As this is the first meeting of the newly formed Housing Subcommittee there are no previous minutes to confirm.

David Close presented to the Subcommittee in regards to his Annual Plan submission.

That the Housing Subcommittee resolve:

1.              To thank David Close for his presentation and his considered thoughts and note that the Subcommittee will discuss the suggestions presented with senior staff providing the Subcommittee and Council with advice on Social Housing.


2.              The Subcommittee request Head of Property brief the subcommittee on targets scenarios to increase or reintroducing social housing stock, finance options and rates impact to the November subcommittee meeting.

The Housing Subcommittee:

1.       Receive the briefing.

2.       Note that the subcommittee requests that the procurement plan comes back to the subcommittee prior to going out.

3.       Request staff report back to the next meeting on the Goulding Ave learnings.

8.1          Housing First


The Housing Subcommittee:

1.       Receive the briefing.

2.       Request that the community housing provides involved in housing first are invited to brief the subcommittee.

8.3   DC remissions


Councillor Livingstone declared a conflict of interest, vacated the chair and left the meeting at 3.15pm.  Councillor Clearwater assumed the Chair for item 8.3.  Councillor Livingstone returned to the meeting at 3.17pm.

It was resolved on the motion of Councillor Livingstone, seconded by Councillor Clearwater that Councillor Clearwater be appointed Chairperson of the Housing Subcommittee for item 8.3.

7.   Subcommittee priorities and development of a programme for next 6 months


The Subcommittee identified the following priority work areas.

1.              Council to explore establishing a voluntary WOF based on experience elsewhere in New Zealand.

2.              To explore issues related to Youth Housing, assess what we have and ways to support these and address gaps. (including Pacific Youth View (PYLAT) ,Christchurch Youth Action Plan (Youth Council) and emergency youth housing).

3.              Regeneration Housing Plan focused on healthy housing.

4.              Research indicators around the health of our housing.

5.              Physical environment of social housing.

6.              Repairing and replacing current stock of social housing as quickly as possible and meeting targets of the stock.

7.              Community development approach to support tenants in social housing.

8.              Level of service around home ownership.

9.              Supporting the elimination of chronic homelessness by 2019
