That the Infrastructure, Transport and Environment Committee:

1.         Make the following resolutions relying on its powers under the Christchurch City Council Traffic and Parking Bylaw 2008 and Part 21 of the Local Government Act 1974.

2.         For the purposes of the following resolutions: (1) An intersection of roadways is defined by the position of kerbs on each intersecting roadway ; and (2) The resolution is to take effect from the commencement of physical road works associated with the project as detailed in this report; and (3) If the resolution states "Note 1 applies", any distance specified in the resolution relates the kerb line location referenced as exists on the road immediately prior to the Committee meeting of 13 December 2017; and (4) If the resolution states "Note 2 applies", any distance specified in the resolution relates the approved kerb line location on the road resulting from the Committee resolutions on the Rapanui-Shag Rock Major Cycleway report at the Committee meeting of 13 December 2017.

3.         Linwood Avenue (at Chelsea Street) – Existing Traffic Controls

a.         Approve that all traffic controls on Linwood Avenue, north of the Linwood Avenue median, from a point 83 metres northwest of its intersection with Jollie Street to a point 129 metres northwest of this intersection be revoked. Note 1 applies.

4.         Linwood Avenue (at Chelsea Street) – Existing Parking and Stopping Restrictions

a.         Approve that all parking and stopping restrictions on Linwood Avenue, north of the Linwood Avenue median, from a point 83 metres northwest of its intersection with Jollie Street to a point 129 metres northwest of this intersection be revoked. Note 1 applies.

5.         Linwood Avenue (at Chelsea Street) – New Traffic Controls

a.         Approve the road marking changes, kerb alignment changes and road surface changes on Linwood Avenue, north of the Linwood Avenue median, from a point 83 metres northwest of its intersection with Jollie Street to a point 129 metres northwest of this intersection as detailed on Attachment A. Note 2 applies.

b.         Approve that a signalised pedestrian crossing be installed on the north side of Linwood Avenue, with the location of the crossing of the southeast bound traffic lanes being located 115 metres northwest of its intersection with Jollie Street. This crossing facility is to be installed in accordance with section 8.5 (1) of the Land Transport Act - Traffic Control Devices Rule: 2004, as detailed on Attachment A. Note 2 applies.

c.         Approve that a signalised cycle crossing be installed on the north side of Linwood Avenue, with the location of the crossing of the southeast bound traffic lanes being located at a point 111 metres northwest of its intersection with Jollie Street in accordance with section 11.5 (5) of the Land Transport Act - Traffic Control Devices Rule: 2004, as detailed on Attachment A. Note 2 applies.

d.         Approve that a Give Way control be placed against the Linwood Avenue south eastbound cyclists, and that this Give Way control be located at a point 120 metres northwest of the intersection with Jollie Street to require the south eastbound cyclists exiting Linwood Avenue to give way to pedestrians and cyclists using the shared pedestrian / cycle pathway on the north side of Linwood Avenue. This Give Way control is detailed on Attachment A. Note 2 applies.

e.         Approve that a bi-directional shared pedestrian / cycle pathway be established on the north side of Linwood Avenue commencing at a point 107 metres northwest of its intersection with Jollie Street and extending in a north westerly direction for a distance of 15 metres in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004 as detailed in Attachment A. Note 2 applies.

6.         Linwood Avenue (at Chelsea Street) – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the northeast side of the Linwood Avenue south eastbound traffic lanes from a point 83 metres northwest of its intersection with Jollie Street and extending in a north westerly direction to its intersection with Chelsea Street. Note 2 applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the northeast side of the Linwood Avenue south eastbound traffic lanes from a point 129 metres northwest of its intersection with Jollie Street and extending in a south easterly direction to its intersection with Chelsea Street. Note 2 applies.

c.         Approve that the stopping of vehicles be prohibited at any time on the southwest side of the Linwood Avenue south eastbound traffic lanes from a point 92 metres northwest of its intersection with Jollie Street and extending in a north westerly direction for a distance of 31 metres. Note 2 applies.

