Part B

Warren Begley presented a deputation on his own behalf as a local resident in respect of Item 9: CBD Loading and Short Stay Parking Changes, and relating specifically to the proposed installation of a loading zone on Cambridge Terrace. Mr Begley presented his contextual experience and concerns around non-compliant parking practices being engaged in by certain tour buses operating in the area.

9.   CBD Loading and Short Stay Parking Changes

 

Committee Comment

1.              The Subcommittee accepted the Staff Recommendations, but, having regard to the deputation presented by Warren Begley on this item, added a new resolution 3 requesting that staff intensify enforcement on the part of Cambridge Terrace Mr Begley is concerned with in light of the regular infringements he reported and photographed. The Subcommittee recognised the rationale for the Staff Recommendations in respect of the proposed loading zone on Cambridge Terrace and so approved it, but added a further request for a staff report in the first quarter of 2018 on how the area is operating, which will allow any concerns, such as those of Mr Begley, to be considered. 

 

Staff Recommendations 

That the Parking Restrictions Subcommittee:

Cambridge Terrace (Attachment B)

1.         Approve that all existing parking and stopping restrictions currently located on the south side of Cambridge Terrace commencing at a point 207 metres northwest (following the kerb line) from its intersection with Montreal Street and extending in a westerly direction for a distance of 12 metres be revoked

2.         Approve that a loading zone restricted to a maximum period of 5 minutes at any time be installed on the south side of Cambridge Terrace commencing at a point 207 metres northwest (following the kerb line) from its intersection with Montreal Street and extending in a westerly direction for a distance of 12 metres.

Welles Street (Attachment C)

3.         Approve that all existing parking and stopping restrictions currently located on the south side of Welles Street commencing at its intersection with Manchester Street and extending in a westerly direction for a distance of 72 metres be revoked.

4.         Approve that the stopping of vehicles be prohibited at all times on the south side of Welles Street commencing at its intersection with Manchester Street and extending in a westerly direction for a distance of 8 metres

5.         Approve that a loading zone restricted to the use of Goods Vehicles only and further restricted to a maximum period of 5 minutes at any time be installed on the south side of Welles Street commencing at a point 23 metres west of its intersection with Manchester Street and extending in a westerly direction for a distance of 7 metres.

6.         Approve that the parking of vehicles be restricted to a maximum period of 5 minutes at any time on the south side of Welles Street commencing at a point 30 metres west of its intersection with Manchester Street and extending in a westerly direction for a distance of 6 metres.

Tuam Street (Attachment D)

9.         Approve that all existing parking and stopping restrictions currently located on the south side of Tuam Street commencing at a point 43 metres east of its intersection with Madras Street and extending in an easterly direction for a distance of 84 metres be revoked.

10.       Approve that a loading zone restricted to a maximum period of 5 minutes at any time be installed on the south side of Tuam Street commencing at a point 43 metres east of its intersection with Madras Street and extending in an easterly direction for a distance of 12 metres.

11.       Approve that the stopping of vehicles be prohibited at all times on the south side of Tuam Street commencing at a point 55 metres east of its intersection with Madras Street and extending in an easterly direction for a distance of 10 metres.

12.       Approve that the parking of vehicles be restricted to a maximum period of 5 minutes at any time on the south side of Tuam Street commencing at a point 65 metres east of its intersection with Madras Street and extending in an easterly direction for a distance of 6 metres.

Committee Comment

The Subcommittee accepted the Staff Recommendations without change, other than updating that the Infrastructure, Transport and Environment Committee considered the traffic controls relating to the Avon River Precinct: Victoria Square - Armagh and Colombo Streets as per paragraph 5.6 of the report on 13 December 2017.

That the Parking Restrictions Subcommittee:

1.         Approve the following, subject to the Council approving the traffic controls relating to the Avon River Precinct: Victoria Square - Armagh and Colombo Streets, as per paragraph 5.6 of the report:

a.         Approve that all parking and stopping restrictions currently located on the north side of Armagh Street commencing at a point 111 metres east of its intersection with Durham Street North and extending in an easterly direction to a point 22 metres east of its intersection with Colombo Street be revoked.

b.         Approve that all parking and stopping restrictions currently located on the south side of Armagh Street commencing at its intersection with Oxford Terrace and extending in an easterly direction to a point 48 metres east of its intersection with Colombo Street be revoked.

3.         Note that any changes to the project design or traffic controls referred to in paragraph 5.6 of the report that result from the recommendations to the Council of the Infrastructure, Transport and Environment Committee or otherwise do not affect the Subcommittee’s above approvals to the extent the changes still allow the parking and stopping restrictions to be installed where approved.

2.         Approve that all existing parking and stopping restrictions currently located on the north east side of Cathedral Square commencing at its intersection with Gloucester Street and extending south and south east (following the kerb line around into Cathedral Square) for a distance of 151 metres be revoked.

15.       Approve that a Loading Zone (Goods Vehicles Only) be installed on the south side of Southwark Street commencing at a point 146 metres west of its intersection with Madras Street and extending in a westerly direction for a distance of 5 metres.

16.       Approve that the stopping of vehicles be prohibited at all times on the south side of Southwark Street commencing at a point 151 metres west of its intersection with Madras Street  and extending in a westerly direction for a distance of 80 metres to its intersection with Manchester Street.

17.       Approve that the stopping of vehicles be prohibited at all times on the north side of Allen Street commencing at its intersection with Manchester Street  and extending in an easterly direction for a distance of 57 metres.

18.       Approve that the parking of vehicles be restricted to a maximum period of 60 minutes, on the north side of Allen Street commencing at a point 57 metres east of its intersection with Manchester Street and extending in an easterly direction for a distance of 167 metres.

20.       Approve that the stopping of vehicles be prohibited at all times on the south side of Allen Street commencing at  its intersection with Madras Street  and extending in a westerly direction for a distance of 7 metres.

21.       Approve that a Loading Zone (Goods Vehicles Only) be installed on the south side of Allen Street commencing at a point 7 metres west of its intersection with Madras Street and extending in a westerly direction for a distance of 10 metres.

22.       Approve that the parking of vehicles be restricted to a maximum period of 60 minutes (Monday to Friday) on the south side of Allen Street commencing at a point 17 metres west of its intersection with Madras Street and extending in a westerly direction for a distance of 160 metres.

23.       Approve that the stopping of vehicles be prohibited at all times on the south side of Allen Street commencing at a point 177 metres west of its intersection with Madras Street  and extending in a westerly direction for a distance of 55 metres to its intersection with Manchester Street.
