1.   Purpose of Report

1.1       This report is to provide information to, and seek authorisation from, the Road Closure Subcommittee to approve the proposed road closures associated with Church Community Event on 5 November 2017.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Elizabeth Street from Division Street to Clarence Street from 8am to 3:30pm 5 November 2017.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 24 August with objections closing on 1 September 2017.

3.2       This event has operated in this location several times before with no known issues.

3.3       The event organisers have engaged all impacted stakeholders, within the proposed closure area, and have received no negative feedback with regards to the proposed event. Both letter drops and personal visits have been undertaken with impacted residents receiving an invite to the event and vouchers given for Devonshire teas.

3.4       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

1.   Purpose of Report

1.1       This report is to provide information to, and seek authorisation from, the Road Closure Subcommittee to approve the proposed road closures associated with the Rugby League World Cup November 2017.

 

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Jack Hinton Drive from Twigger Street to Whiteleigh Avenue.

·    From 3pm to 9pm 4 November 2017.

·    From 3pm to 9pm 18 November 2017.

 

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 24 August with objections closing on 1 September 2017.

3.2       There is only one direct vehicle access way onto the section of road proposed to be closed, Park Lane Retirement Village. This property has an alternative access from Whiteleigh Avenue that will be unimpeded by the proposed closure.

3.3       The Event organisers have contacted the local residents, via letter drop, to provide details of the proposed closures and to provide an opportunity to engage with them should residents have any issues. At the time of writing this report no contact had been made with the event organisers by any residents with concerns.

3.4       Events of this type and scale have operated in this location numerous times before with no known issues.

3.5       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of New Brighton Mall from intersections of Union Street, Marine Parade and Beresford Street from 5pm to 10pm 10 November 2017

 

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 24 August with objections closing on 1 September 2017.

3.2       This event has not operated in this location before, however CTOC does not believe the impact will be anything more than minor due to the time frame and location of the proposed event.

3.3       The event organisers have contacted all impacted stakeholders, within the proposed closure area and, at the time of writing this report, CTOC has not been informed of any negative feedback with regards to the proposed event.

3.4       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

3.4       The event organisers have contacted and visited all impacted business stakeholders, within the proposed closure areas, and have received no negative feedback with regards to the proposed event.

3.5       In addition to engaging with impacted business stakeholders the organisers have made contact with residents that are directly impacted by closures on Beachville Road, due to the increased level of impact on their properties.

3.6       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Park Terrace from Bealey Avenue to Dorset Street from 5pm to 11.30pm on 25 November 2017 with a rain date on 26 November 2017.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 21 September with objections closing on 29 September 2017.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location for many years with no known issues.

3.4       The event organiser has a proven track record of working closely with impacted residents and undertakes substantial notifications to make sure any impacted residents are well informed of how to access properties. They also provide very clear guidance on when impacts are to be in place.

3.5       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Cathedral Square from 6am to 8.30am on 24 March 2018.

3.         Authorise the approval of the proposed road closure of Western Valley Road from Church Road to Christchurch to Akaroa Road (SH75) from 9.30am to 2pm on 24 March 2018.

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 21 September with objections closing on 29 September 2017.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location before with no known issues.

3.4       The event organisers work closely with all impacted stakeholders, within the proposed closure areas, and have received no negative feedback with regards to the proposed event.

3.5       The organisers have reported that the only hotel that has not been operating in Cathedral Square during previous Le Race events is the Crowne Plaza. The Crowne Plaza is one of the sponsors for Le Race 2018.

3.6       The organisers work closely with the Little River community to facilitate the event and a large number of local residents are involved with the event setup and running of the event on the day.

2.   Staff Recommendations

That the Road Closure Subcommittee:

1.         Receive the information in the report.

2.         Authorise the approval of the proposed road closure of Wharenui Road from Blenheim Road to Riccarton Road from 8am to 3.00pm on 3 December 2017

3.         Authorise the approval of the proposed road closure Riccarton Road from 50m South of Wharenui Road to Deans Avenue from 1pm to 5.30pm on 3 December 2017

 

 

3.   Key Points

3.1       Public consultation was carried out through standard channels with the period of time allowing for objections to be received meeting the minimum time period of 1 week.  The application was publicly notified on 21 September with objections closing on 29 September 2017.

3.2       No objections were received from public consultation.

3.3       This event has operated in this location for several years with no known issues.

3.4       The event organiser has consistently worked with impacted residents and undertakes substantial notifications, including full page adverts in The Press, to make sure that the event is well notified. They also provide very clear guidance on when impacts are to be in place and how to access the event and surrounding businesses.

3.5       CTOC supports the proposed closures and believes the proposed closures will not unreasonably impact traffic.