7.         Linwood Avenue (at Linwood Park Entrance) – Existing Traffic Controls

a.         Approve that all traffic controls on Linwood Avenue, south of the Linwood Avenue median, from a point 232 metres northwest of its intersection with Smith Street to a point 264 metres northwest of this intersection be revoked. Note 1 applies.

d.         Approve that a Give Way control be placed against the Linwood Avenue north westbound cyclists, and that this Give Way control be located at a point 244 metres northwest of the intersection with Smith Street to require the north westbound cyclists exiting Linwood Avenue to give way to pedestrians and cyclists using the shared pedestrian / cycle pathway on the north side of Linwood Avenue. This Give Way control is detailed on Attachment A. Note 2 applies.

e.         Approve that a bi-directional shared pedestrian / cycle pathway be established on the south side of Linwood Avenue commencing at a point 239 metres northwest of its intersection with Smith Street and extending in a north westerly direction for a distance of 25 metres in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004 as detailed in Attachment A. Note 2 applies.

10.       Linwood Avenue (at Linwood Park Entrance) – New Parking and Stopping Restrictions

a.         Approve that the stopping of vehicles be prohibited at any time on the southwest side of the Linwood Avenue north westbound traffic lanes from a point 232 metres northwest of its intersection with Smith Street and extending in a north westerly direction for a distance of 32 metres. Note 2 applies.

b.         Approve that the stopping of vehicles be prohibited at any time on the northeast side of the Linwood Avenue north westbound traffic lanes from a point 238 metres northwest of its intersection with Smith Street and extending in a north westerly direction for a distance of 26 metres. Note 2 applies.

11.       Chelsea Street / Linwood Avenue Intersection – Existing Traffic Controls

a.         Approve that all existing traffic controls at the intersection of Linwood Avenue and Chelsea Street be revoked.

12.       Chelsea Street / Linwood Avenue Intersection – New Traffic Controls

a.         Approve the road marking changes at the intersection of Linwood Avenue and Chelsea Street as detailed on Attachment A.

b.         Approve that a Give-Way control be placed against the Chelsea Street southbound approach to its intersection with Linwood Avenue as detailed on Attachment A.

13.       Chelsea Street (Linwood Avenue to Northern Extent of Project) – New Traffic Controls

a.         Approve that a Give Way control be placed against the Chelsea Street northbound cyclists travelling on the bi-directional cycle path, and that this Give Way control be located at a point 11 metres north of the intersection with Linwood Avenue to require the northbound cyclists to give way to other traffic on Chelsea Road. This Give Way control is detailed on Attachment A. Note 2 applies.

b.         Approve that a Give Way control be placed against the Chelsea Street southbound cyclists, and that this Give Way control be located at a point 6 metres north of the intersection with Linwood Avenue to require the southbound cyclists exiting Chelsea Street to give way to pedestrians and cyclists using the shared pedestrian / cycle pathway on the north side of Linwood Avenue. This Give Way control is detailed on Attachment A. Note 2 applies.

14.       Linwood Avenue Median – New Traffic Controls

a.         Approve that a bi-directional shared pedestrian / cycle pathway be established in the Linwood Avenue central median commencing at a point 115 metres northwest of its intersection with Jollie Street and extending in a south easterly direction to its intersection with Hargood Street and Keighleys Road in accordance with sections 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004 as detailed in Attachment A. Note 2 applies.

b.         Approve that a Give Way control be placed against the south eastbound cyclists travelling on the bi-directional shared path within the Linwood Avenue median to require south eastbound cyclists to give way to traffic using the Linwood Avenue U-turn facility opposite Smith Street. This Give Way control is detailed on Attachment A. Note 2 applies.

c.         Approve that a Give Way control be placed against the north westbound cyclists travelling on the bi-directional shared path within the Linwood Avenue median to require north westbound cyclists to give way to traffic using the Linwood Avenue U-turn facility opposite Smith Street. This Give Way control is detailed on Attachment A. Note 2 applies.

d.         Approve that a Give Way control be placed against the south eastbound cyclists travelling on the bi-directional shared path within the Linwood Avenue median to require south eastbound cyclists to give way to traffic using the Linwood Avenue U-turn facility opposite Hay Street. This Give Way control is detailed on Attachment A. Note 2 applies.

