28 Resolution to Include Supplementary Reports

1.       Background

1.1          Approval is sought to submit the following report to the Council meeting on 08 March 2018:

29.   Changes to LTP 2018 Consultation Document

1.2          The reason, in terms of section 46A(7) of the Local Government Official Information and Meetings Act 1987, why the report was not included on the main agenda is that it was not available at the time the agenda was prepared.

1.3          It is appropriate that the Council receive the report at the current meeting.

2.       Recommendation

2.1          That the report be received and considered at the Council meeting on 08 March 2018.

1.   Purpose and Origin of Report

Purpose of Report

To present an amended Consultation Document that includes an additional question on Christchurch NZ Funding and a further report from the Auditor General dated 8 March 2018.

Origin of Report

1.1       This report is staff generated.

 

2.   Staff Recommendations

That the Council:

1.         Confirms the authority of the Deputy Mayor and Chief Executive to sign an updated letter of representation to Audit NZ (Appendix A).

2.         Receives the updated Auditor-General’s report issued under s.93C(4) of the Local Government Act (LGA) 2002 (Appendix B).

3.         Adopts the amended Consultation Document (Appendix C) for consultation, including the Auditor-General’s report.

3.   Key Points

 

3.1       Following the earlier adoption of the draft Consultation Document, Council agreed to include a question in the Consultation Document on potential additional funding for ChristchurchNZ.

3.2       This question asks for public feedback on the Council providing additional funding to ChristchurchNZ so that it can bid for major events on behalf of the city, support new events through sponsorship and test feasibility of new concepts (refer page 11 and 58 of Appendix A).

3.3       The Chairperson of the Audit & Risk Committee has reviewed the additional question and noted that it does not have a budget impact. Any budget impact would be assessed after consultation and submissions have been received and if the Council is considering making provision for the funding in the Long Term Plan.

3.4       The Office of Auditor-General recommends that the appropriate course of action is that Council should resolve to adopt the amended Consultation Document. This is reflected in the staff recommendations above.

3.5       Legal advice was sought from Simpson Grierson on the process for adopting the amended Consultation Document.
