4.1       Liliana Braun – Youth Development Fund Grant Recipient

             In August Liliana Braun received a grant of $350 from the Board’s 2017/18 Youth Achievement and Development Fund towards representing New Zealand at the Australian All Schools Cross Country Championships in Hobart, Tasmania from the 9th to 16th August 2017.  Liliana addressed the Board and gave an update on her trip to Australia, where she competed as part of a very successful New Zealand team.

 

 

 

 

 

4.2       Suz Cruse and Matt Calman– Huntsbury Preschool

Suz Cruse, Head Teacher from the Huntsbury Pre-school and Matt Calman, parent, spoke to the Board regarding the Huntsbury Pre-school.  The pre-school has been operating for approximately 40 years and is run at the Huntsbury Community Hall.

7.   Manuka Cottage Amendment To Playground Location

That the Spreydon-Cashmere Community Board:

1.         Notes its previous approval of the concept plan LP360602, Attachment A, for the location of Manuka Cottage on Cornelius O’Connor Reserve including associated landscaping and car parking.

2.         Approves amended landscape plans LP367903 and LP367901, Attachment B, showing changes made to the playground location, reduction in car park spaces, inclusion of a storm water swale and bike stands.

8.   Vista Place - Proposed Prohibited Times on Roads Restrictions

 

Community Board Decided SCCB/2017/00156 (Original staff recommendation accepted without change)

Part A

That the Spreydon-Cashmere Community Board recommends that the Council:

             Approve that pursuant to the Christchurch City Council Cruising and Prohibited Times on Roads Bylaw 2014, Part 2, Clause 7, motor vehicles weighing less than 3,500 kilograms are prohibited from being operated between the hours of 10pm to 5am on the following roads:

a)    Vista Place (entire length)

b)    Roystone Way (entire length)

9.   Spreydon School, Hoon Hay Road - Kea Crossing

 

Community Board Decided SCCB/2017/00157 (Original staff recommendation accepted without change)

Part A

That the Spreydon-Cashmere Community Board recommends to Council that:

1.              In pursuance of the powers vested in it by Section 8.3(1) of the Land Transport Rule- Traffic Control Devices 2004 (Rule 54002), and pursuant to the powers vested in it by the Local Government Act 1974 and 2002, the Council authorises the head teacher of Spreydon School to appoint appropriately trained persons to act as school patrols at the Hoon Hay Rd school crossing point as shown on Attachment A, located at a point more or less 132 metres northwest of its intersection with Mathers Road.

10. Discretionary Response Fund Aranui Eagles Rugby League Club

 

Staff Recommendations

That the Spreydon-Cashmere Community Board:

1.         Approves a grant of $3,000 to the Aranui Eagles Rugby League Club, as fundholder, towards the Pacific Series 2017.

 

 

Board Consideration:

The Board noted that the application is for a grant to the Aranui Eagles, as a fund holder for the Pacific Series event that is to be held this year in Hoon Hay Park, but is annual event held at various locations on a rotational basis. Members expressed support for the Pacific Series, particularly as this year the event incorporates raising awareness of mental health issues including youth suicide.

 The Board further noted that the event attracts participants from across the city and discussed whether in light of this the application should more appropriately be funded from the Metropolitan Discretionary Response Fund.

Part C

That the Spreydon-Cashmere Community Board:

1.              Approves a grant of $3,000 from the 2017/18 Discretionary Response Fund to the Aranui Eagles Rugby League Club, as fund holder, towards the Pacific Series 2017, to be held in Hoon Hay Park over 16, 17 and 18 November 2017.

2.              Request staff advice on the eligibility of this application for metropolitan funding and seeks reimbursement of the grant from the metropolitan Discretionary Response Fund if the application satisfies the criteria.

11. Discretionary Response Fund Christchurch South Community Watch Patrol Digital Radio

Part C

That the Spreydon-Cashmere Community Board approves a grant of $1,000.00 from the 2017/18 Discretionary Response Fund to Christchurch South Community Watch towards a Digital Radio for the Community Watch Patrol Vehicle.

13. Elected Members’ Information Exchange

Part B

Board Members shared the following information:

·   Cracroft addresses in Christchurch City Council’s rates and valuation information on the website are shown as being in Hoon Hay or Hoon Hay Valley.

·   Cycleway going down Sparks Road has resulted in a loss of on road parking in the vicinity of Hoon Hay School and is causing more car parking in surrounding streets, especially at school drop off and pick up times.