e.         Approve that a Give Way control be placed against the north westbound cyclists travelling on the bi-directional shared path within the Linwood Avenue median to require north westbound cyclists to give way to traffic using the Linwood Avenue U-turn facility opposite Hay Street. This crossing facility is to be installed in accordance with section 8.5 (1) of the Land Transport Act - Traffic Control Devices Rule: 2004, as detailed on Attachment A. Note 2 applies.

d.         Approve that the pathway on the west side of Ensors Road, commencing at a point 93 metres north of its intersection with Laurence Street, and extending in a northerly direction for a distance of 36 metres, as detailed on Attachment A, be resolved as a bi-directional shared pedestrian /cycle pathway in accordance with section 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004. Note 2 applies.

e.         Approve that the pathway on the east side of Ensors Road, commencing at its intersection with Mackenzie Avenue, and extending in a northerly direction for a distance of 30 metres, as detailed on Attachment A, be resolved as a bi-directional shared pedestrian /cycle pathway in accordance with section 11.4 of the Land Transport Act - Traffic Control Devices Rule: 2004. f.          Approve that a Give Way control be placed against the Ensors Road northbound cyclists travelling on the bi-directional shared path, and that this Give Way control be located at a point 130 metres north of the intersection with Laurence Street to require the northbound cyclists to give way to other traffic on Ensors Road. b.         Approve that the speed limit on Mackenzie Avenue be set at 30 kilometres per hour commencing at its intersection with Ensors Road and extending to its intersection with Richardson Terrace.

c.         Approve that the speed limit on Richardson Terrace be set at 30 kilometres per hour commencing at a point 18 metres south of its intersection with Mackenzie Avenue and extending in a northerly direction to a point 26 metres north of this intersection.

d.         Approve that the speed limit on Clarendon Terrace be set at 30 kilometres per hour commencing at a point 40 metres north of its intersection with Sheldon Street and extending in a southerly direction to a point 30 metres south of this intersection.

f.          Approve that the speed limit on Cumnor Terrace be set at 30 kilometres per hour commencing at its intersection with Sheldon Street and extending to its intersection with Chichester Street.

175.    Approve that the speed limit changes listed above in clauses 174 a to f are resolved on 13 December 2017 and will come into force on the date of the installation of the regulatory speed signs.

That the Infrastructure, Transport and Environment Committee recommend that Council:

1.         Revoke the Special Vehicle Lane (Cycle Lane) currently located on the north side of Armagh Street commencing at a point 111 metres east its intersection with Durham Street North and extending in an easterly direction to its intersection with Colombo Street.

2.         Revoke the Special Vehicle lane (Cycle Lane) currently located on the south side of Armagh Street commencing at its intersection with Oxford Terrace and extending in an easterly direction to its intersection with Colombo Street.

3.         Approve that a mid-block shared pedestrian and cycle crossing, controlled by traffic signals  be installed across Armagh Street located at a point approximately 105 metres west of its intersection with Colombo Street and extending in a westerly direction for a width of 3 metres.

4.         Approve that a mid-block shared pedestrian and cycle crossing, controlled by traffic signals  be installed across Colombo Street located at a point approximately 118 metres north of its intersection with Armagh Street (measured along the eastern side of Colombo street) and extending northerly direction for a width of 5 metres.

5.         That a shared Cycle/Pedestrian path be installed across Victoria Square traversing the Square generally in a semicircle commencing from the proposed Colombo Street signalised crossing and extending to the proposed Armagh Street signalised crossing for a following the alignment of the Avon River for an a total distance of 186 metres.

6.         Note that the Parking Restrictions Subcommittee will consider the parking and stopping restrictions relating to the Victoria Square: Colombo and Armagh Streets as per paragraph 5.6 of the report.

12. Three Waters and Waste bi-monthly report - October/November 2017

 

Committee Comment

1.              The Committee received the Three Waters and Waste bi-monthly report (October/November 2017).

2.              The Committee requested a report on the bank cutting trials, including the feasibility of not mowing all of the riparian areas of the river banks and information of the demarcation of land the drainage and parks.

3.              In addition, the Committee recommended that the Council oppose any government directive to compulsorily chlorinate the urban areas of Christchurch City secured water supply and write to the appropriate government minister to inform them of this position, advocating for exemption if required.
