Warren Begley presented a deputation on his own behalf as a local resident in respect of Item 9: CBD Loading and Short Stay Parking Changes, and relating specifically to the proposed installation of a loading zone on Cambridge Terrace. Mr Begley presented his contextual experience and concerns around noncompliant parking practices being engaged in by certain tour buses operating in the area.

1. The Subcommittee accepted the Staff Recommendations, but, having regard to the deputation presented by Warren Begley on this item, added a new resolution 3 requesting that staff intensify enforcement on the part of Cambridge Terrace Mr Begley is concerned with in light of the regular infringements he reported and photographed. The Subcommittee recognised the rationale for the Staff Recommendations in respect of the proposed loading zone on Cambridge Terrace and so approved it, but added a further request for a staff report in the first quarter of 2018 on how the area is operating, which will allow any concerns, such as those of Mr Begley, to be considered. 

That the Parking Restrictions Subcommittee: Cambridge Terrace (Attachment B) 1. Approve that all existing parking and stopping restrictions currently located on the south side of Cambridge Terrace commencing at a point 207 metres northwest (following the kerb line) from its intersection with Montreal Street and extending in a westerly direction for a distance of 12 metres be revoked 2. Approve that a loading zone restricted to a maximum period of 5 minutes at any time be installed on the south side of Cambridge Terrace commencing at a point 207 metres northwest (following the kerb line) from its intersection with Montreal Street and extending in a westerly direction for a distance of 12 metres. Welles Street (Attachment C) 3. Approve that all existing parking and stopping restrictions currently located on the south side of Welles Street commencing at its intersection with Manchester Street and extending in a westerly direction for a distance of 72 metres be revoked. 4. Approve that the stopping of vehicles be prohibited at all times on the south side of Welles Street commencing at its intersection with Manchester Street and extending in a westerly direction for a distance of 8 metres 5. Approve that the stopping of vehicles be prohibited at all times on the south side of Tuam Street commencing at a point 55 metres east of its intersection with Madras Street and extending in an easterly direction for a distance of 10 metres. 12.
