2.   Confirmation of Previous Minutes

Committee Resolved CWZC/2018/00010

Committee Decision

That the minutes of the Christchurch West Melton Water Management Zone Committee meeting held on Thursday, 22 February 2018 be confirmed, subject to the following additions and alterations:

Item 6 – Identification of General Public Contributions – An addition that a member of the public did wish to raise an item.

Item 8 – Waimakariri Wells Project Results and Way Forward – A mixture of public zone committee meetings, public meetings and zone committee workshops are used, the same as the Ashburton Zone Committee and Hinds, and other processes.

Page 6 – Zone Committee Annual Report 2017 – the final line should be amended to reflect the Joint Committee Decision that the Committee agreed to write to the three Councils, Christchurch City, Selwyn District and Environment Canterbury, to recommend at the Local Government New Zealand Conference on 15 July 2018 a remit about Government bringing in legislation for the use of copper free brake pads.

7.   Urban Eel - Te Tuna Tāone Project

 

A presentation on the Urban Eel – Te Tuna Tāone Project was given by Sophie Allen and Emerson Yeoman of the Working Waters Trust, supported by Matt Stanford and Toni Watts from Enviroschools Canterbury.   The Working Waters Trust would be applying to the Immediate Steps programme and they asked the Committee for support by individually submitting in support for the Christchurch City Council’s proposed Community Water Partnership, and to share the project with others and keep in touch with ideas and priority sites.  Les Wanhalla suggested asking Environment Canterbury to reintroduce lending stormwater grate paint stencils, to indicate they go to rivers.

8.   Christchurch Enviro Hub

 

Sophie Allen, Implementation Manager for the Christchurch Enviro Hub, along with a Trustee in support, presented on the Christchurch Enviro Hub concept, a centrally-located home for environmental organisations.  Sophie responded to questions from the Committee about the project and agreed that existing community buildings could be considered.  The Committee agreed to support the approach of the Christchurch Enviro Hub.  Sophie also encouraged the Zone Committee to get involved by liking on Facebook, joining the Trust, or getting the newsletter.

1.              Receive the information in the Christchurch Enviro Hub report.

2.         Support the Christchurch Enviro Hub concept funding bid to the Environment Canterbury Long Term Plan.

9.   Styx River Living Laboratory Trust

 

Hugh Thorpe, Styx River Living Laboratory Trust, gave a presentation about the Styx River and its tributaries.  This included detail about projects, e.g. Nunweek Park, Smacks Creek, Styx Mill Conservation Reserve and Redwood Springs.  Mr Thorpe responded to questions from the Committee.  He explained that the Trust was an advocacy group and comprised members from all over the city.  It assisted wherever possible and engaged with industry, e.g. NZTA on realignment work.  He noted that better publicity of the Trust was needed.

10. Cultural Historical Perspective Freshwater Species

 

In Arapata Reuben’s absence, this item was deferred to the next meeting.

 

11. Freshwater Species

 

Dr Belinda Margetts, Waterways Ecologist for the Christchurch City Council presented a Power Point on Freshwater Species of Christchurch City Waterways.  This outlined the main river catchments, and included information about biota, invertebrates and fish, found in the main catchments, and the state of health of that biota.  She responded to questions raised at the meeting.

Communication and Engagement Working Group – Jackie Curtis added that an information page on copper free brake pads had been placed on the ECan and CWMS websites and shared with the other councils, and that postcards and posters have been prepared.

 

Regional Committee – Les Wanhalla’s Regional report will be distributed via email.
