.         Approve the installation of a bus shelter at the following locations:

a.         21 Inwoods Road (Attachment A),

b.         242 Wainoni Road (Attachment B), and

c.         284 Wainoni Road (Attachment C).

9.   Coastal-Burwood Community Board Discretionary Response Fund 2017/18 New Brighton Project Incorporated Professional Development and Children's Entertainment

1.         Approves a grant of $752 to New Brighton Project, $502 towards attending the Volunteering NZ Managing Volunteers Certificate and $250 towards the purchase of a bell drum.

That the Coastal-Burwood Community Board:

1.         Approve a grant of $2,000 to Keep Christchurch Beautiful for Bryan and Colleen Fairbairn as a contribution towards their voluntary red zone maintenance project.

1.         Approve a grant of $2,425 to South Brighton Kidsfirst Kindergarten towards their shade structure project.

Staff Recommendations 

That the Coastal-Burwood Community Board:

1.         Receive the Coastal-Burwood Community Board Area Report for March 2018.

2.         Consider items for inclusion on Newsline that are Council projects that have not already been included in the Board’s report to Council.

3.         Consider items for inclusion in the Board report to the Council.

4.         Approves a grant of up to $500 from the 2017/18 Discretionary Response Fund towards the cost of ANZAC Day 2018 wreaths and determines the locations for wreath laying and who will represent the Board at those locations.

1.         Receive the Coastal-Burwood Community Board Area Report for March 2018.

3.         Consider items for inclusion in the Board report to the Council.

4.         Approve a grant of up to $500 from the 2017/18 Discretionary Response Fund towards the cost of ANZAC Day 2018 wreaths;  determines the Board representatives and locations for wreath laying to be New Brighton (Kim Money, David Est and Tim Sintes), Aranui (Tim Baker) and Burwood (Glen Livingstone and Linda Stewart).

5.         Approves a grant of up to $200 from the 2017/18 Discretionary Response Fund to Burwood All Saints Church to assist with the cost of a morning tea for the ANZAC Day 2018 commemorative event.

6.         The Board requests an urgent safety review on the removal of Flag Iris by mechanical means in areas in the Avon River adjacent to Kerrs Reach to improve craft safety.

7.         In considering both the South New Brighton Estuary Tree Report Stage 1 and the trees                 recently removed at Rawhiti Domain, the Board noted its concern at what appears to be a    disparity in the assessments, and therefore requests:

             7.1          That staff be asked to provide a peer review of the Rawhiti Domain and the South                                          Brighton arborists’ reports, including a site visit to both sites by the Board and                                             arborists.

             7.2          The Board also requests copies of the Terms of Reference and letters of                                               engagement for the two Arboriculture firms who undertook the Rawhiti Domain                                                and the South Brighton tree assessments.
